The Swamp

by Mark Silva and updated at 2:50 pm EDT

It's August, and the start of a long congressional recess.

Democcratic leaders have pushed a healthcare reform bill through a key House committee before the break and Senate leaders of both parties are still looking for a consensus on a plan of their own - though neither plan will reach any floor votes until at least September.

President Barack Obama is calling on Congress to adopt a plan before the end of the year and may well be able to pass it without any Republican support -- though the Senate minority leader's office, noting divided Democratic committee votes, suggests the president is having trouble convincing members of his own party. Republicans who oppose Obama's plans are asking everyone to slow down and do it "right."

"Serious healthcare reform is a top priority of the American people, and we need to get it done,'' Sen John Thune of South Dakota says in the Republican Party's weekly address today. "But we need the right reform.''

The Democratic plan for "government-run healthcare'' would destroy medical care, Thune maintains - though the Democrats maintain that a public option for those who cannot find private insurance will not deny anyone of the care they already have.

The Democratic plan will worsen "the exploding deficit,'' Thune says - though the president maintains the plan can be enacted without deepening the deficit.

Obama, who left with his family for Camp David today for an overnight stay in the cooler mountains of Maryland on this humid opening of August in Washington, praised the House Energy and Commerce Committee on its passage of a bill Friday.

"I'm pleased that the third and final House committee working on health reform legislation has successfully passed a bill that would provide quality, affordable health insurance for all Americans,'' the president said. "This historic step by the House Energy and Commerce Committee moves us closer to health insurance reform than we have ever been before. The bill that they have passed will strengthen consumer protections and choice, while lowering costs and improving care, underscoring the broad consensus among all of the bills that have emerged in Congress.

"As in other committees, this bill was strengthened by a debate that allowed all voices to be heard, including those of Progressives, Blue Dog Democrats, and members of both the Democratic and Republican Caucuses. I particularly want to thank Chairman Waxman and Chairman Emeritus Dingell for their leadership. Over the next few weeks, we must build upon the historic consensus that has been forged, and do the hard work necessary to seize this unprecedented opportunity for the future of our economy and the health of our families."

Republicans who oppose Obama's plans are asking everyone to slow down and do it "right."

===========================

Substitute "Truman" for "Obama" and it's easy to figure out why our health care system is in such a mess.

This is how much the republican care about you America...from 1993:December 2, 1993 - Leading conservative operative William Kristol privately circulates a strategy document to Republicans in Congress. Kristol writes that congressional Republicans should work to "kill" -- not amend -- the Clinton plan because it presents a real danger to the Republican future: Its passage will give the Democrats a lock on the crucial middle-class vote and revive the reputation of the party. Nearly a full year before Republicans will unite behind the "Contract With America," Kristol has provided the rationale and the steel for them to achieve their aims of winning control of Congress and becoming America's majority party. Killing health care will serve both ends. The timing of the memo dovetails with a growing private consensus among Republicans that all-out opposition to the Clinton plan is in their best political interest. Until the memo surfaces, most opponents prefer behind-the-scenes warfare largely shielded from public view. The boldness of Kristol's strategy signals a new turn in the battle. Not only is it politically acceptable to criticize the Clinton plan on policy grounds, it is also politically advantageous. By the end of 1993, blocking reform poses little risk as the public becomes increasingly fearful of what it has heard about the Clinton plan.

For 6 of the last 8 years the Repubs had complete control of everything. My insurance premiums doubled in that time span. I don't give a rats arse what that Republipuke party thinks or wants. They're only motivation is to protect the insurance companies and corporate America.

I couldn't give a fig about someone's unsubstantiated comments from 1993, and I don't care about scoring "points" with one side or the other. It is necessary to craft some type of plan that would allow those who cannot afford minimal health care or insurance to receive the same basic care others receive, but not at the cost of bankrupting the country. Perhaps the best way is the proposed bill, but, given the fact that members of Congress exempted themselves, it would appear that it would not do so. Several alternatives do exist, but the "rush" to pass this bill precludes discussion of them.

Slowdown=Meltdown, of our economy and our nation's health. Let us really accomplish this mission !! Those who vote for more public money to private Corporations, vote them out of Office, Democrat or Republican. Single-payer option is the only way to solve this Corporate mess !!

Here's the Republican "healthcare reform".

Insurance companies rake in the money, deny the coverage.

I mean, who do these jokers think their kidding. The GOP cronies have been in the back pocket of the collusion of the insurance companies for years.

Europe and Canada has 10 times more efficient health care at half the cost.

It's time for American companies to get off the profit first attitude and let the people have the service and treatment we deserve. And if government has to force their hand, so be it.

The representatives from the great state of Private Health Insurance want to keep us in thrall to the 21st century version of the 'company store'; Private Health Insurance.

Since physical fitness goes hand in hand with overall health, here's what we need to do about health care refoem.

In the northern Chicago suburb in which I live, we have:

1) A "recreation center". It has a small indoor track, a few basic treadmills, and a couple basketball courts. It is FREE to residents of the town.

2) A "family fitness center". It has a larger indoor track, treadmills, stairmasters, stationary bikes, also some b-ball courst, an indoor pool, and some aerobic and other fitness classes and locker room facilities. It costs a very reasonable price.

Outside of those 2 "public" options", there are your Bally's, Lifetime Fitness, World Gym, etc., where you ccan pay a premium price for premium services.

Health care should follow a similar formula. There shouldbe public "options" for basic services. i.e. cancer screenings, check ups and other preventive care, which we all know are most important to keeping down costs. As well as free public options for emergency services.

These politicians voted Against the Nathan Deal Amendment, that would Prevent Health Care Benefits to Illegal Aliens. Simply put--it's not their BLOODY MONEY! So what! Do they care if taxpayers have to foot the behemoth bill, for anybody who snubs our laws and enters a sovereign country called America? The nationwide parasites are --CHEAP LABOR--businesses who could care less, because they pile up enormous profits. The corporate hierarchy have been having a field day--FOR DECADES. A foreign national gets hurt, their service manager or whoever the underling is, drives the maimed person and relinquishes any responsibility by dumping them on the emergency hospital entranceway. BINGO! nothing to pay!

Perhaps Americans should find some old shoddy clothes, no shave, no haircut and enter every emergency room in our country in the millions? Speak a lot of gibberish and carry no identification with a small splinter in their finger, a touch of a fever or any minor condition. By federal law the hospital will have an emergency on a--EMERGENCY. I am afraid Americans have been Lemmings going over a proverbial cliff, since who knows when? We just keep paying and paying even more to the IRS, to support--ILLEGAL IMMIGRANTS. Try getting free health care in any other country, other than societies in the European Union? A FAT CHANCE! We are literary being taxed to death, to give welfare to the business overlords. These legislators have already tried to weaken E-Verify, local police action 287(g) and now unwinding the 1986 Simpson/Mazzoli enforcement law--which worked, but again was never enforced.

Even our Democrats who are trying to engineer health care for every American---INCLUDED 20 PLUS ILLEGAL IMMIGRANTS AND THEIR LARGE FAMILIES. Here are 29 Judas Iscariot's, who sold the American people out--for a lot more than 13 pieces of silver? HUNDREDS OF BILLIONS OF DOLLARS EVERY YEAR. Capps (D-CA), Eshoo (D-CA), Harman (D-CA), Matsui (D-CA), McNerney (D-CA), Waxman (D-CA), DeGette (D-CO), Murphy (D-CT), Castor (D-FL), Rush (D-IL), Schakowsky (D-IL), Braley (D-IA), Sarbanes (D-MD), Markey (D-MA), Dingell (D-MI), Stupak (D-MI), Pallone (D-NJ), Weiner (D-NY), Butterfield (D-NC), Space (D-OH), Sutton (D-OH), Doyle (D-PA), Gordon (D-TN), Gonzalez (D-TX), Green (D-TX),Welch (D-VT), Christensen (D-VI), Inslee (D-WA) and Baldwin (D-WI). I'm afraid I would be banned if I used the right epithet, when leaving a comment for these so called lawmakers?

These are the betrayers of--ALL--taxpayers. These 29 traitors gave illegal immigrants the right to pilfer your billfold and purse, while they sit in their Washington office collecting their 6 figure salaries. REMEMBER THEM AND THROW THEM OUT! DEMAND NO AMNESTY! NO FAMILY UNIFICATION KNOWN AS CHAIN MIGRATION! BUILD THE ORIGINAL FENCE! NO MORE HEALTH CARE OR ANY OTHER KIND OF BENEFITS FOR ILLEGAL IMMIGRANTS. CLOSE THE BORDER AND STATION THE NATIONAL GUARD. $2.5 TRILLION DOLLARS, JUST IN RETIREMENT BENEFITS? Learn uncorrupted facts at NUMBERSUSA. For myself and family! I am for any health care re-organization, as long as it doesn't smell of copious profiteering and corruption, like the majority of private insurers do?

Ya? OK. So, What's your plan? Oh right you dont have one.

Yea...who needs to read one thousand pages of health care reform (government take-over) when obama says it's ok. Like the bail-out?

Sorry obamabot drones, Don F, C.morris and the rest of the looney swamp peddlers....we're reading it and it's socialism.
obama's bump in the road on this was the tax paying American "Citizens!"

A"rush" to pass?? Whether it was unsubstantiated or not is an argument we can have. But here is a "fig" you can't THAT WAS 16 YEARS AGO!

I for one do not believe all this spoon fed drivel the Congress are handing out. The so called experts say that more than 90% of the people that have health insurance are happy with it. The younger crowd 18-25 don't want it because they believe their going to live forever. So add that percentage to the 90 percent, that leave approximately 8 to 10 percent without health insurance, and most of those are probably illegals. My question is why do we need to overhaul the entire system?. Help, the poor and the destitute. There is no need to revamp the whole system and spend needless amounts of money.

This may clear up some distortions some of the critics of President Obama's, and the Democrats', healthcare reform proposals.

From my standpoint, No Rationing Is Required.

In case you are a doctor, and your pay is dependent upon your patient's outcome, you will more likely strive to prescribe the best medicine for your patient, let alone avoiding unnecessary cares, and hope your patient will feel better as promptly as possible.

Studies have documented that nearly one half of physician care in the United States is not based on best practices and that at least 98,000 Americans die of a 'medical error' each year.

Under the new health care program, practitioners are expected to eagerly and 'voluntarily' implement the 'recommendations' to work best for them, I think.

Nowadays, we can't imagine the society without IT SYSTEM, just to think of the bank that lacks it, presumably what we should fear most would be the medical institutes without the essential program. I think measurable savings in the transformative health program might be reached.

Thank So Much !

Paul,
And when one of those uninsured 18-25 'gen whatevers' gets ill or has an accident, we insured all pay the bill. It's called 'cost shifting'. As the pool of uninsured grows, the premiums of the insured go up.

Also, this is not a complete overhaul of the system. Single payer would be that.

A pay for outcome / value payment system, key to the deficit-neutral, might be capable of bringing all groups together.

Supporters of the agreement say it could save the Medicare System more than $100 billion a year and 'improve' care, that means more than $1trillian over a decade, and virtually needs no other resources including tax on the wealthiest. (Please visit http://www.kare11.com/news/news_article.aspx?storyid=820455&catid=391 for detailed infos).

As much as 30 percent of all health-care spending in the U.S. -some $700 billion a year- may be wasted on tests and treatments that do not improve the health of the recipients,” Thus the remaining $239 billions over a decade do not matter.
Dr. Armadio at Mayo clinic says, "If we got rid of that stuff, we save a third of all that we spend and that is 2.5 trillion dollars on health care. A third of that and that is 700 billion dollars a year. That covers a lot of uninsured people."

According to the CBS/New York Times poll, survey respondents get nervous about the low quality after the reform.

In case you are a doctor, and your pay is dependent upon your patient's outcome, you will more likely strive to prescribe the best medicine for your patient, let alone avoiding unnecessary cares, and hope your patient will feel better as quickly as possible.
From my standpoint, No Rationing Is Required, as well.

Who does Thune think he's kidding? Republicans have no healthcare plan, just like they had no stimulus plan for economic recovery. All the GOP has to offer is fear-mongering talking points: Rationed care, government takeover, killing off the elderly, government contolled healthcare, etc. Same old shit, different day.

"we need the RIGHT reform"

NOT the LEFT reform! That is how I read it.

For months now since Health care reform suddenly become the main issue on the national agenda. We have been bombarded with the incessant accusation that the English/British form of the single-payer system is about unequivocal--RATIONING? YES! This is the truth now, but it wasn't always that way. It wasn't until the Globalist plan to take over the originally named Common Market, that health care in England started to suffer. In Jan. 1, 1973, original known to Brits as the Common Market. The “One Market” that was created in 1993 states that people, money, services, and trade can move freely within the European Union. Currently over 450 million EU citizens are provided with these special options.

The indigenous British people's lives had already been disrupted by the importation of cheap labor from Commonwealth countries to drive the buses and run British Railway. Then family unification started and illegal immigration and the beginning of spiraling crime. RATIONING AND REDUCED HEALTH CARE CAME TO ENGLAND WITH AN OVERLOAD OF LEGAL AND ILLEGAL IMMIGRATION, SUDDENLY THE UNITED KINGDOM FOUND THEMSELVES IN A TERRIBLE QUANDARY OF HUNDREDS OF THOUSAND OF REFUGEES AND ASYLUM SEEKERS. ALL PAID FOR BY THE BRITISH/ENGLISH TAXPAYER.

In spite of the restrictive immigration policies which have been in place since the 1970s in most Member States Of The European Union, large numbers of legal and illegal migrants have continued to come to the EU together with asylum-seekers and illegal labor. Taking advantage of individuals seeking an improved life, smuggling and skin trafficking networks have taken hold across the EU. The inception of these relative dates in when one of the greatest Universal Health care system, came to a grinding halt of quality.

The system was simple? You paid your insurance stamps and the employer paid his? End of story. The years I worked in the Mother country, I received three minor surgeries, teeth and dentistry, and eye care. WITH NO PREMIUMS, NO-PAYS, NO DEDUCTIONS AND CERTAINLY NO PRE EXISTING CONDITIONS? ONCE I SPENT THREE MONTHS IN EAST GRINSTEAD HOSPITAL WITH A BACK PROBLEM. MY COST--NOTHING! WE CANNOT AND SHOULD NOT SUPPORT THE MILLIONS OF ILLEGAL ALIENS AND FAMILIES WITH TRILLION DOLLAR HEALTH CARE. IT WILL LEAD TO RATIONING ON A GRAND SCALE! AS ALWAYS THE TAXPAYER WILL FOOT THE BILL FOR BUSINESS WELFARE.

CALL YOUR POLITICIAN IN WASHINGTON 202-224-3121 I Want a health care system--even government run. BUT IT"S SURE TO FAIL, IF TAXES ARE BEING EXTORTED TO PAY FOR FREE HEALTH CARE FOR ILLEGAL IMMIGRANTS? Support for the bi-partisan E-VERIFY PART OF THE SAVE Act, which will expand E-Verify and protect American Workers! We must focus on the behemoth problem in terminating illegal immigrants-and the jobs that attract illegal aliens. WE WILL ALWAYS BE PAYING FOR ILLEGAL ALIENS, UNLESS WE DO SOMETHING NOW? Many GOP members are against a Path to citizenship for lawbreakers, so we mostly need the phones ringing in the ears of Democrats, who see the millions of illegal aliens as a positive voting block.

WE MUST STOP IT NOW OF SUFFER FROM IRREVERSIBLE POPULATION GROWTH.

THE ONLY THING THAT NATIONAL HEALTH CARE WOULD DESTROY, WOULD BE THE HEALTH INSURANCE COMPANIES!! SO LONG, THEY ARE JUST A BUNCH OF PARASITES ANYWAY. SELL ME AUTO INSURANCE, LIFE INSURANCE, ACCIDENT INSURANCE OR PROPERTY INSURANCE, HEALTH INSURANCE IS A RACKET DREAMED UP BY THE INSURANCE COMPANY'S, MADOFF SHOULD BE IN CHARGE OF THAT RACKET!! PASS OUR NATIONAL HEALTH CARE FOR ALL NOW!! whiteagle38

The innovative idea of 'a pay for outcome' will most likely prompt team approach and decision, as at Myo clinic, and the result is a greater likelihood of correctly diagnosing and effectively treating a patient earlier in the process.

Studies have documented that nearly one half of physician care in the United States is not based on best practices and that at least 98,000 Americans die of a 'medical error' each year.

Under the 'pay for outcome' pack, supposedly best practices as 'recommendations' would simply help them make a better decision, and the government won't still have to meddle in the final, actual decision-making process as a non-expert.

Thank You !

The Associated Press alleged online today that the numbers don't add up on the costs to provide health care to all US citizens. I would not expect 100% accuracy on anyone's predictions on future costs of any government program, but I don't trust any insurance company's actuaries either! The pressure is on statisticians and experts every minute and during every word they write or speak. The Obama Administration has already proven itself more outspoken and transparent than the Bush-Cheney Administration. I am willing to rely on Orszag's statements that in the long run, a reformed health care program will save US consumers, and the state and Federal governments billions over the next 20 years!

And there is a major difference in the two issues which the AP compares. In the Bush proposal for private investment in retirement vs Social Security, Dubya was talking about money which individuals would invest in their own future retirement. Health care is about vast spending by consumers, state and Federal governments. I doubted that the Bush proposal would salvage Social Security, but even if it helped, it did not involve the vast sums of money which the insurance and healthcare industries receive as revenue or spend to pay the cost of health care.

Nor does such a retirement program as Dubya proposed come close to the billions of dollars Americans are spending right now to pay for health care. Those are amounts American consumers can not afford; the costs demand money which the average citizen does not have and can not borrow. And put simply, sick and injured people can not work! If we want to keep our workforce at work, we need to assure preventive care is provided. Preventive care is far cheaper than hospitalization and surgery, long term post operative therapy, or just long term care in rehabs and nursing facilities.

Finally, it is the insurance industry, pharmaceutical companies, HMOs, hospitals, and other healthcare-providing corporations which are shouting the loudest to prevent enactment of a program which can and will take care of us. The insurance industry, pharmaceutical companies, HMOs, hospitals, and other healthcare-providing corporations! If that list doesn't bring to mind "Bonnie & Clyde" or Al Capone or "the James Gang" or "Teapot Dome" or a dozen other corrupt and thieving groups from American history, nothing would! The executives of those corporations are as trustworthy as the cigarette industry, all the dictators of human history, or maybe just as credible as Bernie Madoff! And who speaks loudest for them? Rush Limbaugh, Dick Cheney, Karl Rove, and most of the folks working for the FOX Network!

Let's not get taken in by the media. Print and broadcast media are easily bought...and the opposition to health care reform has vast sums of money to spend on media purchases and lobbyists to work on our representatives in the House and in the Senate! Healthcare is the issue of our times. Our Senators and Congressional Representatives must be held accountable, and accountable to us! If they fail us now, whether Democrats or Republicans, we need to remove them from office when they run again for re-election! I've told my Rep and my Senator that many times. I hope you will tell yours!

I will be at the town hall meetings. For the first time in my life and I will be speaking out against this Government run health care program. They want to remover my health care insurance company form between my Dr and me and insert the government. But I know that I can always change insurance company's. Once the government is invloved I cannot get them out of my life, YET. Wait until the next election.

-Some say we don't have faith in government, others say, we will be forced out.-
What kind of music does this reform dance to ?

I share the opinion that unlike the insurer-friendly, baseless senate plan by 'some' members, only a 'strong' public option will be capable of getting the premium inflation under control and saving the U.S in turbulence.
To my knowledge, a dual system tends to deliver better results than a pure single payer system. Supposedly, to be or not to be might be up to the innovations like a pay for value program, otherwise, the forthcoming start-ups may fill the void with competitive deals. The competition based on 'fair' market value would be a beauty of true capitalism, not monopoly, an objective for anti-trust.
