The Democratic-controlled House today voted to admonish Republican Rep. Joe Wilson for heckling President Barack Obama during his health-care address to Congress last week, heightening partisan tensions in the Capitol.
Although the South Carolina lawmaker apologized to the White House for shouting out, ``You lie,'' Democrats insisted that Wilson say he's sorry from the House floor.
``He made the institution look bad,'' said Rep. William Lacy Clay (D-Mo.). Rep. Donna Edwards (D-Md.) added: ``You can't substitute a personal apology for a public offense.''
Wilson refused to apologize again, and his Republican leadership backed him, noting that the president had accepted the congressman's apology to the White House.
Wilson told his colleagues on the House floor today: ``I think it is clear to the American people that there are far more important issues facing this nation than what we are addressing right now. ....(The president) graciously accepted my apology, and the issue is over.... ''
But a number of Democratic lawmakers contended that Wilson's outburst had been a ``breach of decorum and brought discredit to the House'' when he accused Obama of lying in asserting that his health-care overhaul would not benefit illegal immigrants.
The vote for a resolution of House disapproval of Wilson's act was cast largely along party lines. The vote was 240-179.
House Speaker Nancy Pelosi (D-San Francisco) initially fretted that the public rebuke would serve as a distraction from the health-care debate, but yielded to lawmakers, including members of the Congressional Black Caucus, who said Wilson's outburst was a sign of disrespect of the nation's first African American president.
`I guess we'll probably have folks putting on white hoods again,'' Rep. Hank Johnson (D-Ga.) said. ``That's the logical conclusion if this kind of attitude is not rebuked.''

Still, some Democrats were ambivalent about a public rebuke.
``I think he should man up, but I'm not sure we should push him to do it,'' said Eleanor Holmes Norton, a Democrat who is Washington, D.C.'s delegate in Congress. ``If it looks like we're trying to humiliate the guy, we play straight into their hands.''
Rep. Paul Hodes (D-N.H.), who voted against the resolution chastising Wilson, said, ``It's time to move on. We should not allow Mr. Wilson's reckless conduct to overshadow the need to work together to craft a strong health- care reform measure.''
Wilson has become a hero to the right, raking in more than $1.5 million in campaign contributions since Obama's address Wednesday night, according to the National Republican Congressional Committee. Rob Miller, his likely Democratic challenger, has raised a similar amount.
A USA Today/Gallup national poll released Monday found that 68% of those surveyed disapproved of Wilson's outburst.
Wilson posted on his campaign Website a video of his wife Roxanne saying that she asked her husband after Obama's speech, ``Who's the nut who hollered out, `You lie?'''
But she said her husband was reflecting the passionate views of his constituents who he saw at town-hall meetings over the health care proposals.
``My husband doesn't deserve the treatment he's getting from Congress,'' she says.
Republican National Committee Chairman Michael Steele said, ``Democrats don't want an apology. They want a side show - something to shift the focus away from their government-run experiment on health care."
The White House took a hands-off approach. Asked about the rebuke, While House deputy press secretary Bill Burton said, ``That's House business.''

The thing that the House fails to understand is that our approval of their efforts is at an all time low, regardless of subject. What Joe Wilson said was nothing more than what was shouted at TV screens by the many average Americans last Wednesday evening as President Obama spoke. Why the double standard? It's ok for congressional Democrats to boo during a Bush speech but when a Republican does it is a breech of decorum.

What Wilson did was not only childish it was pathetic and the fact that the Wingnut clowns are making excuses for him tells anyone everything they need to know about the hypocrites who make up the GOP in 2009.
Bush was booed by Dems in 2005...and Obama was booed by Repubs last week, big deal. BUT Wilson's racist outburst was something altogether different, he was personally disrespting the President and he did it on National TV..
And Republicans are also using Pete Stark as an excuse?....except the they're really reaching with that one, especially when Stark made his comments on the House floor, NOT during a nationally and internationally televised speech where there are also dignitarys from other countries in attendence.

I recall the lead singer of the DIxie Chicks making a comment about President Bush after he started a war that was not needed. SHE WAS A PRIVATE CITIZEN, but vilified by politicians and Republicants who made death threats and boycotted the group. They reacted with such hate and demanded that she move out of the country.
It seems that duplicity is now the dress they wear so well. Change the elephant to a snake and you will have a more fitting symbol.

So what. It's a censure. If he didn't do anything wrong, then why did he apologize to the President? Someone has to maintain decorum in Congress. And that someone is Congress. Take the slap on the wrist and move on. If nothing is done, the next speech by the President will be a free-for-all. Not sure if that will more entertaining or embarrassing.

Obama WAS lying, which is why he issued a statement FRIDAY saying an eligibility verification process would be in a health care reform bill (which Democrats twice had previously voted down).
Now, Rep. Gutierrez (D-IL) is blasting Obama for making it harder for illegals when Obama himself said it was a 'lie' that health care reform would cover illegals.
A White House official responded to Gutierrez's criticism by saying "The President has been clear since the campaign that he does not intend for health insurance reform to cover undocumented immigrants."
It appears the Democrats should THANK Wilson for helping Obama keep a campaign promise.

You're behind the curve. The Congressional Research Service, the "research arm" of the US Congress said a proclamation that illegals would not be covered was pretty much meaningless because HR 3200 didn't require verification procedures (like other federally funded programs, including Medicaid).
That's why on FRIDAY, Obama released a statement saying any health care reform would have an eligibility verification process (which the Democrats had previously voted down for HR 3200).
Why is it that so many know so little?

This is what Congress does most of the time. They have to have order and rules. The rules have to be enforced. When they are broken, there must be consequences.
Wilson's apology was anything but. He went out and bragged about it and did fund raising off of it and repeated his lies over and over. His excuse about being passionate on behalf of his town hall speakers was worse than lame. He should not be scaring them about losing Medicare benefits if health reform passes.
I just saw where one of his town halls was held in D-Clyburn's district without telling Clyburn. That's a pretty nasty breach of decorum and comity there as well. No wonder Clyburn was mad and pushed the resolution. Good for him.

You know what makes the House look bad.......when the House has more balls more fortitude and determination to act swiftly....when it comes to naming streets, or "admonishing" one of it's own (after he apologized and the apology was accepted to boot) than actually withdrawing troops, fixing social security, immigration, or passing real health reform. I'm so proud of the ground breaking block party that has become the Democrats in Congress. This resolution has victory all over it. I would also like a resolution passed to publicly rebuke the treatment of Taylor Swift at the WMA's and one addressing our Presidnet's attempt to inject himself into yet another local (this time celebrity) incident by calling Kanye a jacka-- (sorry Silva) off the record. We can file most of these ground breaking public rebukes under the Michael Jackson resolution. Way to go Congress! Create a mountain out a mole hill where it does not exist and then boldly move against it to show how proactive you really have been. All this time. I don't understand why we can't replace Pelosi with Oprah.

And what is really telling is the Democrats TWICE voted down amendments to have a verification of eligibility mechanism put in (like other federally funded programs have, including Medicaid).

Also, San Fran Nan allows Tax Cheatin' Charlie Rangel to remain as the Chairman of the tax writing Ways and Means Committee.
Fine, upstanding examples of what it means to be a Democrat.

Bush was booed by Dems in 2005...and Obama was booed by Repubs last week, big deal. BUT Wilson's racist outburst was something altogether different, he was personally disrespting the President and he did it on National TV..
Where was the RACISM in this?
Bad form for sure, but pulling the race card is total BS. We will all get sick of that super fast.
Obama is the President and will be questioned in the future, booed, and disagreed with and none of it will be because he is black, it's because he is the President and not everyone agrees with the job he is doing, no matter what his skin color is.

While I agree that Wilson's outburst was wrong, it absolutely PALES in comparison to the blatant disrespect that many democrats demonstrated towards former President Bush. I can't recall all the times that he was heckeled, and the silly and immature expressions and eye-rolling caught on camera by Hillary Clinton and Nancy Pelosi to name a few! I commend Obama for how he handled the situation, but I am thoroughly disgusted by the liberal dems in the House.

I am shocked at what Jimmy Carter said about this being an act of racism. The congressman is a conservative and doesn't think that we should be expanding government. Where is Carter coming from with his comment? I would expect Al Sharpton to say something like this, but not Jimmy Carter

Medicare does not check for illegal aliens. They actually tried to verify peoples' citizenship a few years ago and what happened? -- people here legally got denied benefits for not having the proper "paperwork". Our country has so many "statuses" that the verifications they are talking about can punish the legal immigrants.
HR3200 has the adequate language necessary to keep illegals from getting tax subsidies. Everything else falls under our Immigration Policy and doesn't belong in the healthcare debate.

Why, oh WHY is it never mentioned that BO is mixed race? He, by all accounts of the truth, is NOT black. He is not white. He is MIXED RACE! And his comments about the police acting stupidly show he has no better control of moronic outbursts than Wilson. He is also covering the fact that government is rooting into everything with talk of do goodness and inspriational speeches. Sorry Hank, but I'm not seeing the logic here. Help me find the necessary link between overtly challenging the veracity of the president's factual assertions, and the color of his skin.
Statements like this one are proof positive that the Democrats are losing the debate, not to mention their composure. Dems routinely play the race card, but when they do so without even a shred of connection to the issue under discussion, that's not a good sign.

HR 3200 did not have any eligibility verification requirement (concerning coverage of illegals).
And what is really telling is the Democrats TWICE voted down amendments to have a verification of eligibility mechanism put in (like other federally funded programs have, including Medicaid).
The ignorance of so many Democrats is amazing. I guess that's what Obama was counting on.

Because HUNDREDS of MILLIONS of dollars have been spent enforcing Medicaid not be given to Illegal immigrants and only 8 cases have been caught since the programs inception. So being GOOD stewards of taxpayer dollars, Democrats don't see the wisdom in spending HUNDREDS of BILLIONS more enforcing a problem that doesn't exist.
