Bad news for Democrats-poll puts Congress at 10-year low: The Swamp

If there's any good news for congressional Democrats in today's Los Angeles Times-Bloomberg poll, it is that the election isn't next week. Download file

The poll found that the public's approval for Congress was the lowest in a decade, which tracks with other polls that have also found Congress to be in low esteem.

According to a story by LA Times reporter Noam Levey:

Just 27% of Americans now approve of the way Congress is doing its job, the poll found, down from 36% in January, when Democrats assumed control of the House and the Senate.

And 63% of Americans say that the new Democratic Congress is governing in a "business as usual" manner, rather than working to bring the fundamental change that party leaders promised after November's midterm election.

House Speaker Nancy Pelosi (D-San Francisco), the first woman to hold that position, has also failed to impress many Americans. Only 36% approve of the way she is handling the job, the poll found.

In contrast, 46% of Americans in the current poll said they approved of the way Speaker Newt Gingrich of Georgia handled the job after he led the GOP into the majority in 1994.

That last sentence contains a fascinating finding. The poll's respondents really remembered the mid-1990s well enough to compare it to the present period?

That was the time of the federal government shutdowns as President Bill Clinton and the Republican-controlled Congress struggled over spending.

At the time, Congress got the worst end of that deal, at least in public polling. Again, it seems like its asking voters a lot to compare their current feelings about an institution to the sense of it they had 12 years ago. How meaniningful such a result is open to question.

Anyway, the danger for Democrats in the overall poll is that it indicates substantial disappointment over their their inability to significantly change the course of the Iraq War or to clean up Congress's ways when it comes to good government measures like earmark and lobbying reform.

Voters may have had unrealistic expectations in terms of what a narrow congressional majority can actually accomplish with a president from the other party who, in his second term, has discovered his veto pen.

Without enough votes to override a presidential veto, such as the president's veto of the first spending bill this year for the Iraq and Afghanistan wars because it contained a timeline for withdrawing troops from Iraq, congressional Democrats are stymied from making the changes many voters want.

But that doesn't really matter. The party in control, even if it's only nominally, gets the blame. And right now, with the Iraq War not showing any signs of significantly improving, voters who are still upset with the war need to vent their anger and disappointment somewhere and their targets would be President Bush primarily and then the Democrats.

That's borne out by this passage from the story:

"They just haven't seemed to have gathered things together the way they should," said Martha Wilde, 81, a Democrat from Remer, Minn., who said she had been particularly disappointed in congressional Democrats' lack of progress confronting the Bush administration over the war.

"I think they should force them more," Wilde said.

A third of liberal Democrats, who constitute the party's base, approve of the job Congress is doing; 58% disapprove, the poll found.

That's a dramatic change from January, when a Los Angeles Times/Bloomberg poll found that 43% of liberal Democrats approved of the job Congress was doing and 36% disapproved.

Representatives of Pelosi and Senate Majority Leader Harry Reid (D-Nev.) said Democrats were undeterred by the public's anger.

"The American people are rightly frustrated with the ongoing war in Iraq, and Democrats will continue to work with Republicans to force the president to change direction in Iraq so our troops can come home and we can refocus our efforts on fighting terrorism," said Pelosi spokesman Nadeam Elshami.

All of this is why there were some congressional Democrats who actually mused in the days leading to last year's election that so long as the Iraq War was going badly, it might be better for Republicans to maintain control of Congress since Democrats would be in exactly the situation that's occurring now.

Of course, all the perks that come with majority control overwhelmed such fears.

It appears the poll didn't ask respondents about congressional oversight since, an area where the change in congressional control to Democrats has had a major impact.

Also, the survey didn't apparently ask respondents for their impressions of congressional Republicans.

I absolutely agree. The elected Dem majority has failed to stick to what the voters expected them to do. I'm disappointed to say the least.

Low approval rating--you kiddin'? No profit-confiscating legislation of note...no ridiculous new entitlements created...no boxology-intensive federal bureaucracy foisted on the Republic...and a slowly killed immigration bill! These are great days! Check your stock market to see how we investors feel about it.

The Democratic party holds a slim majority in each house, so the Republican party deserves almost half of the blame for these numbers. But the national media will never properly assess the blame on Republicans like they should.

This partisan Democrat is completely cheesed off by my wimpy and ineffective Dem leadership. Show some spine to presnit 28% for heaven's sake! Impeach Gonzo, Impeach Cheney & Impeach Chimpy! Do it now!

Congress, as an institution, has never been held in high esteem by the public.

Regarding Pelosi, most apolitical types would be hard pressed to tell you who the speaker is.

To the Republican bloggers: If you think low approval #s for Congress = Republican comeback from your '06 election spanking - you are incorrect.

The sad thing is that the American Public has no confidence in the Republican party and no confidence in the Democratic party, when will we realize that we should abolish partisanship and start holding the individuals accountable for their performance. I hate party politics, neither party's agenda accurately represent the peoples needs and desires for this country.

In a poll on Fox News yesterday, Harry Reid had only 19 percent favorable half what the President polled. I'm not surprised with the likes of egomaniacs Chuckie Schumer and our own Illinois' Dickie Durbin not proposing legislation just running around starting fights with every Bushie they can find --Rumsfeld the AG you name it. Then, there is Nancy "I can raise taxes for working families to spend $2.9 trillion" Pelosi, Rahm the ramrod Emmanuel, Di Fi, Barb Boxer and don't forget our RINOS Arlen Specter, Susan Collins, and John Sununu they are trying to emulate Jumpin Jim Jeffords what a class act. Their only acoomplishment is a hike in the minimum wage. Every thing else in Nancy's potion for the first 100 hours is going down in flames. Hey, but don't forget William" Cash In My Freezer" Jefferson a model of good government in action.Meanwhile Obama mania is too busy charming monkeys off trees in his quest for the White House. What a bunch don't ya just love them! Jerry White, Springfield, IL

Jerry White,

"...charming monkeys off trees...."

Could your sly racism be any wittier!

How do you do it!?

Figures Loons like weinerdog think Congressional approval will go up with the impeachment of Bush. I think the main reason folks are unhappy with the Dem Congress is because all the Dems are doing is partisan hacking. Folks are tired of the partisan hacking, whether by Republicans or Democrats.

But Apollo Screed has a point. The less action by Congress, the better off this country is.

But Loons, what is taking the Dem Congress so long to even get an increase in the minimum wage done? Bush has said he will sign it, so what is the delay?

Or let's bring things closer to home. Here we are, June 12, and the Illinois government, all controlled by Democrats, can't even get get along with each other, much less get a budget together!

While I am an avowed Republican, and conservative one at that, both parties are at fault for being incapable of managing a state, much less a country. Democrats have proven over and over though that they are much less capable than Republicans though.

And for you Loons, it was the Republican Congress in the 1990s that got the government working, not the sexual deviant in the White House.

These results highlight an important difference between Democratic voters and Republican voters, namely, Democrats evaluate public officials on the basis of their conduct, not on the basis of their party affiliation. The Dems have done a fairly lousy job in control of Congress and Dem voters both know it and say it.

Compare that the Zombied right. The Republicans controlled Congress and watched as deficits grew and the worst president in history lied us into an unnecessary war that he prosecuted with the incompetence that only an inept moron like him could manage. Yet Republicans would rather have more of the same than vote for an alternative.

Thanks for destroying our country by being gullible oafs, Rs.

Here's another story (so far unreported in the "Swamp") underscoring how corrupt the Congressional Dems are:

"June 12, 2007 -- Sen. Hillary Rodham Clinton has named Florida Rep. Alcee Hastings co-chairman of her presidential effort in the Sunshine State.

What an odd choice.

Hastings has the dubious distinction of being the only person elected to the House of Representatives after having been impeached by that same body.

In 1988, the Democratic-run House voted 413-3 to impeach Hastings, then a sitting federal judge, on charges of bribery and perjury.

A criminal-court jury had aquitted Hastings, but the majority in Congress found the evidence against him compelling. Among those voting "aye" were many still-serving liberal members - including Speaker Nancy Pelosi, Majority Leader Steny Hoyer, Judiciary Committee Chairman John Conyers and Rep. Charles Rangel, the dean of the New York delegation.

The Democratic-run Senate later convicted Hastings, removing him from the bench.

Unfortunately, the people of the 23rd District of Florida saw fit to elect Hastings to the House in 1992. Still, the impeachment is a permanent stain on his record."

(from the NY Sun)

Can you imagine how many Swamp articles would have been written if a Republican presidential candidate appointed an impeached bribe-taker as state campaign chairman?

John D and Bruce -
Isn't this an example of the kind of posts you say the Swamp won't print?

ahh, the sweet smells of balance.

I think this is like a make up call in basketball.

Good job Frank.

The bad news in all of this is that the congress has been under the control of Democrats only since January, and there is a lot of residual negativity from the Republicans. In the Senate and the House the leaders seem to be overly careful.

The Dems don't have a veto proof majority which is allowing the lockstep Republicans to continue their civil war in Iraq.

This will change, big time after the 08 election.

John D.,

Like the late great Senator Daniel Patrick Moynihan said: "You're entitle to your own opinion, but not your own facts."

"And for you Loons, it was the Republican Congress in the 1990s that got the government working, not the sexual deviant in the White House."

In '94 Newt tried to blackmail Clinton into signing on to their budget. In the court of public opinion, Clinton cleaned their clock. And of course you know what happened to President Dole in '96.

I also get a kick out your "sexual deviant" crack. Compared too whom? Your gir... er' boy Guiliani?

Doug Zook,
Regarding Pelosi, most apolitical types would be hard pressed to tell you who the speaker is.

She is the ditzy broad who got herself photographed in a Muslim headscarf.

Once again, John D demonstrates what an idiot he is.

Yes, congressional ratings will improve if Congress gets tougher. The 10% drop in the approval rating came about because Liberals like me think Congress is not being tough enough on Chimpy. In other words, the fall off was because the Democratic BASE is getting tired of this charade. Please reflect on your 6th grade math skills you still have not fully mastered.

Don't you work? (And no, mowing the grass for Mom doesn't count.)

I find it interesting that everyone here has weighed in with his or her favorite prejudice against Congress when, in fact, the poll never asked why those surveyed were so dissatisfied. Without any such defining questions, the poll results are rather worthless in determining what the voting public is thinking.

S. Sherman,

"She is the ditzy broad who got herself photographed in a Muslim headscarf."

Objection, relevance.

Pretty much all American females (and certainly female politicians) wear head covering in conservative Muslim countries. Showing respect for the people and customs of the country is the right thing to do.

I'll bet Rudy would do it too!

Weinerdog, of course I work, everyone knows I work becuase your demented friend, John E., loves to publish my work e-mail address!

And I am beginning to think Doug Zook and John E are one and the same. John E has an eerie infatuation with Guiliani and the time he dressed as a woman and now Doogie Zook brings it up. Doogie even said the other day that John E always gets it right. Doogie is about the only Swamper here to ever defend John E. Even fellow Leftists have criticized him.

So, one and the same??

Nah John D.,

I be me.

It's just that goofing on Rudy (and you) is fun! And I might add easy!

And I never said John E. always gets it right. After all I haven't read everything he's wrote.

Good times!

Here is a picture of Assad's wife. No headscarf.

Nancy only went to Syria and put on a headscarf to grovel. That is the Democrats' idea of foreign policy.

Coming from someone whose home life is centered around dogs and cats and who remains unmarried and childless, you might want to be a little careful who you're calling a sexual deviant. Clinton HAD a sex life -- you appear to be no more than a reject.

Well Doogie, then perhaps there is hope for you after all! I doubt it, mind you, but there is always hope if you're not John E!

You know, I'm really starting to love this blog.

I think there are a couple of well defined factions if you will. On the Liberal side you have me, Doug Z., John E. , Mrs. Jesus, and some other folks I'm forgetting right now. On the Conservative side, you have John D., S. Sherman, Bruce, JD and some others I'd just as soon forget. Out by himself on his lawnchair you have Crazy Jerry White yelling at the kids to get off his lawn.

Who am I missing?

I love it when the left is frustrated.

Wienerdog, your becoming an easy target to get wound up so you just resort to personal attacks...Still waiting for your answer on the "manufactured outrage" of AG's firing's. You decided to insult and run. Typical lefty.

John D. I've lately had nutjobs on the left try to figure out who I am as well. What is it with these guys? Can't debate so they want to somehow demonize you. Its a pure admission of failure on their part (yes, I'm talking about you John E.)

Loony left for sure.

Buster,

Even a broken clock is right twice a day - so yes, in that rare occassion the Swamp will post an anti-liberal story.

Weiner,

the dems just threw out that impeachment red meat to get all of you Daily Kos types drooling. They'll never do it because they have no basis for it. But I really hope they do.

Weinerdude,
You are missing me. Instead of on my lawnchair shouting at the kids, I'm sitting here looking up John D., S. Sherman, Bruce, and JD on the National Sex Offender Registry.

There's weinerboy commenting on John D's employment record as he is posting early in the afternoon, as usual.

Did you flip the egg McMuffin's today instead of the Big Mac's?

JD, project much?

John E posted and said:

"The Dems don't have a veto proof majority which is allowing the lockstep Republicans to continue their civil war in Iraq."

John E:

Isn't this just a little bit of a cop out? The Democrats could end the war in Iraq in the simplest manner possible. If they did ABSOLUTELY NOTHING, the Iraq war would come to an end.

Just imagine if, when the time comes, the Democrats do NOT introduce a funding bill for the war. That’s simple, isn’t it? The Constitution doesn't require them to fund everything the President asks for. If asked, they could simply say, "War? What war?"

That would put the burden on the Republicans to introduce another emergency spending bill for there to be one at all. After that, the Democrats would only have to cast enough votes against the bill in the House of Representatives to constitute a simple majority. They have that majority. The result would be one dead bill with no future. To keep it up is as easy as following shampoo instructions: apply, lather, rinse and repeat.

It's really that simple. The reason why it hasn't happened is that the Democratic leadership does not have the political will to boycott the war. They are afraid of the political fallout they would suffer for doing so.

That raises the separate question of just how serious they are in their belief that America voted them in to get us out of Iraq. If they are so confident about voters’ intentions, then why don't they boldly do exactly what I outlined above? Are they hedging their bets?

THAT is the question.

I see Rick from North Carolina is a full throttle living moron. So, now the conservatives that post here are on the National Sex offender Registry! I just love the perpetually dumbass abilities of the Morons who make up the Loony Left to make up BS when they can't debate. I also love how the Tribune Censors let this kind of crap through.

Hmmm, so now I am gay, a bible thumper, a neocon, a Nazi, a member of the KKK and now a sex offender!! And you Loony Leftists become even more hysterical just because I call you losers, LOONY!!!

weinerdog43 have you gone from insulting, to hiding then on to hiding behind a pseudo intellectual personna?

I guess your not quite ready for prime time.

Get back to us when your ready.

Well, S. Sherman:

I guess this means that you consider Secretary of State Condoleeza Rice a "ditzy broad who got herself photographed in a Muslim headscarf" too, because In October 2005, she toured Afghanistan, Kyrgyzstan, and Tajikistan. She was photographed inside a mosque in Dushanbe, Tajikistan - while wearing a "hijab", also known as a scarf.

Yep, full-throttle living moron here, John D. Just remember to report when you move.
