Will Tom DeLay have to come back from retirement to run for his Congressional seat?

While that scenario seems unlikely, a federal judge in Texas ruled today that Republicans cannot replace DeLay. So unless the ruling is successfully appealed, DeLay's name apparently will be printed on the Nov. 7 ballot.

The decision, released this morning in Austin, seems to complicate plans by Republicans to hold DeLay's congressional seat.

The news is still being interpreted, but an early read of the judge's ruling sent cheers throughout the offices of the Democratic Congressional Campaign Committee in Washington.

The judge's ruling "sent cheers throughout the offices of the Democrat Congressional Campaign Committee". And cheers throughout the offices of the Tribune's Washington Bureau. Not that there's much difference between the two.
