Rep. Dan Lipinski, the only one who voted "present'' today, explains why.

Rep. Dan Lipinski (D-Ill.) was the only one in the House who voted simply "present'' in the House's 246-183 vote for passage of the $787-billion economic stimulus bill today. Seven Democrats voted no, and no Republicans voted for it. Lipinski stood neutral.

"I voted present out of principle,'' Lipinksi told Tribune's Washington Bureau after the vote. "I believe that we need a stimulus bill, but this bill did not do enough. I am particularly concerned that there is not enough in this bill to create jobs, especially money for transportation infrastructure.''

The Chicago-area congressman says he is disappointed in cuts for airport, bridge and mass transit funding in the compromise that leaders reached. There was more of what he was seeking in the original House bill, which fell out of the conference report in House and Senate negotiations.

"I did not want to say no,'' he said of his noncommittal vote, and maintains that leaders did not pressure him in his vote.

"I didn't want to stand in the way of passing the stimulus bill,'' Lipinski said. "I did not want to embarrass President Obama, but I don't think Congress did Obama any favors in the way this bill was put together. I wanted to send the message that we needed to do more.''

Not sure what to make of this- either it is a glimmer of individual thinking and common sense from the DEM horde in congress- or it is a guy that had to make a choice between two really bad options and chose to NOT choose...

Either way- this guy has no leadership ability or backbone- embarass Obama? are you kidding me?

He doesn't believe in the plan, but he is still partisan enough that he won't use his principles to defeat it. The party line is strong in this one. Do you suppose the "present" vote was a nod to the President?


So--are we to take this as his desire not to embarras Obama is greater that doing what He feels is right for the People?

One very simple question:
Who do the elected 535 House and Senate members (Democrat/Republican/Independent) swear their oath/allegiance of office to, A) the President, B) or to the Constitution of the United States of America?

These guys need to get a clue.

Well said, Tom. And their are many Republicans who would have voted for the bill, but for orders from Boehner to vote no. Not pretty, is it?


The legacy of voting "present" continues. Gee Dan, you want to be president, too?


What do republicans stand for:


1) Bipartisanship, when they are in the minority.


2) Fiscal responsibility, when they don't control the purse strings


3) Believing in "responsibility", unless they are responsible.


Repuglicans are like serial wife beaters, they can't handle rejection.



The partisanship on both sides was ridiculous--and all too familiar. Nonsensical thinking, pork, freebies to non-deserving.....
Now I watch as the media fawns over the Messiah's plane landing. And wouldn't you know, they gotta round up as many black faces as they can. And geez, oh look, it's the 1st 1/2 black president getting off Air Force 1. What news!!!!!


Dan is on the transportation committee. He probably hates that the Billions of $$$ that his committee added was removed from the bill.

Someone was not going to like it once $100 billion was removed. Chicago had a lot riding on the funds that got removed during the final hours. Funds that could have been used for CREATE rail project and Ohare expansion got gutted.

He take his present vote as thinking he supported the Republican options. He wanted it BIGGER with less tax cuts.

It can be debated if the stimulus plan in its final state will help growth jobs or help people survive the recession. The $40 Billion from infrastructure really makes you wonder.

I congratulate Lipinski for voting this way. He's not in favor of this bill, yet he has an obligation to the Dems who put him in office to not vote against. It's wishy washy at best. But it's better than being a yes man.

I live in Lipinski's district. I strongly disagree with his fundamentalist Catholic position on reproductive rights and stem cell research. But when it comes to standing up for working Americans, he gets an A+ from me. He also works hard for animal welfare, an issue near and dear to my heart. So on the balance, I like the guy, even though he is way to the right of me on social issues.


Why is it when something that is bogus from the Democratic side, people jump and put down the Republicans to make themselves feel better?? A true Republican IS A fiscal conservative - and this stimulus bill was NOT delivered/put together/submitted or expessed in the correct way. These politicians are HORRIBLE. This IL guy voted "present" like his "idol"......Obama is NOT our savior....he is human with NO experience in an exectutive position. I'm beginning to think Liberals want to destroy our Constitution and start their own Laws & Ways and tear down our Country to fit their Left Wing agendas. Remember Libs....it took 8 years to make us poor.....Obama is doing it to us in 4 weeks.


I"m in Lipinski's district in Bridgeport.. I"ve called his office every day this week to find out why he's voting for it or against it. His staff sounds frustrated .. the one day I called to lambast Pelosi the guy who answered sounded sympathetic.

I think those of us in his district need to be in constant contact with them.. I think they're pursuadable.

I called on Friday demanding to know how he could vote for this thing when no one has had time to read it. Little did i know that the bill was more than one foot thick when printed out or else I would have been even more angry than I was.

This Congress and President are trying to crush us. Read Rules for Radicals by Alinksy (Obama's idol)... theyre out to make our system look as horrible as possible to prepare the majority of peope for "change".


I live in Dan's district too. Frankly, I am still mad at him for the way he got the job, and I vote for anyone in the primary running against him, and in the general too, just because. I have taken no of his contrary votes on the stimulus and TARP. I've called his office. I frankly don't know which side of these bills anyone should be on. The economists all say we need gigantic spending Still, the fact that the stimulus wasn;t more targetted, which the economists also feel is required, bothers me a lot. If we are going to go into this kind of debt, we should definetly be getting maximum bang for the buck.

Dan is focussed on transportation initiatives transportaton (as was his dad). I'm for that, as I'd like to see us all get out of our cars.


I guess on balance, I'm happy with his vote. I just know that there will be so much waste associated with the spending in this bill. I hope I'm wrong, but probbly not.


Newsflash for Vince P and all you others... you're ALREADY crushed by 8 years of Dubya and the loony GOPers. Where were you when Dubya gifted $350 billion for TARP 1? Too bad you didn't read your thick history book. FDR pumped in much needed $ to get folks working on WPA projects during the Great Depression, which was brought to you by...drumroll....your buddies in the GOP.

Mr. Lipinski probably didn't want on a Stimulus Bill that NO ONE read. The bill is 1100 pages, was given to Congress at midnight and our President wanted a vote at 9 am. A speed reader couldn't read the entire bill. Personally, I am suspect of our President who promised transparency yet won't give our elected officials enough time to read the bill. Morons they are all morons. Would anyone sign a blank check? Republicans/Democrats are out of order and we sit back, not informed yet complaining. I think all bill should be available to the citizens so we can give feed back to the people we put into office. President Obama has a problem vetting, nominates tax evaders, Lobbyists and is forcing a TRILLION DOLLAR DEBT on us. How and where is this money coming from? Aren't we fiscally challenged because of the corruption on Wall Street? Don't we owe China a trillion, yes, trillion dollars. We owe a Communist country money and we are digging a bigger debt. Show me how this budget is being financed.

It's not hard to get the facts about the $$ that will go to Illinois. Read and whine:

$1.7 billion broken down...
Roads & bridges $936 million
Transit $468 million
Medicaid $290 million
Clean water improvements $249 million
Energy saving programs $177 million
Job training $154 million
Law enforcement $85 million

In case you weren't aware, there's a lot of folks who need jobs. Just because you aren't hurting, doesn't give you carte blanc to lie like a rug.


Those aren't jobs. Those are projects.Busy work. Done at a wasteful , inefficient cost.

Jobs.. from the Govt? Puh-lease.

If jobs were always so easy to make like that then why haven't they been? Because real world doesn't work that way.

The Oath, OK, Lipinski didn't want to embarrass the President. The "oath" he took, well who cares if the Presidents feelings are hurt, his oath is to the Country/Constitution. Understand that Max? And his vote WOULDN'T" have changed the outcome. He just didn't have the b's to vote yes/no.


Now the "stimulus", does not say if you get $1billion for this "project" you have to hire 10,000 people.
