President Bush plans to hold a press conference at the White House today, at noon Central Time, his third press conference in four weeks – and his first with Democrats poised for control of the House.

The last time that Bush held a post Election Day-press conference, on Nov. 4, 2004, he said this about his reelection to a second term: “It's like earning capital… Let me put it to you this way: I earned capital in the campaign, political capital, and now I intend to spend it.’’

Today, that capital is gone.

“After the 2000 election, I earned some capital,’’ Bush said two years ago, and with his reelection, he maintained: “I've earned capital in this election -- and I'm going to spend it for what I told the people I'd spend it on, which is -- you've heard the agenda: Social Security and tax reform, moving this economy forward, education, fighting and winning the war on terror.’’

After several months of campaigning in 2005 for Social Security reforms which neither the public nor Congress supported, the president abandoned that bid – although he has hinted at taking another shot at Social Security reform in his remaining two years.

Bush also will be hard-pressed to secure the tax reform he is seeking in his final two years – making his first-term tax-cuts permanent – with the new Democratic majority in the House.

And the president’s own unpopularity, a casualty of the war in Iraq, will make it difficult for him to withstand Democratic challenges about the future course of war.

Watch for the president today to set a new tone, not the unbridled tone of that last post-election press conference. Watch for the president to call for political reconciliation, a time of healing.

WASHINGTON – President Bush faces fateful new choices.

With his party’s loss of the House, experts say, Bush must fundamentally alter the way he approaches Congress for any hope of salvaging his own "aggressive’’ agenda for the remaining two years of his presidency.

And with criticism for conduct of the war in Iraq mounting even within his own party, Bush and his embattled secretary of defense, Donald Rumsfeld, are likely to confront searing hearings in a Democratic-controlled House intent on exerting new oversight and challenging the course of the war.

This much is certain: The rules of the game have changed.

"It’s a real time for choice by President Bush,’’ says Norman Ornstein, resident scholar at Washington-based American Enterprise Institute. "It really becomes a question of whether he is really going to become ’a uniter, not a divider,’ in a way that has not occurred for the majority of his presidency… Or drawing a line in the dust.’’

The White House, intent on fulfilling a domestic agenda that includes perpetuation of tax cuts won during Bush’s first term, is likely to seek some reconciliation – with Bush planning to speak out Wednesday. During a campaign-closing rally, Bush promised: "For the next two and a half years, I’m going to sprint as hard as I can.’’


The president could stumble for two years, experts say, if he does not demonstrate a new willingness to deal with Democrats.

The administration already has revealed a determination to prosecute the war as it is, with Vice President Dick Cheney insisting elections will have little impact: "The president’s made clear what his objective is: It’s victory in Iraq, and it’s full speed ahead.’’

Any course change – including the removal of a defense secretary who has faced calls for resignation from retired generals and the editorial page of the Army Times – could take some time.

"All those people heading to the polls hoping to change the policy in Iraq are going to wake up Wednesday and find out that won’t happen,’’ says Stephen Hess, a Brookings Institution senior scholar.

As the focus of politics in Washington rapidly shifts to the next presidential election, leaders within Bush’s party could help chart a new war strategy as they seek to regain the GOP’s footing for 2008.

"Staying the course’’ in Iraq is only likely to intensify the scrutiny of House committees whose new Democratic leaders have subpoena power to pursue questions they have raised for the past few years.

It’s unlikely that any hearings will escalate to the level of impeachment that GOP leaders have warned of with a Democratic takeover, Democratic leaders say, but the White House, Rumsfeld and others could face unrelenting interrogation.

On the war front and home front, Bush’s ability to make any headway during the rest of his term will depend on a willingness to work with Democrats whom he has spent years marginalizing. Some say Bush could find quick common ground on immigration reform.

Not since his first year, when he secured his “No Child Left Behind’’ educational reforms with the assistance of Democrats, has Bush demonstrated the full bipartisan spirit that he pledged campaigning in 2000 – running as "a uniter, not a divider.’’

His final two years may depend on a revival of that spirit.

"When Bush started out, the idea was, ’I am going to strike a balance here,’’’ says Ornstein, suggesting Bush must regain that balance for any success from now on. "If he doesn’t move in that direction, it’s going to be a long and difficult two years.’’

Not only is Bush's capital spent, the guy is bankrupt and will be looking to the Democrat majority for a loan. Poor Karl Rove has egg all over his and his disciple's face. The days of sticking one's whole head, shoulder deep, into the trough are over.


One thing I haven’t heard mention of is knocking down the bill that the outgoing Republican Congress gave Bush to torture detainees and hold even US citizens without due process of law. It’s only one thing of many that will be addressed by the Democratic leadership in the House, and now we may find out what happened to 9 billion dollars lost in Iraq.


As a liberal-independent who generally but not always votes Democratic (with a touch of red and green here and there), I’d like to be jubilant about last night’s results. I can’t be.

Over the last six years, this administration has done extensive and perhaps irreparable damage to our international relations, our constitutional guarantees, our economy, our credibility on human rights and other moral issues, our middle-class and working poor, and the environment. Above all else, I mourn all of the ordinary people — chiefly Iraqi and U.S. — killed needlessly in this administration’s wrong-footed adventure in Iraq.

I’m sure the Democrats are sharpening their knives (or at least their subpoena-writing skills) for their new day of leadership in one or both chambers of Congress. Doubtless, the public will learn many disturbing and discouraging things in the next two years about the way our country has been run by this government.

However, this President and his enablers — Cheney and Rove chief among them — will continue to insist that their theory of a unitary Presidency should trump every attempt to bring them to heel. They will, for example, resist every investigation, arguing that the only check on the President’s power is the voter’s power to displace him. That opportunity was lost forever in 2004.

The adults stand again in the doorway of the nursery, surveying the wreckage. Perhaps we can repair this mess, but I am not optimistic.

My guess is we will not see a new tone from Mr. Bush. Thats OK , at least there are checks and balances in the government once again. Saw Tom Delay on CNN this morning. He said the democrats
didn't win...the republicans lost. With a larger than normal turnout on an off year like this, I believe he is wrong. So Mr. Delay....take your get out of jail free card with you, you'll need it.


The one thing George never understood was that his capital was never more than small change.

President Bush is having lunch with Nancy Pelosi at the White House today.
What I would give to be a fly on the wall at that
meeting.
I hope both sides of the aisle get to work and accomplish something positive for the country now that the election is over.


One of the problems that we have in our government is that the only people with effective oversight of the executive are the folks in Congress. So if the folk in Congress are in bed with the executive, there is no effective oversight.
But now of course the folk in Congress are no longer intimate friends of the executive. Armed with subpoena power, the opposition party can now begin investigations. Those who think last night was tough for the GOP, may be surprised at what's going to happen next.


Let the impeachment proceedings commence immediately!


Democrats should not go back to their old, touchy-feely ways and forget the partisanship that Republicans displayed. They need to remember the dirty tactics and master them so they can win in 2008 also.


The petulant man-boy president will have to cooperate with the opposition if he wants to get anything done during the last two years of a failed presidency. Is he ready to face the real world as an adult? We'll see in January. Meahwhile, expect the lame-duck Congress to ram through a lot of BS legislation benefiting the special interests of their choice. It will be interesting to see how many of these ousted GOPers will make it back to Capitol Hill in a year or two as lobbyists.
As for the Dems, this is no time for gloating. It's time to put together cohesive, practical plans on how to undo so much damage done by the GOP in the last 12 years to: our environmental protection; the middle class; the Bill of Rights; and most importantly, our stature and respect in the world.


I just hope the democrats don't keep us killing for oil.


I very much doubt the current occupant will choose to cooperate with the Democrats. I think we will have two years of squabbling where the Republicans try to blame the Democrats for everything they have screwed up in the last six years. They simply don't know any other way to behave.

Kudos to Dr. Rove on defying wisdom for so long. But the reality is that you cannot create an enduring majority OUT OF THE MINORITY. There are only about 30-35% of the nation who are hardcore right-wing idealogues. The rest of us are either moderate/ independent or liberal. George Bush could have been the most popular president since, well, Clinton if he had chosen a center-right or centrist path after 9/11. Instead, he opted for the Karl Rove "energize the base" strategy coupled with divide and conquer. This was surprisingly effective for six years, shocking both pundits and decent moderates alike. But this success is going to prove a very tough monkey for the GOP to shake off its back after their rude awakening here in '06.

What many of the Wingnuts seem to ignore is that this GOP is obscenely radical; trampling long held civil rights (habeus corpus traces back to the magna carta for g-d's sake), ripping up international treaties, stomping upon the rights of sovereign nations, all the while gleefully busting enormous holes in what was a budget surplus. The Democrats are the moderate party, actually the center-right party, and that may be Rove's lasting legacy: having brought the entire body politic dramatically to the right. Whether that proves advantageous to the GOP in the long term remains to be seen.

There will be plenty of time to lament the fact that now the Dems have to actually do something, and I am at least as nervous as the rest of you. But for now, I'm going to do a little victory dance in the end zone, not on behalf of Democrats, but on behalf of America which is finally starting to take its country back from the brink.


Karl Rove...where are you?? Are you out there?? Calling Karl Rove. Come out come out where ever you are...HaHaHaHaHaHaHaHa!!
So I guess November 7th was not that great of a day for Republicans afterall, right Mr. Bush.
Things are going to be different for you and smarmy Cheney, Mr. Bush. You better get used to it. There may even be some investigations into you, your administration, and certain members of Congress. Bring it on!!


Let's not gloat too much over the Republican defeat.

Let's keep in mind that Bush The Invader was enabled in part by a cowardly Democratic minority. Let's remember that Bush The Rampant Spender had plenty of assistance from thumb-sucking Democrats. Let's recall that Bush The Patriot Act-or was lent a helping hand by a compliant Democratic contingent.

If you're truly expecting revolutionary change, I'm afraid you're in for a disappointment. Republicrats still rule.


The election may be over BUT both the Senate and the House are goverened by the Republicans until the end of this congress. Watch Out!!


A balance of power is good for America. I don't want to see either party have a monopoly on the house, senate and White House. That's why things were so great in the late 90s, the president and congress were too busy fighting to screw things up. I look forward to that scenario again.

You should be celebrating the fact that you still live in even a weak democracy you fool.

Maybe you should move to Tehran so you can get a taste of what life is like under a real theocracy instead of waiting for Republicans to install one here.


I am disappointed that Duckworth lost, but am comforted by the fact that Racist Roskam had to resort to Bashing Immigrants to do so.

There is no place for Racists in Congress, and Roskam is a Racist, as evidenced by his vicious anti-Mexican spots aired during the campaign. He fails to comprehend how much pain he has caused the Hispanic community with those spots. Bush remains a polarizing and deeply deluded leader. He is not humble and has no sense for political compromise at the national or international level; perhaps as Governor in Texas he could cajole other quasi-conservative democratic members to cooperate, it is naive, however, to believe he has the strength of character, mind or leadership capacity to believe that he could achieve the same at the national and international level.

Dave, I dunno, I'd say Clinton's military did a pretty good job in Afghanistan, wouldn't you agree? (That is, until Bush got bored with bin Laden and got distracted with Saddam.) And please don't try to give Bush & Co. any credit for that - neither their budget nor any of their policy changes had taken effect by October 2001.


The Democratic leadership needs to be very aware of the type of people voted into Congress. Many long time Republicans were ousted by conservative Democrats. Nancy Pelosi would be wise to temper any hugely liberal agenda at the start. Her best bet would be to start slowly and start to forge a relationship with the incoming freshmen and the white house. Coming through the door with guns blazing will only anger the people more. Now is not the time to lord over the people with wildly liberal legislation.

The country has spoken and even though the Democrats have picked up many seats, those seats were taken by many conservative or centrist people. The majority of the country is tired of the wild extremes of both parties and wants to come back near the center to finally get things done.


I knew I could count on Bruce to call all Americans fed up w/ this Administration terrorist sypathizers. Shows how much you and your ilk hate democracy. Democracy that works, except in Republican areas that failed to print enough ballots, or made intimidating phone calls to harass voters.

The outcome of this mid-term election says some refreshing things about the country. The population at large can no longer be convinced that we should be scared of everything including our own shadow, and that only the tough-talking conservatives know what needs to be done to protect us(even though they "had better things to do" and the priveledge to get out of it when their number was called). Open dialogue will now hopefully replace "you're either with us or against us", the conservative attitude that is the most unpatriotic of all. Soon the common citizen will not have to fear vilification for questioning the actions and motives of actions of our leaders. And hopefully some of the inappropriate behavior of the past six years(lacking checks and balances) will be accounted for now that checks and balances have been restored.


This is incredible. And who cares if we don't take the senate? At this point, the fact the we took Missouri and are this close in VA and MT is amazing.

The best part of last night was when Webb and Tester both came out and gave what amounted to acceptant speeches. As we learned in FL 2000 - if you act like the winner, you will be the winner. And it's wonderful to see Democrats acting like winners.

I have never watched Fox News or read conservative news blogs. Now I'm watching and reading with glee. I love all the pathetic spin.

Ms. Pelosi may surprise us -- I think she's a much better politician than she's given credit for. If the Dems can come up with a plan of action with broad consensus among liberal and conservative members, they will be effective. Otherwise, not.

Reading the entries on this blog, I'm concerned that many of you don't bother to learn about or consider alternative points of view. Dave, your idiocy is remarkable. Do you mean the slide into moral bankruptcy lead by right-wing evangelist Rev. Ted Haggard, or pedophile/ex-politico Rep. Mark Foley? I spent yesterday as a Democrat Poll Watcher in a Republican county. After the polls closed and I got my copy of the vote count out of the machines I was heartened to see candidates from both parties winning their contests in those precincts. It's nice to know not everyone swallowed the special kool-aid and voted a straight party ticket. I think a balance of power benfits everyone.

The disappointing part comes from the races where the candidate who used the most negative ads prevailed. That will only encourage more in future elections.

Now let's work on limits on vacation time for our elected officials. After all, they work for us, and not many of us get that much vacation time without many years on the job.


I see all the angry Democrats are celebrating. Based on all the name calling and calls for impeachment, the chant of the last 6 years for bipartisanship is over. Lets push our social agenda in their faces. I would guess Peter Roskam will lose in 2 years, since the Democratic congress will give amnesty to their new voter base of Hispanics which will cover the 2000 votes needed to win there.

Impeachment is clearly warranted but not feasible with Cheney sitting as VP. Perhaps we should consider the 25th amendment to remove W for his total incompetence, then impeach Cheney the real architect of this quagmire. Rummy's proposed replacement, Bobby Gates, is just another along with Jimmy Baker from the stable of Bush Family consiglieri similar to the Corleones. Just call it the Texas Mafia. Having been born and raised in Chicago through the formative years (age 25), but now living in the Liberal State of Washington (and loving it), I still follow what goes on in the Homeland. I am heartened by the fact that Illinois went even more Blue during this election, for it is the center of the country and 'if it plays in Peoria', it will play everywhere else as well. This bodes well for our country's future, for the pendulum had swung far to much to the Right and given the excesses in Power we have borne witness to in the last six years, it is finally swinging back. The future is so bright I have to wear shades (and tear up my Immigration Application to Canada). Long live the Republic!

The Democrats won control of Congress last night, yet the sun still came up this morning. I still put my pants on the same way and still went to my job. The sun is setting in the west tonight as I write this, just like always. We will still go about our daily business tomorrow as we did today.
It does not matter which party is in control, or who is President. The truth is that we, the voters are in control of Congress. That was proven yesterday, just as it was proven in 1994, and in countless other years where control of one house or the other has shifted from one party to another. That is the great thing about this country. When we want change, we have the power to affect change. If this Congress does nothing, it will be changed out again in two years, four, six or eight.
I hope all of you commenting here voted yesterday, because if you did not, your opinion does not count. I also hope that all of you made thoughtful informed decisions like I did, and simply did not get sucked in to party rhetoric. I have lived happily in this country while both Rebublicans and Democrats controlled Congress and frankly, there is little difference. Names change, rhetoric changes, but our system of checks and balances works, preventing quantum shifts in policy that would have a broad effect on the people. That is why nothing will change with this Congress. The sun will come up in the same place and will set in two years with the same result.

On Iraq, some feared that Democrats will force a too-rapid retreat, leaving that country and the region in chaos. Others said they doubted the turnover in Congressional power would have a dramatic impact on Iraq policy any time soon, largely because the Democrats have yet to define the specifics of the course they want to take.

Didn't Bush "earn" an Ivy League MBA? If he'd been paying attention in class, he might have learned that you don't SPEND capital, you INVEST IT. Even I know that, and I was an humanities major. Instead of investing in projects and missions that might pay off in the long run, he launched a series of policies intended to solidify his short term political standing and his presidential legacy. The result has been a horrendous WASTE of money, prestige, and human life.

Not only has Bush spent his political capital on pointless schemes (privatizing Social Security) and various unneeded initiatives that pandered to his "base," he has wasted billions and billions of borrowed dollars (that will be paid back by your children's children's children's taxes), and he has frittered away our national prestige and moral standing in the world.

No matter what the motivations, invading Iraq was an insane gamble. The payoff so far has $100 billion (and counting) down a rathole , a massively hostile world opinion (getting more hostile by the week), and over 100, 000 dead (with fresh bodies piling up even as I write).

Now that he's made a scapegoat out of the Secretary of Scapegoating (aka Rumsfeld), will there ever be an accounting of Bush's profligate ways? Congressional hearings on all these matters would be a good initial investment in that direction.

Meanwhile, we need to marshall as much intellectual capital and creativity as we can to achieve these goals: 1) free ourselves from dependence on foreign energy, 2) learn how to protect our borders and our national interests without resorting to unprovoked World War II style military operations, 3) encourage savings, self-employment opportunities, and productivity; develop and support home-grown industries; expand fair and mutually beneficial global trade; fix the problem of unfunded liabilities in pensions and entitlement programs; 4) further the first three goals through targeted investments in education, with an emphasis on choice, creativity, motivation, and early learning; 5) inspire a renewed sense of American ideals combined with real world pragmatism, instead of partisan ideology.

Sound dull? It could be incredibly exciting. If the proper controls are in place and if government can turn over some of its inefficient functions to the private sector (see New Zealand), we should thrive. That is, as long as our leaders, unlike Bush, refuse to get into risky adventures guaranteed to WASTE our assets and endanger us even more.


GWB has been morally bankrupt since he avoided serving in Vietnam. His political bankruptcy is just the icing on the cake.

Thanks, America, for waking up and helping turn the country back into a democracy for, of, and by the people.


Expect the beloved belligerent boob to get even worse, just consider his words today at the post-election press conference:

Is that the way you outreach to people, by bashing them again and insinuating they are weak?


Facts are stubborn things. Dems will insist on hearings in a # of fields, not just on Iraq. The investigations will evence facts that clearly show high crimes& misdemenors. Those facts will drive public opinion. Look for Bush to act more and more desperate to save his legacy - perhaps a pre-emptive attack on Iran. Little does he realize that EVERYONE now knows that the emperor has no clothes. Bush will face impeachment.


Now's the time to perpwalk the entire Bush crime family to the Hague.

I can't believe what I'm reading on political blogs nowadays. Calls for impeachment now that we have a healthy dose of right in the government, calls for armaggeddon for the same reason. Seriously, with all the name calling that is totally unwonted, I feel like I should be going back to third grade. I would love to see some level-headed political discussion from people who understand both sides of an issue, rather than radicals on both sides reiterating things their party has been saying for who-knows how long. Just remember that next time you decide to post on one of these forums, because I think you'll see many more beneficial comments that will make for a much more intelligent discussion.
