When a vote is close, any number of reasons can explain it.
But, for all the Republican Party's criticism of the far-reaching Obama administration energy and climate control bill that narrowly cleared the House on Friday - by a vote of 219-212 - Republicans are responsible for passing it.
Eight Republicans - including Rep. Mark Kirk of Illinois - bucked their party's leadership to vote for the bill capping greenhouse gas emissions and enabling polluters to trade rights for emissions to one another. President Barack Obama says it will spur development of alternative energy - wind and solar-power - and create millions of new jobs in the bargain. Republicans call it a "national energy tax,'' and a "carbon tax.'
Just as three Republicans in the Senate helped save Obama's economic stimulus spending act when it passed the Senate, a handful of Republicans have saved his energy bill in the House - which leads to the question of which Republicans will help pass the president's healthcare reform act.
With 44 Democrats turning against the energy bill on the House floor, the majority needed all the help it could find from Republicans to save it. And they found that with a cast of eight, including a few from New Jersey, where they know something about pollution.
The Republicans who saved the energy bill: Reps. Mary Bono of California, Michael Castle of Delaware, Norman Dicks of Washington, Mark Kirk of Illinois, Lenoard Lance of New Jersey, Frank LoBiondo of New Jersey, David Reichert of Washington and Chris Smith of New Jersey.
While Republican leaders slam the Democratic majority for ramming through a 1,200-page bill that few, if any, have read, Kirk says he made a point of reading the whole thing.
You'll find the names of the 44 Democrats who voted against it at the House clerk's roll call on the American Clean Energy and Security Act.

I hope Congressman Kirk likes the Northeast Corner of Illinois becuase he will never represent the whole state as a senator with that vote. He just lost the Republican primary.

This is why I'm no longer a Republican especially in Illinois there is no difference in Illinois between Republicans and Democrats.

Kirk must have re-thought his plans to run for the Senate. Global warming is a sham, hence the name switch to 'climate change'. If he can't think his way out of a paper bag on the basic issue, he should hang his head in shame.
An opposition party member MUST oppose on core value votes, of which this was one.

My guess is U.S. Representative Mark Kirk of Illinois will follow in the footsteps of U.S. Senator Arlen Specter of Pennsylvania and have a political gender change operation of his own very soon.

Mark Kirk is TOAST among conservatives in the next election.
This cap and trade is spreading the pain among all sectors of the economy at a time when we need relief from taxation.

I have voted for Kirk and supported him, despite believing him to be a RINO for some time. He is smart and (I thought) principled.
This is the last straw. I had offered to work for his senate campaign, raise funds, etc. Forget it.
He does not even know what the "R" next to his name stands for.
Somebody please slip him a mickey and pose him for some photos with a stripper so we can continue the party's "winning" streak of dumping losers.

He says he read it and still voted for it?
I called his office to voice my opinion that it should be voted down, his office worker told me he'd been getting calls all day from the people asking him to vote no on that bill, but yet he still voted yes
Looks like our politicians don't want to repersent the will of the people
Vote them all out !!!

Why would Kirk--or anyone else--support a measure he KNOWS will hurt our economy? Taxing energy production is a job killer. Obama/Congress now have us at 10 percent unemployment. If the Senate goes along with Kirk and others, we could hit 18 or 20 percent. All in the name of the increasingly disputed global warming hysteria. Collective insanity.

Mark Kirk made a wrong choice and he'll pay for it at the poll. I've voted for him in the past and have contributed to his campaign, but not anymore. He can kiss his dream of being a governor or senator goodbye.

Looks like we'll have to go for Dillard or someone else for Senate. What was Kirk thinking?

If Mark Kirk runs for US Senate I will do everything in my power to see that he is shown to be the liberal whack job that he truly is. I can't vote for him as US Rep, but if Mark comes out and plays for the US Senate, I can. I promise to be all over him. I'll vote for the reincarnation of Chairman Mao before I'll vote for Kirk. He's really crossed the line this time.

Good job Mr. Kirk, if those right wingers won't support you, move to the Smart Party. We live in difficult times and the country needs bi-partisan support of some of these issues. You work for the people first, the Republican party is not right to block every attempt to move the country forward on common sense reforms. Republicans had eight years to improve the country and they failed. Their not the majority and should reach out more often to gain the respect of the country.

Well we can see who listened to Rush and the crew of liars. THE only people who think global warming isn't true are the flat-earthers who think the earth revolves around the moon. The cap and trade will BY FAR help alleviate the problems we have been seeing. The alternative is to do NOTHING which apparently is the platform for the next elections.

Every congressman that voted for this terrible bill should never be elected or re-elected to any public office again. This cap and trade is nothing but a gigantic tax bill, with
little or no support from the little man. And who will profit from this bill, none other than Pelosi and her ilk. They can not even prove the need for this bill, its being shoved down our throats. And if Janet Reno hadn't removed Elian Gonzales at gunpoint from his relatives' home in Miami, Al Gore would have won Florida and the White House in 2000. Like I said, when you get a close vote, you've got a lot of explanations. And this one, on the energy bill, is as valid as any. More poignnant than most, actually.
Posted by: Mark Silva | June 27, 2009 6:16 PM
So the economy is more important than improving the environment and giving the US the head start in new technologies that will ensure our world leadership role?
Too many of you are playing into the hands of corporate interests that refuse to give up temporary profits for a permanent solution to the worlds ongoing energy needs.
Stop listening to the individual interests that see the status quo is about to change.
Thank you, Rep. Kirk ,for refusing to be bullied by the shambles that still calls itself the GOP.
Posted by: Don Gettys | June 27, 2009 6:17 PM
Don Gettys writes
,
"So the economy is more important than improving the environment and giving the US the head start in new technologies that will ensure our world leadership role?"
What makes you think this bill gives us a "head start" or assures us "a leadership role" in green technologies?
First off, several European and Asian companies already have critical mass in this area and we are no closer to "leadership" in the field by passing this bill. Secondly, the technology simply does not exist at this point to get us to 10% of energy needs from wind and solar. We can put windmills and solar panels on every square inch--it'll bankrupt us but won't get us there.
And as for giving the upper hand to big corporations, please grow up; this bill hands unprecedented power to a combination of the state and its chosen corporate beneficiaries. It also gives Wall Street criminals like our friends at Goldman Sachs a license to print money, overseeing the exchange on which these credits will be traded.
Dems are the corporate stooges on this one, not the Republicans. Look in the mirror. You are the sucker.
Posted by: Kenilworthian | June 27, 2009 6:44 PM
Won't Kirk be surprised when this law has zero effect on our climate?
Only the U.S. government is arrogant enough to think that world climate responds to American legislation.
But hey, Congress, while you're at it, could do a partial repeal of the law of gravity? It would sure help the airline industry and might even lower airfares!
Posted by: RegularGuy | June 27, 2009 6:50 PM
Kirk is done as a Republican, and for that matter as a member of Congress after 2010.
Posted by: dalmatian847 | June 27, 2009 7:16 PM
There are at least three points that work against this bill having any significant effect on "global climate change."
1. This bill still has to pass the Senate to reach the President's desk and, Senate Majority Leader Reid was not confident that he had the votes to do so.
2. You have to assume that industries most effected by this bill will not just move operations to somewhere not ruled by legislated constraints .
3. This bill has NO effect on China and India. Both countries are major polluters and have made NO move to sign the Kypto treaty/ Both countries have also made moves to consolidate industry within their borders and expand export business. The US has done nothing to counter those actions or move to solidfy manufacturing and production.
I know these sound like the "right wing" talking points, but, when an environmental watchdog like Greenpeace is against the bill as well, one wonders how much courage Rep. Kirk's vote took and what, in fact, he got in return.

Where else have I heard, "it's supposed to get worse before it gets better...." Oh, right, the surge. The negative impact this bill would have on businesses and households is hard to overlook. It's crippling ability, passing on the costs, forcing each to make the gradual necessary change from old energy to new energy or face extinction and strangulation. Not exactly an incentive based move, but, on the other hand, didn't we offer incentive based, household and business friendly, options. For example, some places would reimburse homeowners/businesses for putting in green friendly solar panels--since, green energy, as is, is too expensive. I wonder how these reimbursement programs worked out. Did people take advantage of them? One thing is certain that the Republicans who continue to dispute the effects of our pollution on our environment, or continue to be concerned about losing one old energy job for one new energy job are wasting time. The latter being that drilling and mining ourselves dry, without making a gradual switch, is pretending to protect the longevity of these drilling and mining jobs. It would be much better for them to take green energy seriously, and offer better solutions-- if they're unsatisfied here. It's quite remarkable how we've come from Bush's treatment of the Kyoto, to Republicans taking a part in passing such a green energy bill. Right now, do nothing Republicans seems to be ahead. (Much like the Democrats managed to sign on many controversial issues of a Republican Administration-- to the dismay of their constituents.) My guess is health care will find a few Republican votes too. Face it people. Your representatives don't care if they can fly by night--they will. "where they know something about pollution." Ouch. Is this pay back for what I said about Chicago and trash. Straight through the heart...haha.

How can you "conservatives" say that global warming is a sham? During the winter and very early spring, you people claimed that our below-average temperatures were "proof" that global warming was not taking place.
Given the fact that in your little end of the Earth, we've had above-average temperatures this past week and some, isn't that sufficient to be proof that global warming is real? If you simpletons are going to use cold weather to "disprove" the theory, that same "logic" would say that the current weather is proof that global warming is taking place.
Maybe you fantics should get an education other than what you lap up from talk radio.

Everyday,
If you flatliners believe that global warming is real and man-made ask you self these questions.
How many years has the earth been warming (hint - we were talking about global cooling on the 1970's)?
How old is the earth?
Do the math and ask if result is statiscally significant.
If you belive that it is staistically significant, then you must prove it is caused by man and not something else - say sun spots.
Have fun and show your work

July 1970: The EPA was assigned the daunting task of repairing the damage already done to the natural environment and to establish new criteria to guide Americans in making a cleaner environment a reality. Next July will be the 40th anniversary of its beginning.
Wasn't there a lot of the same criticisms in the 70's when the EPA was established to clean the water air? I just don't get WHY it is so terrible to clean up after yourself and make things better for your children and grandchildren. Anyone who is against cleaner water, air and land please explain.

Two Questions:
#1 The EPA report that was just released by a prominent EPA scientist refuting Global warming was quashed by the drive -bys.
#2 What would you do, asshole, if everyone else keeps polluting (IE, your buddies in communist china, India, et al) and we don't . What part of your pea brain doesn't "get" this?
Industrial production, by its nature, generates byproducts which YOU Goreites call pollution. I'll live with that, and nukes and the combustion engine. You, sir or madam, can take a flying leap.
