As members of Congress go home for Thanksgiving, President Bush is sending them off with complaints about political "posturing.''
As members of Congress "get to work carving their turkeys,'' he says in his weekly radio address today, "they're leaving a lot of unfinished work back in Washington.''
That includes fixing an Alternative Minimum Tax that is "creeping up" on the middle class.
And it includes meeting "its responsibilities to our troops,'' says the president, renewing his pledge to veto any spending bill with timelines for troop withdrawals like the new $50-billion one which the House has approved. By continuing to debate bills such as this, and by delaying work on a solution for the AMT, the president maintains, "congressional leaders are choosing political posturing over the priorities of the people. ''
This is the text of the president's radio address:
"Good morning. In a few days, our nation will celebrate Thanksgiving. Like millions of Americans, members of Congress will travel home for the holiday. Unfortunately, as they get to work carving their turkeys, they're leaving a lot of unfinished work back in Washington, D.C. And unless they complete this work soon, middle-class Americans will pay higher taxes and American troops will not receive the critical funding they need to fight and defeat our enemies.
"Many middle-class taxpayers will face higher tax bills unless Congress acts on the Alternative Minimum Tax, or AMT. The AMT was designed to ensure that the wealthy paid their fair share of taxes. But when Congress passed the AMT decades ago, it was not indexed for inflation. As a result, the AMT's higher tax burden is creeping up on more and more middle-class families.
"To deal with this problem, Congress has in recent years passed temporary legislation that prevented most middle-class taxpayers from having to pay the AMT. But this year, Congress has yet to pass this legislation. A failure to do so would mean that 25 million Americans would be subject to the AMT -- more than six times the number that faced the tax last year. If you are one of those 25 million, you would have to send an average of $2,000 more to the IRS next year. This is a huge tax increase that Americans do not expect and do not deserve.
"The longer Congress waits to fix this problem, the worse it will get. Last month, Treasury Secretary Paulson wrote a letter to members of Congress warning that delaying action on legislation to fix the AMT could create confusion for millions of taxpayers and delay the delivery of about $75 billion worth of tax refund checks. Congress has ignored Secretary Paulson's warnings -- and we are now beginning to see the consequences. On Friday, the tax forms for 2007 had to be sent to the government printer. And because of Congress's refusal to act, the IRS will be forced to send out tens of millions of tax forms that will almost certainly end up being wrong -- wasting your money, delaying refunds, and making it even more complicated to figure out your taxes.
"It is clear that Congress's failure to adjust the AMT for inflation was a mistake. Unfortunately, Congress seems determined to compound this original mistake by making another one. Last week, the House passed a bill that provides relief from the AMT -- but raises other taxes. Congress should not use legislation that millions of Americans are counting on to protect them from higher taxes in one area as an excuse to raise taxes in other areas. I will veto any bill that raises taxes as a condition of fixing the AMT. Members of Congress must put political theater behind them, fix the AMT, and protect America's middle class from an unfair tax hike.
"Congress is also failing to meet its responsibilities to our troops. For months, Congress has delayed action on supplemental war funding because some in Congress want to make a political statement about the war. On Wednesday, the House passed a bill that once again has Congress directing our military commanders on how to conduct the war in Iraq as a condition for funding our troops. We do not need members of Congress telling our commanders what to do. We need Congress listening to our military commanders and giving them what they need to win the war against extremists and radicals. Congress knows I'll veto this bill. During this time of war, our troops deserve the full support of Congress -- and that means giving our troops the funding they need to successfully carry out their mission. I urge Congress to work quickly and send me a clean bill so we can fulfill our obligation to our brave men and women in uniform.
"With both of these delays, congressional leaders are choosing political posturing over the priorities of the people. These choices have real-world consequences for our taxpayers and our troops. When members of Congress return from their two-week-long Thanksgiving vacation, they will have only a few weeks left on the legislative calendar before they go home again for their Christmas break. I call on Congress to use the time that is left to do what is right -- and pass AMT relief and fund our troops in combat. ''

It is unconscionable that the Democrats would not provide the funds that our troops need to defend themselves, for their medical care, for the armored vehicles they need, and even their bullets.
It's one thing for disreputable politicians to satisfy their extreme leftist money raisers, but it's quite another for a political party to abandon its responsibility to the United States.

The Democrats want to fix the AMT by closing loopholes which benefit only the very wealthy. This is what Bush refers to as increasing taxes - when his wealthy benefactors have to chip in a bit more in this economy.

Can someone provide links to news articles about the Republicans in Congress, when they were the majority party in BOTH the House and Senate from 2001 to 2006, didn't do some about political "posturing" and tried to pass AMT relief?

The Republicans just managed to kill $50Billion in military funding by using procedural rules to require 60 votes in the Senate to bring the bill to a vote. This Republican president is complaining about Congress not getting things done. It isn't Congress as a whole that's the problem. Its 40 or so Republican senators that just can't seem to get the idea that the nation is more important than their political party.

bush is the biggest spender of them all. he's the one "posturing." democrats are just trying to be responsible by not adding to our breathtaking national debt--which bush is solely responsible for by the way. i never liked bush in the first place, but it's too bad he has decided to play politics for the rest of his presidency instead of working with congress. seems like he, along with the rest of the country, is just biding time until he is out of office.

The President is doing what neoconservatives so often do, using straw arguments. No one is telling generals how to fight a war. It has always been the custom of civillian authorities to determine the direction of American foreign policy. After Pearl Harbor, did Congress tell the generals how to fight by voting for war? I did not hear Bush say that Congress was telling generals what to do when they first approved going into Iraq. It's a bogus argument that Democrats need to challenge.

No it is unconscionable that the administration AND the Republicans continue to ignore the voice of the majority of Americans saying they want the troops brought home. Especially in light of the fact that this war should have never been started to begin with. The Republican LIES are the issue.
The Republicans complain that if the Democrats don't like the war, they should cut off the funds for it. As soon as they go down that road, the Republicans then complain that they are putting the troops in harms way. NONSENSE. It is the REPUBLICANS who continue to keep the troops in harms way. Pull them out and they are not in danger!
Congress has only ONE way of stopping this war. The purse strings. The President has shown that any other action by Congress would simply be ignored.

If you think just 'chip in a bit more' to the government is somehow related to the economy at large, you are a socialist. Class envy is not policy, it is a ploy by the left to achieve power through the redistribution of wealth. It's really sad that people in this country think central planning is a good thing. Please go read the history of what was found in the Eastern European economies when the Iron Curtain was pulled back.
The AMT is a tax INCREASE waiting to happen. It's not even a tax cut, yet liberals want it to happen. Why? Liberal power is derived from such wealth redistribution.
I cannot believe some of the things that liberals write in these blogs. it's all delusional trickery. "Bush stinks" is not political leadership. I guess it ensures that the american people do not see what you are really all about. Taking as much money out of the private sector as possible, and redistributing it creating dependence. If misery and dependence is what you want, why don't you make the case for it?
Meanwhile, I will work hard and try to earn more than those who don't in the hope that my country will continue to reward such radical concepts.

I guess W didn't notice that the AMT was around for all 6 years that he had a Republican majority, and they decided not to fix it. Not as easy as it sounds without offsetting revenue eh? After 6 years why so important now that the Democrats fix it? Posturing???? This guy is the king of posers. There is not a problem he has not made worse through his time. If the Dems can't frame this issue as one that the Republicans punted on they don't deserve to win a single office.

this is the most disengueous person i've ever seen even in politics. he talks as if he's the champion of the middle class when his policys and his decisions on war is wiping out social security viability when people like me will need it. i've been paying in for over 35 hard-working yrs and i'll probably not have it because of this unwise decision to go to war in iraq. estimated cost as of now $2.4 trillion. for what? so bush can get access to the iraq oil reserves for his wealthy oil company friends. hows that working by the way? so honorable middle class and poor, sons and daughters go to fight thinking the are fighting the terrorists from 9/11 and many get killed or permanent brain injuries and amputations. reservists going to war with vietnam era equipment. who's responsible for that? bush and the republican controlled congress had that responsibility. the also are the parties that receive the worst grades for backing vets. check it out! how many wealthy kids are sticking their necks out for the country? this guy screws the middle class in so many ways it's hard to keep track. i live in texas and i've seen this guy operate for years. wake up america support anyone that is fighting (voting against)his policies. it's hard for republicans to go against their alleged party leader but this is a truly dangerous man that if not stopped is ruining the country and the middle class. a great country/civilization can't succeed without a strong middle class. ours is suffering while the wealthy are getting richer.

There is no doubt we are winning the surge and don't tell me about the politcal situation in Iraq it is turning around albeit slowly.
