PRAGUE, Czech Republic – President Bush, struggling to defuse tension between the United States and Russia over a proposed new U.S. missile defense shield in Europe even as he presses ahead with the plan, sought to assure Moscow on Tuesday that it will not be the target of those missiles.
"The Cold War is over. It ended,'' Bush said at a public appearance with the president of the Czech Republic, where the U.S. hopes to install radar for the missiles. Bush will travel on Friday to Poland, where the U.S. hopes to base 10 interceptor missiles as part of a network which Bush says will guard against threats from "rogue'' nations. "I'll tell Russia that they need not fear such a system,'' Bush said.
While the Bush administration insists the threat comes primarily from Iran, Russian President Vladimir Putin has warned that Russia may have to aim its own missiles at Europe if the U.S. sets up missiles here.
The radar installation also is controversial within the Czech Republic, which overcame Soviet occupation in 1989. With many Czechs wary of antagonizing the Russians, most oppose the radar installation, which the government of Czech President Vaclav Klaus is supporting. The U.S. Chamber of Commerce has reported public support running at just 30 percent.
"The people of the Czech Republic don't have to choose between being a friend to the United States, or a friend with Russia,'' Bush said Tuesday, standing alongside Klaus in Prague Castle, which traces its history to 880 in a land that has seen many eras of foreign domination. "You can be both,'' Bush said. " We don't believe in a zero-sum world. We don't believe that one should force a country to choose.
The Czernin Palace in Prague, where Bush addressed dissidents from around the world -- including Natan Sharansky, refugee from a Soviet labor camp, and declared himself "the dissident president.'' This and all other photos by Mark Silva.
""One objective is to safeguard free nations from the possibility of a missile attack launched from a rogue regime,'' Bush said. "That's a true threat to peace.''
Bush came here to speak about the promotion of democracy at a conference at historic Czernin Palace, with a few hundred activists from around the world assembled at a conference featuring Natan Sharansky, a human rights advocate who emigrated to Israel after release from a Soviet labor camp in 1986, and Vaclav Havel, the dissident playwright and first Czech president after his nation overcame Soviet rule.
"Freedom can be resisted, and freedom can be delayed – but freedom cannot be denied,'' Bush told the conference, with an overview of the liberation of Europe and a reminder that he has pledged to pursue the end of tyranny worldwide. As he has before, he connected the struggle to the war in Iraq: "The Afghan and Iraqi people look to you as a model of liberty – and they will remember that you stood with them.''
Natan Sharansky, who left a Soviet labor camp for Israel, seen center, was among the activists who invited Bush to the "Democracy and Security'' conference in Prague.
Bush did not refrain from rubbing Russia here:
"In Russia, reforms that once promised to empower citizens have been derailed, with troubling implications for democratic development,'' Bush said. "Part of a good relationship is the ability to talk openly about our disagreements.''
The enemy today is extremism, said Bush. "To confront this enemy, America and our allies have taken the offensive… Yet this battle is more than a military conflict. Like the Cold War, it is an ideological struggle between two fundamentally different visions of humanity.
Inside the palace.
"Still, some argue that a safer goal would be stability – especially in the Middle East,'' Bush said. "The problem is that pursuing stability at the expense of liberty does not lead to peace – it leads to September the 11th, 2001.
"For all these reasons, the United States is committed to the advance of freedom and democracy as the great alternatives to repression and radicalism,'' Bush said to applause in the palace hall, evoking his second inaugural address goal of "ending tyranny'' worldwide. "Some have said that qualifies me as a 'dissident president,' If standing for liberty in the world makes me a dissident, then I'll wear the title with pride.''
Yet, Bush's remarks about Russia here, on the way to a meeting with Putin, were relatively limited.
"As I've told President Putin, Russia is not our enemy,'' Bush had said earlier in the day. "The enemy of a free society such as ours would be a radical, or extremists, or a rogue regime trying to blackmail the free world in order to promote its ideological objectives. And so my attitude on missile defense is… it's not my attitude, it's the truth -- it's a purely defensive measure, aimed not at Russia, but at true threats.''
Dissidents and advocates for democracy at the conference.
The issue has come to the fore, inflaming old tensions between the U.S. and Russia, as Bush heads to a summit for leaders of the Group of Eight industrial nations in Heiligendamm, Germany. The president arrived there Tuesday night for a three-day conference. Bush and Putin will hold a bilateral meeting of their own at the G-8 – and the two typically have appeared in public together at joint press availabilities. Bush also will play host to Putin on July 1-2 at the Bush family's seaside Maine compound in Kennebunkport.
The personal bond between Bush and Putin, forged early in their first terms, already has been strained by the Bush administration's repeated and public insistence that Russia more aggressively pursue democratic reforms and now has reached a new level of stress over the proposed U.S. missile network in Europe.
"If part of the U.S. nuclear arsenal is located in Europe and our military specialists consider that it poses a threat to us, we would have to take some appropriate steps in response,'' Putin has said. "What kind of steps? We would have to have some new targets in Europe, of course. As for what kind of weapons would be used to strike the targets that our military regards as a potential threat to the Russian Federation, that is a technical matter: ballistic or cruise missiles, or entirely new systems - I repeat, that is a technical matter."
Bush is seeking patience.
"I look forward to having conversations with President Putin, not only at the G8, but in the United States when he comes over,'' Bush said. "My message will be, 'Vladimir -- I call him, Vladimir -- that you shouldn't fear a missile defense system. As a matter of fact, why don't you cooperate with us on a missile defense system? Why don't you participate with the United States?'''
Bush also is offering to share U.S. technology with the Russians. "Send your scientists,'' Bush said. "Let us have the ability to discuss this issue in an open forum where we'll be completely transparent.''
Alexandr Vondra, Czech deputy minister for European affairs, concedes that the radar is unpopular among Czechs, but predicts public opinion will turn. He dismisses Putin's threat.
"The population is not enthusiastic yet,'' Vondra told reporters. "If they proposed to build a radar behind your farmhouse, you'd probably have to think twice... I believe we will shift the public opinion.''
Vondra calls Putin's threats "a typical Russian game… He's trying to extend the influence again in Central and Eastern Europe -- nothing new… We have time to explain to the Russians and explain that this (missile system) is not at all aimed against them. I believe, at the end of the day, the Russians will learn how to live with that.''
Leaders of the Czech Republic, which has stood as an ally with the U.S. in Iraq and Afghanistan, are welcoming the radar. They, in turn, are seeking relaxed U.S. visa rules for Czechs which would enable them the same ease of access to the U.S. already enjoyed by western Europeans, though the prime minister said here that the two are not connected – that neither Bush nor the Czechs are not trading radar for visas.
Klaus, the Czech president, and Mirek Topolanek, the prime minister, met privately with Bush.
"I think we've understood – we agree with President Bush on that,'' said Klaus, calling it "important'' that "Bush has promised to make maximum efforts to explain these issues to Russia and President Putin.''
"The point is not only to site the facility in the Czech Republic, but this is about the joint will for defense of freedom,'' Topolanek said. "We want to shift the collective defense not only to the Czech Republic, but also to make sure it stretches over other friends in Europe.''
The president's limousine awaited him outside the palace.
Bush calls the visa question "a frustrating issue'' for Czechs – particularly in light of the "sacrifice'' which Czech soldiers have made in Iraq and Afghanistan in support of the U.S. Yet, Bush says, the issue of visas is immersed in a broader immigration reform debate which is even more volatile back home.
"People in the Czech Republic say, 'Get it done now, we're tired of waiting.''' Bush told Klaus. "I know that, Mr. President. I just want to assure you I'll work as hard as I possibly can…. The only thing I can do is to assure the people I'll work with Congress to get something done in a constructive fashion.''
The historical statuary of Prague have seen many governments and leaders come and go. Silva.

That is a lot of turmoil over a missile shield that works some of the tine if you are firing both missiles. There is no evidence that the system can stop a missile fired by another country. "star wars" is fantasy.

Ah, the comments of the deranged Left. Cheryl, how exactly has the U.S. Constitution been "shredded?"
It is so funny in a sick way, how the Deranged, Demented Loony Left stands so firmly against freedom, but it's always been that way. The Left was for the Soviet Union and against freedom for Eastern Europe and the Baltic countries like Latviaa; the Left was for Noth Vietnam and against South Vietnam; the Left is and has been for Castro and against freedom for Cubans; the Left is for Hugo Chavez and against the Venezualan people; the Left was for Saddam Hussein and against the Iraqi people; the Left was for the Sandanistas and against the freedom-fighting Contras; the Left is for the CHinese communists and against the free Taiwan; the Left is for Al Qaeda and against everyone else. And here the Left is for Putin and against the Russian people and their own country, the U.S.
Regtarding the U.S. Constitution, it's funny how the Left says it's the Right who shreds it. Seems to me it is the Left that most often wants to shut poeple up and their First Amendments rights, looks to limit people's right to religion, and then with the Second Amendment it is the Left who is always against the right to ownership of guns.
So, really Loony Leftists the past is chock full of examples of you folks against freedom and for tyranny. It's always been that way and always will be that way.

Let them aim their missiles at Europe - we have nothing to fear of Russia striking so long as we do not strike Russia.
What we must really fear is diplomacy gone awry. For if our diplomats, President Bush included, make a false move in this delicate process, we could very easily arrive back at square one.

What collective defense are we talking about here...the one which was mounted to counter Osama...wonder why dont we hear from him lately??
'Cause one of the close allies is hiding him and Mr Bush wants to play bit more...he has things to clean.Doesnt he!!!

Creating a joint Russian-American missile system would be a much stronger political move, Russia would be able to know that the USA would not be screwing them over, and the rest of the locals would know that they truly were "allies"

Bush talks about freedom, but he actually means economic freedom for big companies. He chooses to limit other constitutional freedoms and is the world's biggest hypocrite, riding around on his high horse preaching liberty while trashing it at home. We have such a great democracy that the candidate who won the popular vote for President lost because of a weird mechanism called the electoral college, which actually elects the President. Big surprise to other countries that assumed the winner of the popular vote would become President. Let's stop lecturing everybody about democracy and morality until we get better leaders.

What is Putin so worried about? The article says 10 interceptor missiles. He has thousands. Even if the system works as advertised he could still destroy the work 100 times over if he wanted. Unless Putin is worried about this missile shield because the glorious Russian nuclear arsenal isn't what it used to be and 10 interceptors is a threat to it.

Our missile defense technology is not perfect - nor will any such system ever be. But I do enjoy short-sighted liberals who can't get over that it was President Reagan who had the vision to develop our current technology. As this technology has improved over the last 20 years, I have noticed a deafening silence from those original critics - save for the most left-leaning, pessimistic activists.

John, I'm not sure what universe you live in, but let me clarify how things are in the real world for you. I'm assuming you mean Democrats when you say the left. Well the left certainly didn't like Communism. They are the ones who started the USA in Vietnam. Also, the left, was in power duing WWII(Nazism and Japanese Imperialism) and Korea as well. The left made Castro and Russia stand down in Cuba when they wanted missles there. And the rest are lies as well. Especially being for terrorism. Just because the left is against the Iraq War? Your uninformed comments and outright lies really aren't worth commenting on, but people like you shouldn't be allowed to get away saying such things without correction. Have a good day.

This article does not report the full nature of the issue that Russia has with the shield. Here is the crux: Russia is weaker than the US and is aware of this. They know that any first-strike against the US is suicide. However, the US has a superior missile arsenal. If the US launches a first strike and destroys much of the Russian arsenal with it, then the missile shield would be hugely effective in repelling anything that Russia has left to fire, which would likely be very little. This is the reason for the uproar is Russia, it very much neutralizes the impact of their missile deterrent.
And John D: I agree with some of your comments about the far left. However, in response to your challenge, one only need to look at the USA Patriot Act to see the 'shredding' of the Constitution. It limits a person's right to a fair trial by denying habeas corpus (the right to protest to the courts - the arguably most fundamental aspect of our system of justice), allows unwarranted search and seizure (also protected by the constitution) and gives the government the ability to deny the right of citizen's privacy via unwarranted wiretaps, etc. I am not making this argument from the left, but from a Constitutionally conservative point of view. You should do some research before taking a black or white position on issues because doing so shows nothing but closed-mindedness.

Just one quick (numerous other exist)example of "shredded" is the Patriot Act and Amedment IV of the Constitution which reads "The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no warrants shall issue, but upon probable cause, supported by oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized."

Now that Cindy Sheehan has left the building, President Putin has made his bid to become the media's latest fringe poster.
Putin is still upset, that the former U.S.S.R. no longer exists. This may explain why the former KGB man is picking up the fallen banner of the Anti-U.S. Empire Movement, that was left in the dirt by Hugo Chavez call girl Cindy Sheehan.
Putin believes by becoming the new "attention whore" as Sheehan labeled her backward activism, will some how assist their cause in getting even with democracy.
What has become clearly evident, is Putin has outed himself as a supporter of theocracy, and a puppet of Iran's Supreme Leader.
Putin has crowned himself, world "attention whore."

When a rogue nation run by someone like Dr. Evil sends a missle our way, these cats living nearby undetected would shoot them down with their laser vision. While I believe he is doing what he thinks is best for America I simply do not trust the moves president Bush makes, it is somewhat of a comfort to know that he will be stepping down, the day cannot come quickly enough. I am wondering what has happened so far as the agreement that was made with Russia concerning missle placement. That too, seems to have gone out of the window. I am also wondering how much more damage Bush is going to do to this country.

It doesn't matter if the missile defense system works or not, it's only real function is to funnel more public funds into the "defense" contractor's pockets. That's all this current administration has accomplished in both terms. Lets face facts people, America is run by the guys who build the bombs and pump the oil. The Administration will do anything to keep these guys in business. God forbid that we should have any meaningful dialog with adversaries or political opponents, that might lead to peace and reduced military spending...

WE LIVE IN A LIBERAL SOCIETY MORON!
Do you really believe that? You think you could show up at work in shorts and cutoffs smoking weed and they would be OK with that? I'm asking this question about our society, not your political view.
We need order and I don't hear any answers from the left on how it will be obtained. What am I thinking? The left would do the same! More laws would have to be enforced.
Liberal doesn't mean FREE, it means liberal government spending/taxation/legislation versus conservative spending/taxation. We are all for freedom. But in every society someone gets the short end of the stick. Someone has to do the dirty work.
I'm happy to see Bush sticking to his guns despite the many mistakes he has made in Iraq (ones the left can't get over by the way, because they are so perfect). I'm glad he is reaching out to Putin; quite frankly the comment about aiming missiles at Europe is ridiculous.

I'm really worried about our country. We used to say what we thought and had reasonable debate.
Now debate means to shout down or intimadate your op.
Also we need to understand that our political correctness is going to get us killed. When the terrorists set off a bomb, the bomb doesn't ask "who you rootin for",or which team your on.
The hate politics has gone on long enough. It's not racist to speak out against a group of people who want to see you dead.
What everyone needs to remember is that OUR Pres was elected with over 50% of the vote, and was the first one since Pres Regan to be elected with that amount. So get over it!
No#1 This is also a FYI. Our Pres has not trashed our constitution. For your info with an act of war being committed against us, and with powers already in place, he could have had the attorney gen proscute anyone giving aid and comfort to the enemy. Also check out what that means. Free speach has practical LIMITS when OUR nation is threatened in time of war.
These rallies with all the nonsense are not only someone trying to relive their youth, but it is also giving aid and comfort to the enemy. When our Papers and New stations print and say stuff against Our Pres and Soldiers they are committing aid and comfort to OUR enemys. When the Leader of the Senate stands up and says We've lost! He is giving aid and comfort to the Enemy. And when when OUR Speaker of the House goes and undermines OUR state dept. she is giving aid and comfort to OUR Enemys. With POWERS he already has, this man you all want to call stupid, and say he has trashed our constitution, could have all arrested and proscuted to the fulliest extent of the law even up to and including treason. Wake up! You would be really yelling if he did what FDR did.
The Nasty stuff that is always flying around the name calling and all is rather jv don't you all think. if your so smart ck it out get facts for your self and don't depend on anyone else for your info. And if they are offering you free info ask your self this what's in it for them.
One last point to make is this: AMERICA LOVE IT OR LEAVE IT!!! AND DON'T LET THE DOOR HIT YOU IN THE YOU KNOW WHERE GOING OUT! NO ONE IS FORCED TO STAY! I'M SURE THERE IS AN ILLEGAL WAITING FOR YOUR PLACE AND JOB!

US doesn't fear Iranian or north Korean missile launch. They also know Iran doesn't have the capability. It’s purely US interest not to safeguard any Eastern Europe from rogue attacks. It’s purely US's self interest to spend defense budget to develop highly sophisticated missile technology and to keep on installing all over the continent on the premise of rogue attacks.
It’s also intended to make Russia weaker so US will have the full power on UN Security Council. Whether its rightist or leftist government, both are same to me. I’m 100 % positive if the current republication govt. fails to install missile defense and in case the next government is Democrat they will do it. No point in arguing left or rightist all the people of US are same and cunning and they don’t want others to live peacefully.
Let all other countries unite and defeat US imperialism and never to succumb US pseudo-kindness. They are cunning foxes trying to grab wealth.

Paul, to clarify, the Left does not automatically mean Democrats. Anyway, the cases you cited are true incidents of when Democrats did confront and stand up against tyranny and evil. It's a shame too many of those on the Democratic side of things are not that way today. There are no or very few FDRs, Harry Trumans, JFKs willing to stand up to tyranny. Look at Lieberman and how the Left has thrown him under the bus. Lieberman is a traditional liberals in the mold of an FDR or JFK (though JFK was a tax cutter, Lieberman is not). The Left today would throw FDR, JFK, Harry Truman under the bus just as it would any Democrat today who stands against tyranny and terrorism.
You may be a Democrat who would stand up. If so, then you are not a Loony Lefter.

American is not a "love it or leave it" society, as many would have you beleive. it is one of change, one where we can make amendments to our constitution, one where we can decide that a previous decision was wrong or where we can look at a new situation and decide what is right. that is why we change leaders every two, four and six years. those of us who don't like what is happening stay and try to make changes becuase it our patriotic duty to stand up for what we believe in and try to change it. though many of us differ in what we beleive is "right", the debate over that is what makes our country great. and those of you that would just let our leaders do what they will without questioning it and withour researching what is going on are the ones that should be leaving.

MDX, you are correct, we don't live in some sort of Utopia, but I feel that is exactly what people want when they support Constitutional breaches in the guise of protections. We have two choices in our decidedly non-Utopian country: live free and accept the risks associated with freedom, or compromise some of our most important ideals for the sake of some unguaranteed additional safety like a bunch of cowardly little sissies. Which side are you on?

The Bush Administration is pledging the end of tyranny worldwide. He then insists on there being two competing ideologies. However, the rhetoric he opts for is "the cold war has ended." Hmmm?? All of this form the guy who came into office pronouncing the ABM treaty as a "relic" thanks to Wolfaditz who happened to be on a committee to oppose that treaty. The same treaty that led to the stand off of Cold War nuclear escalation, and planned its ultimate reduction; and, just bc it banned a missile defense system. All of this from a guy who consequently, in that moment, destroyed arms reductions giving birth to possible future escalations , and who has managed to get Congress to back the reliable replacement warhead program. For what? To replace an idle nuclear stash that has 50 more years of life span left with untested yet reliable missiles. Oh wait, is that why he did not resubmit the "test ban treaty". All of this while making the biggest increases in the military budget, and spending during his administration. We are talking major dollars allocated to fund projects like, at least under the RRW, is replacing one such arm head that is more powerful than the one that fell on Hiroshima. Of course, Congress put a cap on this replacement. Sticking to the normal number called for, and no more. Yet in light of ALL of this. The end of the cold war? Bush announces his plan, and Russia tests a missile that could destroy one of ours. I would say more like the possibility of the end of the post-Cold era. Bush's actions are speaking louder and clearer than his altruism, and they don't match up. Building a fire where there is none in the name of security (from a hypothetical threat, no less) will leave you with less security.
Russia certainly has a right, no matter how Bush and Co. try to draw attention away from Putin's concerns, to visit these plans that ironically fit into a bigger "just like the Cold" war picture. I guess Bush is once again stuck with uni-vision, or bad reception.
So there we are. Planting missile defense systems in countries that really aren't listening to their people, or only to certain people, the business sector. Not to mention where at least one country has been snubbed by Russia on meat distribution, and a gas line that omitted their territory; a chance lost to collect revenue. Yes, lets chastise Russia for trying to make a move in their self interest, and forget the they have subsidized oil in those countries for 15 years. Bush wants to talk about reform. Well, how well does he expect it to go with Russia trying to revert the damage of 75 years of Soviet rule. Corruption is so easy to handle. Sure. Is Bush to be talking with how he has done a fantastic job "reforming" Iraq from tyranny. I didn't think so. The cost in lives and money was never worth it.
The big picture Bush is trying to fuzz is that ten untested defense missiles are a part of a system that is rooted in countless other pro-nuclear choices by this administration. In the case of Russia, it concerns their national security, and the breaking of built solidarity invested in treaties. In the case that these talks of involvement, that Bush is offering Russia to join, don't turn out for the best, and the plan still goes through the symbolism will speak the volumes the missiles don't in effectiveness to counter "rouge states" (lingo quite reminiscent of the cold war might I add "red states" anyone) . In the scheme of things none of their missiles have that type of range, but Russia will if dismissed by the Bush Team.
What on earth has gotten into Bush? Last time I checked ridding the "world" (oh my) of tyranny should start at home, with the policies that sponsor dictatorships. It should start from the bottom up, gradually. Through policies, treaties (building on them not pulling them out), serious involvement with uncorrupted multilateral organizations. That gives and promotes the necessary opportunities, and empowerment for people to make the changes themselves gradually. Under no circumstance is that effective while enforcing the existence or expanding the range of arms (10 or 1000). Under no circumstances is it cost and effective to root tyrants out under force from a top down perspective. Didn't Bush learn that in Iraq. Wait, he still hasn't seen what will happen once we leave.
The end of the cold war. Really? Then why are all Bush appointments (Rice and CO ) fluent in its language (and I don't mean language only). I'm afraid to say this Presidency will not go out like a lame duck. I thought he could not do any worse, given the time left and pressing priority to finish what he started in Iraq, but it seems his legacy is yet to write itself for the worse.

Hello,
As this goes with that, the invasion of Iraq has caused Iran to build up its defence capacity and now the reatcion has spread to Europe to defend against Iran and Russia reacts and stacks on the threats and the tower of babbel gets higher and higher, built on a swamp filled with blood flowing from the lust for revenge in Iraq, as this goes with that.
Maybe, just maybe, one day someone in the World will get a really bright idea and figure out how to build a peaceful World and hopefully well before we all end up drowning in the blood flowing out of Iraq.

I am dismayed with the comments made by both sides of the political spectrum. Instead of a dialogue we hear people parroting other people's rants. And who are these other people? Demagogues.
Fellow citizens, please develop some critical thought and ignore the demagogues of the Left and Right. Engage in a dialogue not a shouting match.
As for Putin, I sense he may be posturing. The missile defense poses no threat to him. The defense missile numbers and the technology (not quite trustworthy) should be of no concern for a country with at least 20 or more missiles. Russia still has hundreds of missiles. So what is Putin doing? Is he using this for domestic politics, instilling a fear in his country, thereby, allowing him to consolidate his power further? I fear that this may be the case.

...to paraphrase Benjamin Franklin:
"Those who would sacrifice liberty to obtain security deserve neither".
The Patriot Act is a travesty.
(note: for you right-wingers, that means it's a bad thing).

Mr. Herbst, when Rush Libmbaugh, Ann Coulter, and Mark Steyn are banished from the MSM, I'll consider backing down. Until that time, this is the only place that Liberals have an even playing field. I'm sick of phony even handedness. Point to exact examples, or go home.

Please note that the article mentions about 100 missiles will be used to protect against a nuclear attack. I could be wrong but Russia and the former members of the Soviet Union have about 40,000 warheads. The Russians know this, so what could be their motivation to not allow this system to go forward?
It would seem that only countries that have fewer than 100 missiles should fear this missile defense system. I think that if you have less than 100 missiles your nuclear arsenal is [theoretically] ineffective. And since Russia has been accused of selling nuclear technology to the highest bidder, this may damper sales a bit.

Hey Republicans, is Putin a Lefti? Can't you guys find your sicko President and Co. something else to keep busy with for the next year and a half? Tell them the Dems plan to build a death star or something. Actually tell Foxnews, that'l do it.

As Bush picks away at the scabs covering the wounds of the cold war, I hope one of his generals has taken the time to show him a map of Russia.
In my minds eye I can see Napolean riding his stallion into Moscow at the head of a French army. I can hear him saying, with satisfaction, "Mission Accomplished."

"The United States made a formal request in January to place a radar base in a military area southwest of Prague, Czech Republic, and 10 interceptor missiles in neighboring Poland as part of plans for a missile defense shield that Washington says would protect against a potential threat from Iran."
It is radar and ten missiles. Although, the number you maybe referring to is the whole system including the ones in Alaska and California combined to make the system. (Facing N.K.)
However, 100 or 10 does not take away from the fact HISTORICALLY this is the first time any number of US missiles will be on EUROPEAN soil. It will change the dynamic of foreign relations without a doubt. The number has little relevance considering it takes the presence of only one to threaten the balance of power in the world, and a countries national security.
Russia has the arsenal to match the US. Yet, it has adopted the treaty that would have prevented it from escalating arms. If the US pulled out why shouldn't Russia. The US should respect the treaty instead of burning bridges in the hope of national security bc it will lead to less of the security. Or, better still burning bridges to build world security. It is counter productive.
Adding to injury is the fact the Bush Team have moved away from treaties that though not binding are governmental agreements that build solidarity so far aimed at stopping an arms escalation and expansion. Russia has honored that treaty, plus, a separate one with Europe that Europe still has not implemented. They have move their arsenals from the Eastern border behind the Ural mountains, and reduced Armed Forces by 300,000.
You can way numbers all you want, but the fact is Russia has done things in line of keeping with their agreements. Here the US is leaving those agreements, and now getting the Russians to consider backing out of theirs. At least as far as keeping their forces off the Eastern border.
The US has no right doing what they are doing. Bush wants to play the "moral" card of defense to justify his standing, and that the offense plays the "immoral card." The reality is that when it comes to nuclear arms there is no moral defense and immoral offense. In 1967 Secretary of Offense McNamara uncovered the paradox behind this ideology. At the end of the day, what is done first as defense (moral) and offense (immoral) will inevitable change meaning with the former becoming the precursor for the latter.
Bottom line no amount of digging in Russia reform, digging in Russia intervention in other countries conflict, selling to regimes, pointing of human rights violations, amount of arsenals, is relevant like the the moves that are being maid to undermine nuclear policy that has been historically, and until recently (not counting Bush) been a separate issue that deserves the respect that is founded at end of the Cold War. It can not be taken lightly. All the detraction and really demonifing a counter terrorism ally without considering that the US has all that, and different issues going for it (without the problem of overturning 75 years of Solviet rule)is counter productive.
I don't know who in their right mind wants to spread democracy with force. Oh, yeah I do Bush Team. Just bc people have the option to put name in boxes (vote ) does not mean you have built a legitimate democracy. Yet that is what Bush want's the short cut. Well, its called a shot cut for a reason. It's fast. But, its alway the slow and steady that win the race at the end of the day.

"Will be used to protect against a nuclear attack."
So what? Two wrongs don't make a right. Don't think putting a missile defense system will keep people from using nuclear weapons. Moves like this actually inspire other countries who aren't bound like the US and Russia to certain range missiles to keep on keeping on. If the big guys can so can the little guys. The Us should take lead in making the example, and continue slowing nuclear problems without creating more themselves. There is no moral defense and immoral offense when you start moving in the direction of planting bases for defense. That is why the best thing that came out of the Cold War was the moratorium in many respects , and reductions.
Maybe Bush should put this to vote in NATO, and the EU (since its to PROTECT Europe) like some have noted from Europe, instead of the bilateral agreement it is now. Oh, wait they just might have reservations. I'm sure though if the specifics don't jive with either countries the US will look to do that. Specifics being, what status the soldiers stationed will have (as far as rights prosecution operations), or who builds, etc. It easier to get two countries to get on board dying for visas and/or military investing by the US and jobs generated by said project to fix double digit unemployment, like PL, than NATO and EU to cast a popular vote on this issue.
Either way, Bush has poor reasons to rock a boat you don't have to. Even more so if they do have tie with Iran, and can match the US in escalation.

Oh! The guns are loaded, to bad their shooting blanks! Put it this way I may diagree with you all, but I would die for your right to say it. Also remember this I have a right to my op as much as you do. something else think about this we are not a dem state we are a Republic. check out your pledge of aligience and constitution.
yes this country is a love or leave it kinda place. Your not made to stay, and if you really believe all you say, and if you really think we are to blame for every thing, why would you want to stay. Like I said before there are alot of illegals out there that would trade places with you in a NY minute.
Also someone needs to give you some common sense advice. This is what my dad told me along time before he died. If you have a checking account sign a check and give it to the man your going to vote for with no strings. If you don't trust him with a blank ck to your personal acc. Then don't vote for him. also he was a yellow dog democrat. I also happen to be a registered Dem. God Bless America! God Bless OUR pres.!

All of you people who defend criminals, liars and theives in the White House need to see what happened to Saddam when he did the same thing. The U.S. is operating on such a double standard, it makes your defense look pathetic and hypocritical. Libby was CONVICTED of a real offense and you will all try to spout a conspiracy theory by the left wing. Take off your tin-foil hats long enough to realize that we still have a judicial system in this country and criminals are prosecuted.

She has lied to congress & under oath not once but several times. That is also against the law! #2 Who else was you talking about? Sandy Berger when he was stealing papers from the national archive? The only other thieves and lairs, I can think of is the Clinton's.#3 Wasn't it them who stole furniture from the White House and trashed it out ? I really like the shot they have of Hilary and she is saying "that when she gets back to the White House, she wants to check under the rug." someone needs to tell her at least there will be a rug! #4 And lying wasn't that what almost got Billy boy impeached? Hello people you all have just meet the best Horse Trader in Ark. and his name is Bill Clinton. I know because I was one of the first ones, to be hoodwinked by this man. The worst fight I ever had was with my Dad, over this man. I talked my Dad into voting for him for Gov of Ark. When he trippled their taxes in the first year, I really heard it. Then when he ran for Pres., he had lied even then, and had promised the people of Ark that he would not run for Pres.that was #5. My dad voted for him for pres. I asked why and he said" to get him out of Ark".
also Giraffe people who live in glass houses should not throw rocks. I can go on! Do you want me to? Its okay you wouldn't believe me anyway. I can name others of the scared cows if you want? #6 How about Al Gore ? Now theres one to draw to. Think about this remember when he said "He was the father of the internet". okay stop laughing, he has said even more. not even 10 years ago he was saying "we were going to have an Ice Age"! Now it's Global Warming and he even owns 1 of the 2 companys that sells carbon credits. Now isn't that something. Yes! our weather is going to change, it always has, thats why we can go back thru the ages, and there are warming periods and cooling periods. Well let's let sleeping dogs lie! Oh! Yeah! Giraffe don't try to use the election of 2000 as an example because as you said we still have a judical system in this country, that works, and they chose the winner>also you brainy people, do you know why OUR country has an Electorial College? So that all the states are equal the large and small. Also that the large cities can't decide for the whole country. It just makes it a fair and level field.

Steve34,
I just saw the one you wrote to me. Here is your answer. You bet I Do, as to the rest of your first statement I don't agree with you at all, because they would just shoot anyone who doesn't agree with them.
And as for the Next statement That would not suit me ,being as my people were already here and keep yours alive and paid dearly for it.
Next =Yes I dearly love this country even enough to give up a few freedoms to make sure your family and mine is safer.
As for your last statement " There is a time and place for all things."
Here is the reason I feel the way I do. In 2003 when we were all still on the same side and pulling in the same direction. we were hardly losing any soliders in Iraq, We had just defeated, the 3rd largest standing army in the world, in a very short time. Pres Bush riding this with pride, flew out to a US Ship to congradulate our Navey and the others, on a Job well done. When he gave his speach, he told them then that it was just a battle, in the War on Terror.
When the Dems saw what he had done, and how it polled with the American public and Our Troops, politics kicked in, and they started their "he lied" and anything else, that was also the start of the really bitter, and the bash Bush party came alive, and OUR Enemys took Heart, and thought they were changing the American publics op, but It didn't. Not until they got the totals of dead up this high, as a matter of fact, it is probably what got Bush re-elected. But the one thing I am sure about is that when the back biting, and name calling, and fighting, started after the landing on the Ship. Our Soldiers being killed doubled and tripled in a very short time. If every one shuting up, would save one soldiers life, then I would say shut your yap up, until this is over and done. Politics is not worth 1 life.
This all may seem really simple to most but My Heart goes out to every soldier who fights for US. I was a young Adult in the sixty and seventys and really hated what I saw as a total injustice done to Our troops. I saw soldiers spit on and cursed and alot of other things that i would just as soon as forget. So believe Me I will never stand still for this kind of crap again. I will fight with my fists, my money and my words and anything else i have to stop it. All the ugly stuff is starting up again with the trashing of soldiers graves on Memorial Day. We will find out who is responsible and deal with them.

Tina,
"...THANK GOD! I gave him that check because now theres more money in that account! What about yours?..."
There in a nutshell is what is wrong with the zombie-like thinking of people like you. You or your kids or your ‘kind’ aren’t fighting or dying or having your life disrupted like our troops or those innocent Iraqi civilians; that and the fact that your job or daddy’s trust fund, or both, is doing quite well, thank you, so you’re quite comfortable with the status-quo. Narcissist.

STAR WARS WORKS! Our missile defense shield improves dramatically with each passing year. Thank you, President Reagan, for your vision. Because of you, one day in the future, nuclear ballistic missiles will not be a threat to anybody. Despite the efforts of some like Sen.
