The time has come to take another look at the 20th amendment to the U.S. constitution that established Jan. 20 as the date for newly elected presidents to take office.
President-elect Barack Obama is having to wait more than two months before taking charge as the worst economic crisis since the Great Depression rages. He has said little while a lame-duck president and divided Congress try to cope.
With businesses failing and jobs declining while economic gloom spreads, the country feels absolutely leaderless. Divisions are deep over helping the auto industry and preventing foreclosures. Each piece of bad news builds on another and leads to fears of a devastating deflation.
With deep stock market plunges, a sense of urgency exists. Yet there can be no new president for another two months, a man by the way who won the election because of his stands on the economic issue.
With time on his hands, Obama has yet to name his top economic team, although the nation might be assured with the announcement. True, the president-elect is working closely with the Bush transition team, but that's not the same as having the new leader take over and take charge.
Before the 20th amendment was adopted in the 1930s, presidents took office in March. That was clearly too long. Now, in a 24-hour news cycle and a globalized world where communications flash around the planet in seconds, the Jan. 20 date seems obsolete, too.
Presidents Abraham Lincoln and Franklin D. Roosevelt also had to cool their heels for months after their elections, despite emergency situations.
It seems strange to have Obama sitting there in Chicago for so long with so much going on. It leaves the lame-duck government in place entirely too long. Dec. 1 might be a much better inauguration date in times like this.

I know, our economy could get considerably worse, but that does not seem to be bothering anyone in the Bush-McCain Republican Party !! They are nowhere to be seen, except to be on the floor of the Senate, giving a felon, a warm and friendly send-off !! Maybe, when the soup kitchens have been set up, President Bush and his, loyal supporters, in the Republican Party, will start acting like leaders !! I wouldn't hold my breath though, they have done very little, in the way of positive things, for the last 8 years !! The Gang That Couldn't Shoot Straight, Part II !!

Were you crazy enough to think that President-elect Obama was going to choose people from the Bush-Cheney administrations !!? He wants people who know what they are doing !! He wants people he can trust and above all he wants people who care about the nation, not their own wallets !! No, President-elect Obama is doing perfectly fine, selecting personal from previous Democratic administrations !! Why yes, he sure should be in charge sooner. I can hardly wait for the great Obama to spring into action.
What was that economic plan again? Higher taxes for everyone at $250,000, $200,000, $175,000, $150,000, plumbers, energy people? The actual $ number seemed to have depended on the day, place, time, and who the audience may have seemed to be. So, forgive me for not having the exact figure.
Now, we will be driving all forms of coal out of business via a carbon cap tax. C02 is a pollutant which means that humans, as well as cars, are pollutants. Adds another dimension to being Pro-Choice. Subsidies / tax credits for new, alternative energy forms, some of which will prove to be not comercially workable, but we do need to start now so that by year 2018 we can ease the pressure off this pesky little energy-national security problem.
Yes, the great Obama needs to be working the organ and the curtains NOW. We can't afford to wait a moment longer.

While you're down there you may want to go back to school. The numbers have never changed despite your furious attempts to muddy his tax policy. A married couple who files joint returns will not see a tax increase if they make less than 250K. For person who files a single return, the tax increase does not occur if you make less than 200K. Nice try but our teams plays with facts, not lies, innuendo, smears, and hate.

And while we're at it, why don't we waive other pesky laws, like the requirement that Obama has to have his Cabinet selections approved by the Senate. It's just getting in the way of his greatness! And in four years, maybe we can waive the requirement that he has to run for re-election. We all know he will be the greatest president ever, so we should just allow him to be president for as long as he wants to be. Silly, stupid laws and rules. Who needs them?

Thanks for clearing that up for me. Between the great Obama and Joe Biden, I HAVE HEARD ALL of those $ figures cited. Thanks for the official policy statement. I am very happy that your team plays only with facts, not lies, innuendo, smears, and hate. Works for me too, but I honesty can't keep track of all the things that your side promises to all of its various constituencies.
jo, Django no want to go back to school. Do I really need to?? democrats consistently think that I need a lot of education / re-education. Maybe I do, but I do possess, somewhere in a file box, a bachelor's degree in chemical engineering, masters in math, minors in chemistry and education (required to teach), associate degree in music performance (by default). It all was painful, especially the non-sensical education minor. Please don't force me back into that briar patch again, Mr. Brer Rabbit. All things considered, I would rather just play the damn guitar and be done with it. When though, will the Gulags be ready?

bill r, unless there is someone somewhere with a great impersonation of the voice of the great Obama, I heard the plan to drive coal production to extinction, clean or otherwise, with a carbon cap tax directly from the mouth of your messiah, President-Elect Barack Obama.
McCain's plan may have taken out coal that released the higher levels of CO2 and NOx, but it would have fallen short of eliminating all forms of coal production in America and destroying an entire industry in the process, as democrats always seem pre-disposed to do. Allow me to qualify that for the Swamp innocents. To Django, democrats always seem pre-disposed to destroy entire industries, but U pay attention every once in awhile, and make your own determination.

Django...you are 100% absolutely wrong, McBush had the same kind of cap and trade plan as Obamas. The ONLY difference was that Obamas plan had about a 18% higher goal by 2050.

So, tell me: Where is that written in stone, and what will keep the great Obambi and the Democrat Congress from changing the rules out of a perceived necessity? Congress just passed an $810 billion boondoggle, and they are now contemplating tossing billions more at the auto industries. No one knows who will be next in line with their hands out, or how generous Congress plans to be with our money. In addition, Congress already has another $300 billion dollar stimulus bill on the table, and a very, very expensive health care plan in the works. Right now, we are going into debt because of the Iraq war, so eliminating that cost is not going to add to revenues; it will only keep us from going further into debt. Moreover, reversing Bush's tax cuts aren't going to pay for all the extra stuff on the plate. The math for how Obambi and Co. plan to pay for all of this stuff has never been anything short of fuzzy.

One need not be overly skeptical of the promises regarding the future tax policies of the upcoming administration and Congress. The idea that people making less than $250 K aren't going to see a tax increase is a lot of wishful thinking. There has never been a president in the history of this country that hasn't done a 180 on tax policy when the pressure is on. For these reasons alone, I have to totally agree with Django.

I know you get all excited about Obama taking office - probably sends a tingle down your leg; but think before you mess with the constitution - go back just 8 years when it was not determined who our president elect would be until Dec 12 - you just can't write an amendment for BO.

A week befiore the election, Biden (where the heck has been the past couple of weeks?) was quoted as saying $150,000 and below for tax breaks.
Bill Richardson - as senior Obama spokesman said just days before the election, the threshold was $120,000.

Dec. 1 wouldn't work for Nino.
He needed at least till Dec. 11 2000 to get Bush v. Gore out.
Plus, the lame duck wants to preside over at least one last White House Xmas round of parties.
And don't forget all the pardons Bush has to sign.
Don't want him to develop a nasty case of writer's cramp.

I was thinking that in light of Obama's almost total lack of experience and lack of economic knowledge and his propensity for socialism all of which would destroy the economy that we should DELAY his inauguration until January 20, 2010.

I do try to pay very close attention to what a politico actually says. I look closely at the body language. I listen for the embedded code words, or weasel words (a highly unfavorable engineering term). I try to allow a certain degree of credibility based on the individual and what I think may actually be within their constitutional power, defined or usurped over time. I don't spend time researching policy positions on web sites. Listen, Analyze, Reach A Conclusion, U R Done, Play the Guitar. My own Scientific Method ~ a stunningly streamlined process.
I do not intentionally seek to bear false witness against democrats. I have noticed that they do not seem to be as far left during election years as they are in the off-year. Who or What they really are, sometimes just can not always be divined by someone like me.
We can all agree to not agree on what "fair" is with respect to taxation rates on individuals and corporations. Make war on the Mark Cubans and you make war on all of the high $$ "things" that the Mark Cubans would have spent HIS $$ on. Those "things" may be unnecessary things by mere mortal standards, but they are a component of our Economy.
With all of the high-powered advisors that President Obama will have surrounding him, I can only "hope" that he won't drive the boat up against the rocks or set it adrift in the deep water, but the power to tax is a power to destroy. There are legal corporations that are less than perfect. I suspect that they all are. There are legal industries that are less than perfect. I suspect that they all are. But they are part of what makes an Economy an Economy. An Economic plan or policy designed to ensure that a legal industry will NOT be able to operate for profit, does not seem to align with any presumed objective to get the state of our National Economy back to good health. There would seem to be better ways of addressing environmental issues.

I'm still waiting for that "middle class tax cut" Clinton promised in '92 and never mention again until Obama's campaign..

I can't wait to see what this crisis is Biden promised. Maybe Bush should leave soon, they will try to blame that on him too.

I don't know who William Neikirk is, but I guess since this is a blog, he is not a journalist, and certainly not a political or Washington journalist. I would hope a journalist would have more knowledge of basic civics, and I would expect a Washington journalist to be an expert in the subject.
The Presidential Election will not have even occurred by December 1st. The Electoral College meets and votes on December 15th. The votes are not counted until January 6th. This is done in front of the newly elected Congress.
We are a nation of laws, not men.
Benjamin Franklin's answer and warning of what the Constitutional Convention had produced put it well: A republic if you can keep it.
We had a Presidential election, not a popular coup, Mr. Neikirk.

This article is so overblown in the economic exagerations but it doesn't surprise me at all. Its a standard political tactic of the left to say that something is in crisis and then use that to get into power. If you think this is wrong can you name one politician from the left that believes something isn't in crisis? Everything is in crisis like the economy, health care, enviroment, world status, blah blah blah. I get a little a tired of it but unfortunately the voters in this country eat that up without knowing why it is in crisis and what leaders benefit from the crisis aka Obama and the so called economic crisis that this article spells out.

Yeah how about we cut Bush's 4 years short. Let's break the constitution to give Obama some extra time in office, makes perfect sense. Even though there is an economic crisis and Bush may not have the answers, doesn't mean you cut his presidency and amend the constitution. In 2012 let's say Obama doesn't get re-elected, should we amend the constitution then to allow the president-elect to go in office on Nov 5th?? No we can't do that because it would be Obama we're talking about.
And about the sentence in this article saying that the president didn't get sworn in until March in the 1800s.... hmmm why is that too long?? All presidents got their own four years so why should ANYONE's term be cut short. The president before that was sworn in in March then the next president is the same, think people, just put your brain to use.

What if the crisis didn't happen just before and after the election? What would you do then? This can't be a general principle.
It is interesting that severalPresidents have come into office at a moment of crisis (that wasn't being handled by their predecessor)
1) Abraham Lincoln in 1860-61
(althoiugh that one was caused mostly by his election as southern politicians faced being marginalized on the national level forever because they could not shake their defense of slavery)
2) Franklin Delano Roosevelt in 1932-1933 (as the Depression seemed to spiral out of control even worse with massive bank failures)
3) Grover Cleveland's second term in 1893. (except that he didn't do anything about it -0 that's why you probably haven't heard of it Cleveland stood for "sound money" as his advisisers told him. The depression didn't end until gold was discovered in the Transvaal (South Africa) in 1897 and in Alaska in 1898. That finally expanded the money supply. It was probably as bad a Depression as the one that existed in 1929-1932
and led to a complete change in the politics of the Democratic Party in 1896.
