We could have done just that to topple Hussein back during 41's reign in 1991 , but 41 stood silent on the sidelines, fully aware that the insurgency his administration helped foster was in need of more help. On 41's order (Powell, Cheney and Scowcroft concurred), our troops stood at the Kuwait/Iraq border and did nothing. The Shiites in the south were shot from Iraqi helicopters that were allowed to fly over a no-fly zone, and the northern Kurds were killed or fled into Turkey. If the U.S had provided support to the insurgents by knocking out more Iraqi troops and equipment, Hussein may have been long gone at the end of the twentieth century.
