Even with a change of administrations, FEMA still gets no respect.
Homeland Security Secretary Janet Napolitano was speaking to the International Association of Fire Fighters meeting in Washington today when she turned her discussion to FEMA and learned that the agency still has a lot of image-repair work to do.
Here's the relevant part of the transcript:
NAPOLITANO: Secondly, one of the major components of the Department of Homeland Security is FEMA. Now -- I heard that. (Laughter.) Listen, FEMA has a lot of great men and women in it. And there have been major improvements in FEMA, I believe, since the catastrophe of Katrina/Rita. But we're not yet finished with where we need to go with FEMA.

If Janet wants to "repair image" and address concerns which led 66% of the Hispanic vote to Obama, she better kick some ass at CIS. Where they still think Bush is President.
And that they have a license to abuse anyone and everyone.

Frank, Ogama nominated the Florida head of FEMA to be the chief of FEMA. Why? Because he successfully handled oodles of hurricanes there. In fact, the Bush administration successfully handled all the disasters its way, but one: Katrina. Why just Katrina? Becuase of the utter incompetence of officials from New Orleans and Louisiana.

Every time a Bush leaves office, FEMA needs resuscitation. Yet Jeb Bush handled hurricanes well as guvnor, so maybe he should get into FEMA.
