As I scan President Bush's speech, it's hard not to notice that he doesn't get into Iraq until page six of an eleven page speech. This is what you call in journalism burying your lead.
It's typical in SOTU speeches to save the foreign policy issues for the latter half of the speech. But since Iraq is the first issue on the minds of Americans, maybe the White House could have changed up the usual order. It's not like the president's domestic agenda is going to get a lot of love from the Democrats, especially his idea to change the tax-free status of many employer-provided health benefits.
