President Barack Obama, who will deliver an address to a joint session of Congress tonight, says he will insist upon several must-have elements of a health-care overhaul that he does "intend to get done this year.''
"There are some principles that, if they are not embodied in the bill, I will not sign it,'' Obama said in an interview with ABC News' Robin Roberts aired on Good Morning America today.
Yet the president declined to draw a line in the sand on a so-called "public option,'' offering government-run health insurance to those who cannot find coverage privately, in this interview.
Asked if the must-sign elements include that public option, the president said in the interview aired this morning: "I will give you an example - if it's adding one dime to the deficit, if it's not fully paid for,'' then he will not sign the legislation.
The president hewed to the basic requirements that he has mentioned often in a series of "town-hall'' styled sessions over the summer: Demanding a plan that is fully financed, without adding to the federal deficit, one that improves the insurance coverage that Americans have and one offering coverage to those lacking it.
For the president, the challenge tonight is focusing both a divided Congress and a doubtful American public on what he expects to accomplish on health care by the end of the year. The president will address the House and Senate at 8 pm EDT, with polls showing that most Americans plan to watch the televised address.
The president said in a Labor Day address in Ohio that he still wants a public option as part of his health-care plan, and the White House says he will address that issue tonight - though the option does not represent "the totality'' of his plan, according to a spokesman.
The president, who flew to New York City this morning to speak at a memorial for the late CBS anchorman Walter Cronkite, was still working on the speech that he plans to deliver in front of Congress and a national television audience tonight.
"The president will talk tonight about the public option and about the necessity for choice and competition, but I don't want to make all his news now,'' White House Press Secretary Robert Gibbs told reporters aboard Air Force One en route to New York this morning.
Obama "came back from Camp David Monday with many handwritten pages of notes that he gave to the speechwriters,'' the spokesman said. "He got another draft incorporating more edits last night, and worked on it with the speechwriters before he left this morning.... He'll be tinkering with this some this afternoon, but my sense is this thing will be locked sometime this afternoon.
"The president, I think, has a few main goals tonight,'' Gibbs said, "to speak clearly to the American people about what's in health care reform; for those that are fortunate to have insurance, to demonstrate for them that his plan will bring them security and stability; and for those that don't have health insurance, that we'll provide an affordable way for them to get accessible insurance...
"It's a good opportunity to once again talk directly to the American people about how important health care reform is and why we have to get it done this year,'' Gibbs told reporters.
"They will have a lot of clarity about what I think is the best way to move forward,'' the president said in the Good Morning America appearance. "I have given some broad principles and parameters. It must not increase the deficit, it must improve coverage for those who have it and offer it to those without out.''
Congressional Republican leaders plan their own pre-address news conference today at the Capitol, with Senate Republican Leader Mitch McConnell joining House Republican Leader John Boener at a 12:15 pm EDT appearance. They plan to call for "responsible, bipartisan reform,'' Boehner's office says.
While hoping to clarify his goals in a nationally televised address tonight, the president allows that he has "probably left too much ambiguity out there, which allowed opponents to come in and fill up the air waves with too much nonsense.''
That includes a summer-long debate over so-called "death panels'' handing government officials say over end-of-life issues for the elderly, or a broad "federal takeover of health care,'' the president said - insisting that bills under debate contain neither.
Obama said he hopes to "dispel some of the myths and frankly silliness'' out there.
In hewing to basic principles, in the midst of a continuing debate over the shape of health-care legislation in the Senate and a vote looming in the House, the Democratic president maintains that he remains receptive to ideas from both parties.
"I am open to new ideas,'' Obama said. "We are not being rigid and ideological about this thing, but we do intend to get this done this year.''
Asked about maintaining his focus in the midst of recent controversies - such as the weekend resignation of a White House environmental adviser, Van Jones, following an assault by conservative commentators on Jones' personal politics, Obama said: "It's not hard for me to stay on message.
"My job is not to be distracted by the 24 hour news cycle,'' the president said. "My job is to stay focused on what's going to help the American people and not try to score political points.
"I have tried to maintain a tone, and my White House has tried to maintain a tone, that is open to all-comers,'' the president said. "In spite of all this, there is this unyielding partisanship, and I think in some ways it has gotten worse.''
Reasonable voices have been "shouted down'' in the process, the president said, with his appearance before Congress arriving at the end of a summer of tumultuous congressional town halls.
"I hope that the Republican Party can rediscover that voice,'' Obama said. "I think they'll find they have a partner in the White House on a whole lot of issues.''
Obama also addressed the criticism surrounding his back-to-school address to schoolchildren this week, broadcast by television and the Internet from a high school in Arlington, Va.
"I have been talking about the importance of education,'' he said, calling his message "ironically, a very conservative message, about each person taking responsibility to make sure their children are learning... I have a bully pulpit,'' he said, "and I thought it would be a good way to kick off the first day of school.''

This healthcare reform is turning into nothing more then forcing people to buy healthcare from private companies. This is the bailout for the insurance/healthcare companies. Being forced to pay will not drive down cost but will bring huge profits in. Of course with over 10% employment and huge underemployed, why not force them to pay for insurance and at the same time never fix the ecomony so that people have jobs and access to healthcare. It is going to be one term Obama. Way to have a backbone, Mr. President.

I read in USA Today that to pay for the healthcare bill they will raise taxes and charge higher premiums for seniors. Just what we need but we knew it was coming. I guess no retirement in our futures even though my husband is already past 65. Thanks Obama. This is not the life we planed on or for our grandchildren. Someone please find the "real" birth certificate.

My hope is that President Obama will continue to fight for, and present tonight, the " government-run " public option. If it is good enough for our servicemen and servicewomen and our elected officials, it is good enough, for we, the people. It is needed by me, because of the outrageous premiums and out-of-pocket costs, in my fight with cancer and I know, it is needed by many millions of Americans. I did everything I was supposed to do, but I was hit with the cancer and had to retire early. I am a union worker and I worked for a quasi-government agency, so when I retired early, due the weakness I experienced from the cancer therapy, I was supposed to be covered by the contract, which included healthcare until 65 yrs., It was a negotiated contract that was in place when I was hired. Six months into this "forced" retirement and I was informed that they were discontinuing my healthcare, a negotiated element of a union contract, unless I want to pay for it myself. Well, on $1100 a month pension and the healthcare cost is $582 a month, to live on, not counting premiums and out-of-pocket cost, that doesn't leave much to live on and to continue to fight the cancer. So, you see, the whole system of healthcare needs to be reformed. Given the fact that from former President Truman, who was the first to battle the vested interests, to President Obama the fight has been a tragic one, with many early deaths and much unnecessary suffering !! Why ? The whole Healthcare System has allowed Greed to determine medical policy, including the corporate bureaucrat that determines the life and death questions of the patients !! That is why we need to join President Obama and fight this multi-headed hydra, it is killing patients in the name of greed and it has made America sick !!

Why does Obama have to make this so complicated? Only 15 percent of Americans do not have health insurance and only about 4 percent because they are poor and cannot buy it (U.S. Census Bureau). Why not just extend Medicaid to cover poor families without creating another costly (estimate $1.8 trillion by CBO) federal bureaucracy? Or is this issue more about control over the populace than providing health care?

Van Jones has already done more to benefit America then Glenn Beck will ever hope to do. And if members of Congress had any depth of character they would have been quick to acknowledge that. If you don't believe it - take a look into Van Jones beyond the clips you see on Fox News. The man is brilliant regardless of his past discretions. Don there is only one problem with the goverment plan. We will NOT have the same coverage as congress has. The republicans tried to add to the bill a clause that would require congress to take to gov't plan and the dems said no.

If we are to have a Public Health Care Plan, it should:
Be actuarial sound---abiding by same standard of private plans and same actuarial basis used for pricing.
Be funded only by premiums. No taxes or government funding should be involved. No shortfall will be made up by any governmental body.
Be non-profit to avoid problems like past GSAs.
To make its operations comparable for evaluation and auditing, all expenses should be paid from premium collected. Including claims, salaries, operating expenses, facilities.
The plan must be used for all government employees, Federal, State and Local employees, including Executive, Congress and Judicial. No other governmental plans will be paid for. Employees will be free to purchase from other private plans but no governmental subsidy will be used.
It will replace all other Federal medical plans such V.A..
No governmental employee will be allowed, directly or indirectly, to contact the administrators or any employee of the Plan to plead for special consideration of a patient or treatment, location of Plan offices, equipment [e.g. no request for vendor use].
All claims will be reviewed by adjustors and doctors without names available so no political influence will occur.
The top ten officials will be paid at the minimum of 1. average of top ten private plans compensation for equivalent positions, and 2. $200,000.
All other employees will be compensated at no more than the minimum of average of top ten private plans and $100,000.
All jobs will be non-union to avoid strikes. At a minimum all jobs will be under ‘Right to Work.’

Now! he's really going to get in the GAME? It amazes me to see all the vitrol and mystic understanding of what is not out there. There really is no REALISTIC legislation to base anything on folks. Over a thousand pages of gobblety goop that noone, not even our preisident can clearly understand or explain to the public. Oh he has great ideas alright but none of them are realistic enough to get etched into legislation without including the insane notions promulgated by the far left Pelosi-Reid nut cases.
Reforms are needed. Health Care and Health Insurance has to be affordable to all Americans (skip the illegals please). This circus called Congress has become soooo demeaning and rediculous to the majority of Americans that nobody, nobody can stand firmly behind it and expect political survival.
That's what it's all about folks, political survival and power. These goofballs we have elected (not me by the way) are taking us all for a ride. Over 120 unemplyed and unemployable, Americans are having trouble buying food and paying for shelter, and can't afford a $1 bottle of asperin from the local Dollar Store. President Barack Hussein Obama has to understand that no American wants the Government and their Empoyer to determine what type of Healthcare is needed, especially when most Americans don't have steady, good paying jobs. True Libertarians do not always back the Republicans, and did not like or agree with many of the things the Bush White House did. And Libertarians do back Democrats that hold their beliefs.

If President Obama really wants a Health Reform Bill that has Bi-Partisan support, he needs to meet with the Republican Congressional Leadership. It is being reported this morning that Obama has not met with the House Republican Leadership since April. This does not sound like someone who wants Bi-Partisan support. And his Press Secretary put down Senate Finance Committee Chairman Max Baucus (D-Montana) attempts yesterday to pass a Bi-Partisan Health Reform Bill. The Country needs Health Reform but may not get it because Obama is in bed with Speaker of the House Nancy Polosi and they want all or nothing. It is time for President Obama to show some leadership and bring ALL sides together and pass a Health Reform Bill.

Bobby Mobby...well, my Dad's pretty satisfied with his Medicare, my son has no big complaints with the VA services he gets, public education has worked out ok for most of us, my Mom's happy for her Social Security checks, need I go on? There are plenty of gov't programs doing what they were intended to do. Sure, there's waste and fraud in all programs that are meant to 'serve'. What the Hey! Republican creed, is the need for greed!! They all have the insurance and health care industry in their back pockets, also the blue dogs and maybe some dems, Baucus comes to mind! If the public option is tossed aside, then they may as well not do health care reform. The insurance industry and health care industry is too greedy to regulate themselves. That would be like letting wall street regulate itself, you see what happened to our financial industry without regulation. The Republicans had eight years with control of the executive branch, the judicial branch and the legislative branch and didn't do anything for this country, only for the wealthy. The Republicans never do anything for this country, they only do things to this country. This reminds me of the speech on the stimulus bill that had to pass right away before anyone could read it. I remember hearing him say that projects would be "shovel ready" and unemployment would not exceed 8%. Right. I think his actions and (lack of) results speak louder than his words.

Ok, here is goes... The current HR3200 does everything that we the American people do not need.
The following steps are what are needed:
-All people must buy private health insurance (either through the company they work for or on thier own)
-Tort reform: Finally... stop being in the posket of the lawyers!
-Institute the FairTax.org and do not tax people for healthcare needs nor buying insurance (taxes on all people... the rich have non tax breaks... drug deals would have to pay when they buy things also.)
-Stop taxing corporations... taxing a corporation only leads to higher prices for thier goods/services and reduces US exports.
-Government needs to stop spending money on all non-constitutional items.

I'm not sure about the unemployment prediction you post, but I'll give you the benefit of the doubt. It's not easy to make that kind of forecast when there are that many variables involved. But, the stimulus money is beginning to get into the pipeline and it has and will continue to make difference. The results you can't find are verifiable. You have to look. Don't be so quick to trash a man who's trying to make things better.

Are you seriously that blind? Your statements are EXACTLY why we need this health care overhaul AND the public option. Because people are out of work, can't afford food, shelter and basic medicines. Health care is the number one expense for all businesses, and the reason people are laid off, places close, etc. -- because health insurance is so expensive. And if you can get it, many premiums, co-pays and deductibles are through the roof. We already have employers deciding what kind of health care is available -- it's whatever they can afford to pay the private insurers. Seriously, get a clue.

And exactly how do you propose we all do that? If private health insurance wasn't so insanely expensive we'd all have it. But it's simply not affordable for a large number of Americans. Even if your employer offers it; many times the premiums and deductibles are sky high. That's the main reason health care reform - and the public option - is needed. Health insurance, in its current form, is unattainable for many. You obviously have quality, affordable health insurance. No scrimping and saving and doing without simply to pay your out of pocket costs. Good for you.

There's nothing to worry about there, Sharon. HR 3200, the current House health care bill, specifically prohibits enrollment of illegal aliens into any health care program. But, since the health care plan won’t take effect until a couple of years after its passage, Barack Obama and Company will have some time to make sure we won’t have any illegal aliens in this country. That’s because they’ll seek to grant them all immunity and “legality” in time to sign them up for a health care plan. You’re just not looking at the big picture.

Conspicuous by its absence in President Obamas address to the Joint Session of Congress was any mention whatsoever of illegaliens. Not the impact they have on the economy, or healthcare or jobs. Just one doublespeak promise that anyone here illegally would not get benefits. Pay close attention to what he actually said and you'll see the built in out.
