Clout is an attribute near and dear to the hearts of Chicagoans, of course. Students of politics and power assumed that Illinois would lose some when Republicans lost control of Congress since that meant the state would no longer have a House Speaker in the delegation or committee and subcommittee chairmanships.
Now Roll Call (subscription required), one of the best-known publications that covers Capitol Hill, has tried to measure just how much juice Illinois’s and other state delegations have gained or lost because of Congress’s recent realignment.
The newspaper says Illinois has dropped to ninth place from the fifth place spot it occupied a couple of years ago during the last ranking when Rep. Dennis Hastert (R-Ill.) was speaker.
Here’s their passage on Illinois.
9. Illinois
481 points
Previous rank: 5
Population rank: 5
Illinois has plenty of important Democrats, but the GOP’s loss of power still hit the state hard — hard enough to knock it down four slots on the rankings.
The drop is attributable to Hastert’s departure from the Speaker’s chair, yet Illinois still boasts a pair of elected leaders — Senate Majority Whip Dick Durbin (D) and House Democratic Caucus Chairman Rahm Emanuel.
The Prairie State also managed to stick around in the top 10 because its Members have the fourth-most slots on exclusive House and Senate committees, trailing only California, Texas and New York. Illinois also has a freshman Senator named Barack Obama (D) who supposedly has a bright future.
Roll Call based its rankings on several factors:
Roll Call’s crack team of scientists and mathematicians calculates the clout rankings at the start of each Congress using a proprietary statistical formula that gives points to each state based on several factors, including:
• size of the delegation;
• number of full committee chairmanships and ranking memberships;
• number of Members on the most influential committees;
• top leadership posts;
• number of Members in the majority party;
• per capita federal spending received; and
• seniority.
Such rankings, obviously, can’t include intangible factors, like Emanuel cajoling, swearing at and jabbing fellow Democrats in the chest in order to get their attention.
California, which was number one before the recent election, remains number one and has strengthened that position with the ascension of Rep. Nancy Pelosi to the House speakership. Number two and three, New York and Texas, respectively, are unchanged too.
So Illinois has lost significant sway on Capitol Hill. But at least we'll be saying "Go Bears" all the way to the Super Bowl.

The Republicans hate Dick Durbin....yet they can't find anyone who can beat him in a general election.

Don't worry about Dick Turbin. We've got a plan for him, Hitlerboy. Mitt Romney could be old, drunken Ted, but that's somebody else's problem. Clout, eh? Isn't that the stuff they sell to the highest bidder at the state house and in city hall?

The State is better off without Hastert's kick backs to himself. Durbin will take on any Republican from this State and win. The Highest bidders from this State was in Washington called Republicans.

"Don't worry about Dick Turbin. We've got a plan for him, Hitlerboy."
Ambassador To Crazyland Alan Keyes?
Helicopter Jim Oberweis?
I'm sure Durbin is ahking in his boots at the thought!

Really Jeff?
The Republican hacks have a plan for Dick Durbin?
That "plan" hasn't worked for you yet.
Whose the next chump you're going to run against him?
Or are you planning on using the GOP KKKarl Rove "swiftboat" approach?
That won't work either Jeff,Americans are on to the Wingnut Partys slimeball tactics.
If the GOP hacks had a plan for running our country they would still be the majority party.

Jeff your pick to run against Durbin shows what you are big time far right

I'd gladly trade the clout that Orrin Hatch has in Utah for a real politician who thinks that health-care reform, pension protection, living wages are more important than 'flag-burning' amendments.

Dale,
How are you getting along? My family and I have been thinking about you and your tragedy. I wish we could do something to help.

Laugh all you want, but I promise we have something truly special planned for Dick Turbin. I won't let you in on the secret, but it starts with an F.

Jeff,again I'm laughing at you.
Thanks for telling us that the GOP plans on "swiftboating" Durbin.
We'll know exactly where it's coming from thanks to you.
The GOP can't win an election any other way.
The Repubs in Illinois are deader than a pet rock,and Nationally things don't look a whole lot better for you.
Why don't you guys try to fix your party?

jeff-
After seeing up close the complete lack of integrity that is the dominant characteristic of the Republican Party's upper leadership during the Plame leak investigation, I suspect that Mr. Fitzgerald would think twice about running under that label.
