Here are a couple Washington events of note for Friday, February 8.
President Bush is speaking at the Conservative Political Action Conference and then flying to Tennessee to see the tornado damage.
Coast Guard Commandent Thad Allen is outlining plans to reorganize and modernize the Coast Guard.

Oh, great. Now the fine work the Coast Guard does will be side tracked by a nihilistic Commandant who wants to leave a legacy by 'modernizing' the Coast Guard, when it doesn't need it.
Incremental change is almost always better for orgs like this, than sweeping turn-it-on-its head change. The only institutions needing the latter are the Repub and Dem parties.

Yes, change is almost always bad. Usually it's for reasons other than the stated reasons.
This is true of business enterprises as well as government organizations such as the military.
