PRAGUE -- President Barack Obama, condemning North Korea's missile launch, today called for a strong international response to deter future advancement of its nuclear program.
"They, I think, have taken a provocative action,'' Obama said before heading into a scheduled meeting with the president of the European Union in Prague. "It creates instability in their region, around the world.''
The president also addressed the launch in a public forum, a planned speech on nuclear power before an audience of 20,000 in Prague, the one major public address of his weeklong tour across Europe.
"North Korea broke the rules, once again, by testing a rocket that could be used for long range missiles," Obama said in his speech. ""Words must mean something . . . The world must stand together to prevent the spread of these weapons."
States harboring nuclear ambitions need to know that the path to world respect will not come through proliferation, but rather through talks based on "mutual interest and mutual respect,'' Obama told his audience.
This response to this weekend's missile launch came during an already scheduled address on nuclear arms. Calling for "a world without weapons," Obama committed to reduce the role of nuclear weapons in American national security strategy as well as the size of his nation's nuclear arsenal.
Obama, who plans to travel to Moscow this summer, promised to negotiate a new strategic arms reduction treaty with Russia by the end of the year and pledged to bring into force the Comprehensive Test Ban Treaty. He also said he would try to negotiate a new international treaty ending the production of the materials critical for nuclear weapons production.
White House Press Secretary Robert Gibbs awakened the president with news of the North Korean missile launch before daylight in Prague, and Obama then spent the morning talking with military advisors.
Secretary of State Hillary Clinton and U.N. Ambassador Susan Rice began reaching out to their counterparts, looking ahead to this afternoon's meeting of the U.N. Security Council.
White House officials would not speculate publicly about how quickly they would advise the Security Council to take action or on what action they would recommend.
The launch had been expected for weeks, after North Korean officials announced they would launch a rocket sometime around this weekend in order to put a satellite into orbit.
But the U.S. and governments in the region suspect the launch was a cover for testing a long-range missile for North Korea, which has nuclear weapons. Leaders in the U.S., South Korea and Japan had warned Pyongyang not to go forward with the rocket launch.
They believe that the test could be the first step toward putting a nuclear warhead on a missile with the ability to reach Alaska or a more distant target.
Because the notice from Pyongyang came in advance of the president's announced plans to speak on nuclear proliferation this morning, Obama policy advisors said they did not read the timing of the launch as a particular message.
But Obama said that he thinks it is a clear violation of the resolutions of the U.N. Security Counncil. North Korea, the president said, faces a decision much like Iran's, as the U.S. and allies attempt to stem nuclear weapons for both.
"If they want to take an appropriate path to rejoin the international community and break out of their isolation, that's available to them,'' Obama said of North Korea, in his remarks before meeting with the E.U. leader.
"That's not the path they're taking right now,'' he said, "And we intend to work with the international community to deliver a strong message.''

So -- N. Korea tested a rocket. And we and the Russians never do?
We -- the US and Russia -- spend the better part of 50 years and trillions of dollars teaching the world that "MAD worked!", that the only way people pay attention to you is if you have a big, um, stick. And then we all get our underwear bunched when the inevitable bunch of crazies leading smaller nations learn the lesson and apply it.
Reminds me of those vulgar parents shocked out of their wits when their kids start swearing at home -- when they learned it from the rotten parents.
You reap what you sow. Criminalize nuclear weapons; rigidly apply the NNP, SALT and test-ban treaties for ALL nations, and you might see a different response from smaller nations who have learned that you are only taken seriously when you shout.

Just remember, he also condemned America and apologized for our past behavior. Was that for saving England, France, Germany and the rest of Europe from themselves or was he apologizing for our brave soldiers who defended them and the rest of the world.

Just words. Now we can witness the effectiveness in the new "partnership of consensus" leadership that the European inspired Obama will bring to bear on that dangerous and unpredictable rogue nation of North Korea. The US intelligence and defense department gained more knowledge about NK missile technology than the NK's own limited assets. The US wanted this launch to gage their advancement so lets stop all this phony outrage. That missile could have been easily destroyed. The big question was the payload on the missile. It was a test on how to deliver a nuke and this undoubtably involved Iran as they buy and use NK missiles. So let us understand the real consequences of this "provocative" act and not be sidetracked from the danger of the Iranian nuclear threat and world terrorism. Let us have some more phony UN (now reinvigorated by the internationalist Obama) resolutions and ineffective sanctions and continue to waffle with BS diplomatic "talks" with Iran and NK. This successful missile launch gives them the capability of a long range threat of nuclear destruction of Israel. Bibi will act, while the indecisive Obama talks. The world has grown less safe. Biden predication of the "testing" of the Obama Presidency is fast approaching. And he talks of "overseas contingency operations". Anybody worried?

Sooner or most likely later (as in much), this president and his enablers will realize that actions mean something and words are just talk. Actually, I take that back, he really does know this as evidenced by the method that he and the majority party have enacted their legislation.

David Auden, if there were such "statements," I must have missed them. I saw speculation from non-governmental entities (such as blog posters) that the U.S. would shoot down such a missile, but nothing from the government other than the dispatching of ships to the area to watch. The Title of Article says "North Korea Attack" So a test firing od a missile is now an attack, very misleading title by the Tribune, I think North Korea should be dealt with in the harsh of ways, nothing should be left off the table in dealing with them, from economic embargo's and including military options, and any country dealing with them should fall under the same punishment. Biden said that Obama would be tested, lets all hope he handles this the right way.

The rocket shot up then started to gyrate radically. Its first stage deployed and it stabilized a bit before trailing black smoke from its second stage. The second stage deployed successfully but the rocket again began to gyrate and spin. It crashed into the ocean well short of its intended distance. Read more.

Bush destroyed our military with his phony war in Iraq. We have nothing left to fight a major conflict with right now.
Get completely out of Iraq. NO LEFT OVER "BASES" EITHER.
In fact, take those stupid cold war and post WWII bases out of Germany, Japan, etc. What a waste of money. Get our military ALL back home. Rest, re-group and re-train. So that we are 100% ready if needed.
And NO WARS unless we are directly attacked. That is the only justification for military action anyway.

I have never changed my mind. The point of my post was to illustrate that Barry Obama really doesn’t represent “change” or even new thinking like he promised during his campaign. The continuation of the missile shield plan is also a reversal of his “re-set” policy with Russia - inasmuch as Russia was expecting something different - which it isn’t getting.
.
The unnecessarily apologetic tone he has taken throughout his European trip has demonstrated that he is still a wimp. There’s no doubt about that. Everything else I said about his economic outlook has been confirmed by his recent spending orgy with Congress.
