President Bush recognized the Republic of Kosovo today, congratulating President Fatmir Sejdiu on having taken an “important step in your democratic and national development” a day after the former province of Serbia declared independence.

“On this historic occasion, I note the deep and sincere bonds of friendship that unite our people,” Bush wrote in a letter released by the White House. “This friendship, cemented during Kosovo’s darkest hours of tragedy, has grown stronger in the 9 years since war in Kosovo ended.

“Kosovo has since worked to rebuild its war-shattered society, establish democratic institutions, hold successful elections for a new government, and foster prosperity,” Bush wrote. “As an independent state, Kosovo now assumes responsibility for its destiny. As in the past, the United States will be your partner and your friend.”

The United States joined Britain, France, Germany and Turkey in recognizing the new Balkan state, which has been administered by the United Nations since a NATO bombing campaign drove out Serbian forces in 1999. The majority of Kosovars are ethnic Albanians; most are Muslims.

China and Russia, which have issues with separatists within their own borders, have expressed their disapproval. As permanent members of the U.N. Security Council, either could block the fledgling state from gaining a seat in the General Assembly. Serbia, meanwhile, withdrew its diplomats from Washington over U.S. recognition.

Bush, currently in Dar es Salaam, Tanzania, is planning to make a statement on Kosovo at 11:15 p.m. (Tuesday morning in Europe and Africa). In his letter to Sejdiu, he said the United States would welcome the establishment of a diplomatic mission here, and said the United States planned to set up representation in Kosovo.

“In your request to establish diplomatic relations with the United States, you expressed Kosovo’s desire to attain the highest standards of democracy and freedom,” Bush wrote. “I fully welcome this sentiment. In particular, I support your embrace of multi-ethnicity as a principle of good governance and your commitment to developing accountable institutions in which all citizens are equal under the law.”

The USA, France, Britain, Germany and Turkey should concentrate on their own internal affairs. Kosovo's independence is illegal. But ofcourse, the world does need a new war to fill the coffers of a nation on the brink of recession, through weapons sales etc. Maybe thats what we need, the UN has no power, NATO is an alliance which is outdated. A world war 3 might be the only answer to unjustices.


I am truly sorry to see the US recognize a Serbian province as an independent country called Kosovo. The US has to recognize an independent nation that has no legal basis to exist. Ethnic Albanians came and settled there and now have robbed the land from the Serbs, just as the Europeans robbed the land from the Indians in Canada and the United States. This is the only basis of recognizing Kosovo. These Albanians are not our friends. The Serbs are. Remember WW2 and fought along side Americans and fought against us will do so again.

Good for Bush. Yugoslavia was a creation of Soviet Russia and Tito's brutal dictatorship. "Serbia" was a creation of Clinton and NATO. Let these people choose their own path.

The way Serbs tried to ethnically cleanse Kosovo is disgusting. Thank God Clinton blasted them out of there. Serbs should be ashamed of their behavior, but still claim to be nothing but "victims".

You’re kidding, right? I mean, you can’t possibly be ignorant enough to believe what you wrote here. Can you?


In the first decades under Byzantine rule (until 461), Illyria suffered the devastation of raids by Visigoths, Huns, and Ostrogoths. Not long after these barbarian invaders swept through the Balkans, the Slavs appeared. Between the 6th and 8th centuries they settled in Illyrian territories and proceeded to assimilate Illyrian tribes in much of what is now Montenegro, Slovenia, Croatia, Bosnia and Herzegovina, and Serbia.

The term Illyrians was utilized in late medieval texts such as in Mazaris' Journey to Hades (a work written by Byzantine author Mazaris between January 1414 and October 1415). In Mazaris' case, the term was used to designate "Albanians"


Dennis Slapo Albanian's didn't come and settle there they were there before the slav's came.

The issues here are more complex than the writer indicates.

First, Kosovo is nothing but one more basket-case, uneconomic mini-state, just what the region does not need.

Second, this declaration has broken international law in having a conquered, occupied province declare independence.

There are sound reasons for law against such practice, and the issue is going to be raised again in the case of Iraq.

Third, the troubles between Serbs and Albanians in Kosovo does not end with this act. A large minority of the province is Serb.

Fourth, the US glee at this - it was undoubtedly working behind the scenes to achieve this and it granted rapid recognition -only pokes Russia in the eye, hardly a sound practice in foreign policy if you want a more peaceful world.

Altogether a blunder, just as almost everything under Bush in foreign affairs has been.


It's always interesting to look back and see what fools wing nuts make of themselves.

1. John E: If our bombing of Serbia was not pre-emptive, then what was it? Did Serbia attack us? No. Did Serbia attack anyone, for that matter? No. We bombed them, they did nothing to us.

Yes, John D and Steve S, that is the ugly truth of our wonderful, candy land country. We prop up brutal dictators and rebel groups, then send our assassins and armies in when they tell us to take a leap. I'm afraid I have to agree with Chuckles this time. Not that I want things to go wrong, but I think it's naive to believe Kosovo is something other than a Biafra waiting to happen. Regardless of how determined the ethnic Albanians in Kosovo are to break free, the Serbs are equally determined to never let Kosovo become an independent nation.

Furthermore, the precedent has implications far beyond the Balkan Peninsula. If we encourage the dismemberment of Serbia, there is no distinguishing principle to deny the aspiration of independence to any dissatisfied ethnic group within any other sovereign nation of the world. To the contrary, it would legitimize the dismemberment of numerous other countries facing rebel factions – such as the Chechens in Russia, the rebels of Abkhazia and Ossetia in Georgia, any area in which the Kurds reside and represent a substantial minority (e.g. Turkey, Iraq, Iran, Azerbaijan, and Armenia), as well as other places as diverse as Greece, Spain, Moldova, Nigiera, Sri Lanka and Cyprus, all of which have struggled with their own rebel, breakaway groups. This can do nothing but spawn more wars.

And, yes, there is something to be said that Kosovo’s recognition is a violation of international law, although Mr. Chuckman left off explaining why. The United Nations Charter and various International treaties recognize the inviolability of sovereign nations and prohibit others from taking any action inconsistent with another country’s integrity and unity. The U.N. and signatory nations have always recognized that Kosovo is a political subdivision of Serbia. Since recognition of Kosovo’s unilateral declaration of independence is an action which both encourages Serbia’s dismemberment and is inconsistent with maintaining Serbia’s territorial sovereignty and integrity, such actions do, indeed, violate international law. It is upon point that Serbia’s ally, Russia, has threatened to block the United Nation’s from recognizing Kosovo as an independent country.


reading some of these comments infuriates me what kind of idiot thinks that kosovo should be an independant country when from the beggining that area has belonged to serbia, it was the albanians that invaded our territory killed our people and now they claim that we were the bad guys when we only did what was necessary to get them out of our country. how is that fair?? how can they use the albanian votes when more than half of them are illegally there in the first place?? what kind of world do we live in when a countrys own land is taken away and given to another country for no real reason at all?
