“Failure in Iraq should be unacceptable to the civilized world,’’ President Bush said today, four years after he declared major combat completed in Iraq, four months into a political fight over the continuation of the war with a Democratic-run Congress and just hours before a veto of a war-spending bill that demands troop withdrawals.

Bush plans to deliver a statement about the bill in the Cross Hall of the White House at 5:10 pm CDT after returning from a tour of the U.S. Central Command headquarters.

At MacDill Air Force Base in Tampa, home of headquarters for the Central Command where the wars in Iraq and Afghanistan are managed, the president today addressed representatives from the coalition of nations supporting U.S.-led military missions in Iraq and Afghanistan. The White House said today that 143,336 troops from some 30 coalition nations other than the U.S. have served on the two fronts since 2003.

“We stand as one,’’ Bush said. “There are those who say America is engaged in this fight alone. Each of you here knows better.’’

As the White House awaits delivery of a $124-billion war-spending bill that Bush plans to veto, Adm. William Fallon, CENTCOM commander, introduced his boss, the commander-in-chief, as “a passionate advocate for self-determination and freedom of choice…. A leader of intense dedication and strong resolve.’’

On Capitol Hill, leaders sent up a war bill that was destined for a veto.


“These are difficult times,’’ Bush said at MacDill, a base where he has made many appearances before the U.S.-led invasion of Iraq and during a war that has entered its fifth year. “These are tough times. These are times that test the resolve of civilized people… and the ability of liberty to yield the peace we want.’’

“Thank you for standing what’s right… Thank you for working for peace,’’ the president told his allies at war. “Your work has helped to liberate millions of people… Your work has helped keep millions of people safe… I thank you for defending the security of the civilized world.’’

Since Sept. 11, 2001, the president said, terrorists have struck targets in major cities throughout the world. “These terrorists bring death to innocents all across the globe,’’ he said. “We must go on the offense, stay on the offense and take the fight to them…. Our broad coalition has saved millions of people… we have taken the fight to the enemy where they live, so we don’t have to face them where we live.’’

As the president prepares to return to Washington, where congressional leaders will hold their own ceremony this afternoon sending up a war-spending bill with timelines for withdrawal of troops from Iraq, Dana Perino, deputy press secretary, said this about the “PR stunt’’ of Congress delivering its veto-bound bill to the president on the anniversary of his May 1 “Mission Accomplished’’ appearance aboard the USS Abraham Lincoln: “It is a trumped-up political stunt that is the height of cynicism….

“'The president realizes that today is the fourth anniversary of the day he gave a speech on the USS Abraham Lincoln,’’ she said en route to the CENTCOM appearance. “That speech has been widely misconstrued, and I encourage people to go back and read it. The president did say we had a long and difficult road ahead of us. We're moving from a dictatorship to democracy. But in addition to that, the President has since said that we did not anticipate the amount of sectarian violence that would happen in the year of 2006, especially fomented by al Qaeda with the Samarra mosque bombing in February of 2006.

“The president said where there have been mistakes, those mistakes -- that responsibility for those mistakes rests with him,’’ she said. “And so today is the president's opportunity to go and thank the commanders for all of their work, to highlight their successes, to talk about the new strategy that the president has underway.’’

What would Bush know about the "civilized" world?


Since his policies have failed in Iraq, maybe he ought to step aside and let someone else try to fix the quagmire he's created. That's how he's handled every other problem he's caused.

Isn't it curious that the "mistakes were made" speech and the under the bussing of Rumsfeld didn't happen until shortly after the ("We took a thumping.") speech subsequent to the '06 general election.

A retired general (they're still looking) officer who reports directly to Dubya outside DoD chain of command. No Gates, no Petraeus, no CentCom, no State Department.

Still in denial. We have already failed in Iraq. It just that the Bush team is not telling all that it knows.

We could pay down the Bush deficit if we had $1 for each time Bush and his minions have referenced 9/11 when talking about Iraq.


Bush keeps changing the lyrics, but it's the same old tune. Bush's overall point (now repeated for the thousandth time) is correct - risks to the entire Mideast are elevated when we leave. He fails to note that those risks were increased when we failed to follow up after removing Saddam, and left the situation to decay further. It's his own policies and leadership at fault, and the Iraqi government, looking for 2 months off this summer, is not helping his cause one iota.

Whether we remain or leave is immaterial - this sectarian strife has been going on for 1300 years, and our remaining for another year (or two, or ten), only delays the inevitable.

The Iraq Study Group, which Bush brushed off, presented as good a solution as there was to be had - including negotiations with neighboring countries, whether or not Bush happened to approve of them. Bush's personal animus, and his listening to those who wanted Saddam out, and who have consistently lied to achieve that, has been the persistent problem. History will, unfortunately, record Bush's own personal issues as the problem, and he's trying somehow to leave a better personal legacy, at the cost of Iraqi and U.S. lives.

The only way out is for the Iraqi's to get past their divisions, and to create an actual government that leads and commands - and I don't see it happening. The country will divide, and that has de-facto happened already.

The current problem is the elections in Turkey, and the risk of a secular Democracy founded by Ataturk being lost to a fundamentalist state - the Turks will blame the U.S. for this, and there's a risk of the Kurdish minority in Turkey seeking to join up with the Kurds in Iraq.


I've only seen the article title... I'm hoping it ends with the President announcing he & Dick Cheney will be stepping down?

That is the only way the title makes sense, after all.


Actually, Ron, what do you Loony Lefters know about a civilized world. Civilized people know you cannot give up, especially terrorists who feast on people giving up.

Poor Bush. He just doesn't get it. It isn't failure that is unacceptable to the civilized world, it's his invasion of Iraq that has been unacceptable to everybody. And what does he mean by the "civilized world?" It sounds kinda cute to people who know nothing about the world, but to the average 6th grader its a worn out phrase. It's hard to imagine we still have more than 18 months of this fool.

I guess Bush thinks that Germany and France are not part of the civilized world. I am not surprised. I do wish that Bush would indicate any limit he might have on American deaths and injuries. April's 100 deaths could lead to 6,000 or more by 2009.there may be 35,000 wounded by then. As more of the "surge" troops are engaged the casualty rate will continue to go up. The Commander In chief has failed. The American military has failed. For some reason our weak generals have escaped the blame they deserve for following the leader without protest. Their lack of courage has caused thousands of casualties.


Bush should talk about failures and a civilized world. He has brought chaos, death and destruction to Iraq. Walter Reed is filled to capacity because of him. This coward has nothing else to talk about except Iraq. When he talks about Iraq he doesn't even know what he's talking about. I don't believe a word he says. He's not honest or credible or logical. He has lied to and deceived the American people since he took office. He can't even answer questions. Actually, it's this illiterate and incompetent moron Bush is not acceptable to the civilized world.

If it is nonsense to believe Iraq is about oil, why was your President campaigning in Colorado, in Nebraska, in Florida, in Kansas in November 2006 and saying this??:

There's nothing to "give up" from the Democrats' point of view, as it's Bush's failures that have brought us to this point. Bush can linger and lose further, and let the Iraqi gov't. take two months off smack in the middle of the "surge". The "losing" is happening right now, and won't be brought about by the political opposition.

His problem is his voting base, because he's promised something that he cannot deliver - a strong Iraqi government, and military, which would let U.S. forces redeploy. That, and the stubborn ignorance of that base, including Neocon failure to plan post-Saddam, or even realize what would happen.

Flashback to 1999, when George W. Bush was governor of Texas. Then, Bush criticized President Clinton for not setting a timetable for exiting Kosovo.

And on the specific need for a timetable:

Soooo Bruce.. when is that rebuilding phase you're cutting & pasting about gonna begin? You'd think 4 years would be enough time? It seems to me there's a lot more bombing and insurgency control than rebuilding going on today.

Is it really us who's denying reality? you're cutting and pasting quotes from speaches made four years ago regarding "second phases" that have never occurred.

It only points out that believing this President is an error, and the American people realized that in the 2006 election. Senator Clinton was discussing oversight of funds spent in an upcoming mission of reconstruction, not "Mission Accomplished".

(This is why Bush supporters take a continual pounding in this venue - he's an incompetent liar, a fool, or both).

Bruce they are listening to the commanders on the ground unlike Mr Bush. I prefer to refer to him as delusional or just a total failure as a leader. Chimpy Mcflightsuit just seemed appropriate considering it was May 1st. You should have listened to David Patreaus interveiw on the Charlie Rose show. He did not seem to me to be a man who shares your opinion.

Unfortunately, Google could not track your verbiage, and I had to chase it down a different way. If you bothered to read the entire Congressional Record section as posted above, you'd see that Senator Clinton accepted what Bush said, and spoke of her own (and Wyden's) agenda for reconstruction based on Bush's mis-statements. Lots of people believed what Bush said, including the State of the Union, because most of us have high enough standards that we expect a President to be honest.

Silly us ... but you'll put up with it, apparently. And YOU lie, just like he does:
