Newt Gingrich, the former Republican House speaker and purveyor of the GOP "Contract With America'' that helped his party win control of the House after President Bill Clinton's election, says GOP chairman Michael Steele has started work on a new framework for 2010 that he is calling "First principles.''

"I've been talking with Republican National Committee Chairman Michael Steele, '' Gingrich said today, speaking with students at C-SPAN's Cable Center Class.

"He is developing a first principles model that I think is a very exciting , positive step in the right direction,'' said Gingrich, who has said that he will decide by February about waging his own campaign for president. "B September , it might be very, very good for the Republicans in the House and Senate to have a common ground on which to campaign, whether they call it a Contract for America or some other device.

"Having a positive set of things that say, 'if you elect us, these are the positive steps we will take,'' Gingrich said, on a program that C-SPAN3 is airing at 5 pm EST. This "may well be the key building block to really become the alternative party, not the opposition party.''...

"If the Democrats stay stuck over on a very left wing program and if they continue to have a job-killing record in Congress, I think by September and October you could suddenly have a very exciting election.''

The fabled Contract which Gingrich, Dick Armey, Tom Delay and others fashioned six weeks before the midterm congressional elections of 1994 led to a GOP takeover of the House that kept a newly elected Democratic president in check - a formula that the GOP would love to revive for the 2010 midterms.

A Gallup Poll this week found that Republicans are doing well in the "generic candidate'' race - with more people saying they are likely to support a Republican than those saying they are likely to support a Democrat. Gingrich suggests that his party needs to put more than names on those ballots, and add some principled promises as well.

"We didn't do the Contract until very late in the campaign,'' he noted. "You could begin to put together a set of firs principles around which 80 percent of the country would rally... and then come Labor Day, you could begin to look a what are the five or 10 biggest things that the Republicans could offer as their contract for America.''

He's got four ready to go:

"The No. 1 issue is jobs... The No. 2 issue is energy... The No. 3 challenge... replace the big government monstrosity that they passed on Saturday ( a reference to the Democratic-led House healthcare bill. "The No. 4 challenge is education.''

Why is it that disgraced former Republican leaders like Gingrich never go away? Geese!


Not only is this "Contract On America" crap a Republican retread, it was a widely ignored retread back in the 1990s, as many of the Republicans who first ran in 1994 on term-limit pledges promptly broke them once they got a taste of power and there's little doubt things would be any different this time.


But the bigger issue here is this: If the Republican party wishes to be taken seriously again and not be called a party of No ideas, they not only need ideas, they need NEW ideas. Dusting off discarded and discredited policies from the failed Gingrich era and presenting them as new and spiffy is not a NEW idea.


Back to the drawing board, Repugs. A lot of us have 1990s nostalgia, but we still have to live in the present.

When the Dems got the House and Senate majorities in 2006, I began looking for the Republican hypocrites to suddenly rediscover their "value" of term limits. I'm surprised it took them 3 years.

I don't like Newt. He is another McCain, he's a Rino. He has said certain things in the past that just turned me off completely. He has no backbone. He couldn't stand up to Obama. At one time I really liked him, but over the years I've paid close attention. Sarah Palin is my only pick for President. She knows me, and I feel I know her. I know how she grew up, and was raised cause it's just like I was. I trust her to make good decisions. She has more balls than most men.

I'm glad that the RNC supplies this reproductive health care coverage for its employees. Unplanned and health-crippling pregnancies can happen to any woman, and they should not be financially hampered from the full array of choices in dealing with such matters. No woman should. So, for once, hurrah to the hypocrites for not doing as they say the rest of us should do.

As a conservative, I am kind of tired of listening to Newt. His commercial with Nancy Pelosi did it for me. So, we saw how the contract worked the first time. When these guys get into power, they lose all sense of reality and only focus on themselves and getting re-elected. We need a new generation of Republicans with Principles - Newt had his day. Dear Mark. Newt and Dick Armey did not write the contract with America. Fred Everett a member of United We Stand went to Newt and told Newt to adopt United we Stands platform in which Perot ran on in 92. Newt went to Frank Lutz and asked Frank what he should do. Frank told Newt to adopt United We Stands Platform and run under it and they would take back the house in 94. That is the real story behind the contract. That is how the Republicans came up with the Contract.

One item the country will certainly support is criminalizing voting yes on a bill that hasn't been read. The more that is uncovered in the cap and trade bill, the more we know that those that voted to pass that bill need severe punishment. Starting point to punish - remove all the special pension benefits from those in Congress that supported it and their special health care too. Let them be placed instead at the lowest level of social security and medicare that the lowest rung of anyone in America can be on! Best way their arrogance can be justly punished.


If this new "contract" included stopping anymore special rights for women legislation, I would not only vote again, it would be for a Republican. For the 90% of US citizens that are too clueless to know what I am talking about, look up Equal Pay Act 2009, VAWA, WIC or for any of the hundreds of special government organizations for women (including the fact that they get a certain percentage of all government contracts). .

It lowered taxes and strengthened our economy more than at any time in history. Sounds like good times, but I have serious questions regarding Newt's faux pas in NY-23. Will this contract actually make inroads toward smaller, more accountable government or is this just another "vote GOP even if they have no relevance to the party platform" drive?

The country is currently suffering due to electing a guy who talks the talk but doesn't walk the walk, so I'm really gonna need more than some flowery speeches to have any confidence in Mr. Gingrich.


I guess ILLEGAL IMMIGRATION is not an issue to Newt and the boys... neither is the endless attacks on heterosexual White Christians, aka affirmative action.

The CWA was a success because it nationalized the elections. If you can't even admit that, I can't help you.

CWA2 would do two things: First, it would once again focus American voters on a short list of ideas to support. Second, and most importantly, it would bring forth the appearance of leadership in the Republican party.

As Frank Luntz always says, it is perception that matters. Right now, it is apparent that people perceive, regardless of your or my point of view, that the country is headed in the wrong direction under Democrat control, for a host of reasons. One thing the wave in 94 DID do was guarantee that employees of Congressmen and Senators were afforded the same protections as all other workers in the U.S. i.e. the new Republican Congress killed it's exemption from the EEOC rules. Also, for the first time since being proposed in the 18th century, laws were passed to keep sitting lawmakers from voting themselves instant pay raises. Say what you want about Republicans, I'll probably agree with most of it. But 40 years of Democrat control (including the Congress that originally passed it) couldn't seem to figure out that THEIR employees shouldn't be discriminated against on the basis of race, creed or color either.

Few people identify as Republicans because Republicans sold out the rest of the original Contract. That doesn't mean we who don't call ourselves Republicans don't still favor the Contract. Quite the opposite. Liberals who look to low numbers of self-identifying Republicans as an indication that there are low numbers of true Conservatives and Libertarians (who are also against Big Govt Tyranny) do so at their own peril. Maybe the contract would be unlikely to stick, but at least it gives us something to hold them to. Both parties lie to us. I like Republicans' lies better. ;)

Gingrich seems to be suffering from a mass ailment among Repubicans, Tea-baggers, and Conservatives. It is called Mass Selective Amnesia, or MSA. Yes, with all their bluster and BS they have concurred a very bad case of MSA. It is usually caused by talking about the problems that have beset our country, including the economy and the huge unemployment numbers, but also occurs when talking about debt and deficits.


America - if Repukelican party nuts like Newt Gingrich don't really suffer from Mass Selective Amnesia, then they are bold-faced liars. The truth of the matter is that our economy was crashed by folks like Gingrich rubber-stamping every failed policy of a failed President, George W. You got power hungry and grew government and in the end gave us Obama, Pelosi, Reid, etc. America has a contract; it's called the Constitution, a document that Newt and now Michael Steele have torn to shreads. But if returning to the tax policies that existed before Bush is the thing that's got a bee in your bonnet, claiming the end of the republic is at hand -- go for it. If you've suddenly decided that preventing government efforts to stave off a second Great Depression is the thing you're going to hang your collective hats on, or that saving one of the prime manufacturing sectors still left in the country is a bridge too far, by all means protest. Who's stopping you? Who's intimidating you?

A good set of clear principles with an agreement to follow it is a winning strategy. If I'm not mistaken 9 out of the 10 promised in the original contract passed. I'm wondering how hold the folks are on this thread, because they don't seem to have a clue what happened in the 1990's.

Right after Clinton was elected, he went far Left with trying universal healthcare (which the public rejected) and he implemented gays in the military through Don't Ask, Don't Tell. He gave us the biggest tax increase in U.S. history.

All of this was too far Left for the country and the entire country rejected the Democrats and put the Republicans in control for the first time in over 40 years.

So what happened with the 10 items on the Contract With America?

Bill Clinton signed 7 of them, including Welfare Reform, which was a huge success.

Clinton vetoed tort reform.

Term limits requires a 2/3rds majority, not a simple majority, and was voted down by the Democrats.

Obama is Jimmy Carter all over again. He's raising the price of energy. He's lowering the value of the dollar. He's raising the unemployment rate. He's raising the cost of doing business. He's perceived as a weak leader by our enemies and they are pushing him around. He doesn't like the Jews in Israel, just like Carter. Inflation is going to go through the roof very soon. Interest rates will necessarily go up past 10%, just like Jimmy Carter.

So we know how this plays out. In the end, Liberal policies fail. They are ill-conceived, not logical, and don't work.

7 years after 9/11, not a single terrorist attack on U.S. soil under Bush. Obama is in office for 10 months and we have had two - one in Arkansas and one in Texas.

It was clear that when the Republican Congress passed most of the Contract With America, then Bill Clinton took credit for all of it in his '96 acceptance speech. Guess what one of those items were? People here are confusing the fact that Republican party MEMBERSHIP is around 20%, while support for conservative policies is much, much higher.

Furthermore, simplistic slogans and abstract expression of principles won't suffice. CwA in 1994 on paper was great. Repub control of Congress from 1994 to 2006 was a failure: our Congressmen did not even begin their proposed mandate. I don't know what was more unforgivable: not scaling back government projects or completely turning a blind eye to illegal immigration. And while the other side literally now has clowns in their ranks (out of Minn), we too seem to be attracting the wrong sort of political "leaders". We are hardly the party of "no". Unfortunately elections only have consequences when Democrats win them. GWB made a comment about winning reelection and that he was going to spend some of the political capital that came with that reelection. He was excoriated in the press and by Democrats who reminded him daily that he still had to give equal consideration to the minority party which he did. Fast forward to the Democrat's sweep to power in Congress and we see exactly how important they view listening to the minority party. We have ideas, the Democrats simply won't listen and the media is deaf, dumb and blind when it comes to supporting the Republican party. That said, we need to do a better job of communicating our message.


As for new ideas, we don't need them. Fundamentals are what they are. Strict interpretation of the Constitution, limited government, low taxes, fiscal responsibility, personal responsibility and accountability and strong national defense are tried and true answers. Regardless of whether the GOP finally comes around and finds its CONSERVATIVE roots or a 3rd party (Conservative Party, if you will), labels and party names really matter little. Steele may well have been my choice as a write-in before he took the helm of the RNC as "fundraiser in chief". At that moment, I realized that his "conservative stance was simply a political ploy to gain that position.

Take Pat Buchanan, Ron Paul, and Sarah Palin, throw them in a blender, and that's about as close to Reagan as we can realistically hope to achieve after so much damage has been done by BOTH major parties.

BOTTOM LINE: Candidates' party affiliations do NOT matter. Only the candidate him/herself does. The Contract with America2 is a great idea. In the 1990's President Clinton enacted several points from the first Contract with America (major credit to him!) that served the country well. Holding our government officials to solid 'bedrock' American principles, the constitution, the bill of rights, etc. makes for a strong, dignified America. Never waiver...

I'll take a Huckabee/Jindal ticket, then put Ron Paul as Treasury Secretary (or let him chair the House Finance & Banking Committee that he sits on--instead of Barney Frank), Newt as Education Secretary and Palin to the Senate to get seasoning or have her replace Steele as head of the RNC. Lieberman should either be Defense Secretary or an "ethics czar". I'm skeptical since Republicans failed to live up to the first Contract With America. Of course we need these ideas (they are more in line with freedom, less government intervention, and the founding principles of this country) but I'm afraid this will be a disingenuous move made in the name of power grabbing, not a a genuine love of freedom and capitalism.


We need term limits and a third party for moderates. Ideological differences have caused both major parties to get too extreme.

If the GOP doesn't accept moderates, we definitely need a third party for moderates. and a mandatory 12 year cap for members of Congress.

Well it all came tumbling down for Newt when it was discovered that he was two-timing his wife; he couldn’t say too much about Clinton’s immoralities with a young girl. So he resigned. He couldn’t stand the heat.

He let others including Sean Hannity classify him as a “family values” man. He lied to his wife, to me and thousands of others; I could never trust him in a responsible leadership position again. Some say he is very smart, I say he belongs where he is – with his inside the Beltway buddies in Washington.

- Federal Budget to use honest zero-baseline budgeting.

As long as people wave one flag or another and cheer for one party or another as if it matters, we are screwed. 2. Term Limits for all
3. An amendment to the constitution that states congress shall make no law it does not impose on itself, so things like HEALTHCARE BILL ... if good enuf for me, it damn sure good enuf for them!
4. Pass legislation that fixes the gerrymandering and just assign counties for legislators.
5. Make law that a bill is to be presented by itself, not encompassing a bunch of bills into one. Latest example is Defense Bill with the Hate Crimes bill attached. And, no PORK ATTACHMENTS from special interests.
6. Mandatory balanced budget set at 10% of GDP or something.
7. FLAT or FAIR TAX! 10% for all income period! No exceptions, everyone equal.


Americans won't be able to have a contract with the GOP unless the contract has new ideas from people who haven't already proven to be hypocrytes. We don't want to hear about tax cuts or tort reforms. Been there done that. You must give us new ideas for our economy energy. Forget about healthcare. It will allready be passed by then you will have lost tour oportunity to address that issue. Next time we do send y'all to power remember to fulfill your contract so there will be no need for another contract with the sane recurring issues.


I think most of the commenters here have no idea how many of the provisions of the Contract With America actually made it to the floor and got voted on (and vetoed by Billy). Nor do they have any idea what happened when the freshman Republicans of 1994 voluntarily withdrew from seeking further terms, only to be waited out by the career big spenders. 1. Put the army on the border to stop ALL illegal immigration.
2. Change the Constitution to say that to be a citizen you MUST be born in the USA and have at least one parent who is a citizen.
3. To vote you must speak and understand English. English only ballots.
4. Make English the official language in the USA.
5. Allow health insurance to be sold across state lines.
6. Send ALL non-citizen prisoners to Arizona and let Sheriff Joe take care of them.

Gingrich showed us his priorities a few weeks ago when he backed Scozzafava over Hoffman in the NY-23 race. For him (and the other RNC party leaders) it's nothing other than party over principles. Most of our citizens have become lazy and allowed a party to dictate thier political and philisophical ideals, where all they have to do is make the choice between a D or an R. Shame on us... I don't trust either party anymore, I would love to see more independant candidates, and preferrably none of them career politicians. I actually expect to hear some truth and commitment from those who wish to work in service for the citizens of this republic.

The Republicans are indeed bringing up old ideas …and thank God for it! Personal freedom, personal responsibility, limited government and free markets are old ideas alright and they should be constantly in front of the American people, I believe. The “new” ideas of the Democrats are actually quite old too, the idea that government has the best solutions, not individuals, that the best economy is one based on central planning and government control. Soon both ideas will be before the American people. .


I have no problem with a 'Contract With America', or a newer, updated version. What I DO have a problem with is not living up to those promises and ideals! That's what happened after the '94 elections, the GOP ran a great national campaign fueled by the Dems corruption, only to show the world that they too could become just as corrupt and power mad! Backing off the term limits promises still rankles me, I believe implementing realistic term limits is the single most important step we can take to wrestle our govt institutions back. All other things become possible with them.
But Gingrich is the last guy to be offering such things.

The GOP would do well to cast off these 'old guard' career pols and find candidates who 'walk the walk of the talk they talk'. They need to ignore 'advice' from Dems on how to be just like the Dems, and get back to the true conservative principles that party USED to represent.

Funny libs mention term limits, which was number 10 of post day 1 promises. And "old ideas". Don't let the truth get in the way of Republican bashing. Which of these day 1 contract items would common sense Americans reject?
1. Apply all laws which apply to the American people to members of Congress. (duh...)
2. Have an independent auditing company audit the government for waste fraud and abuse?
3. Cut the number of house committees and staff by 1/3? (which had bloated under 40 years of dem control)
4. Limit the terms of house committee chairs (in their role as chair)
5. Ban the casting of proxy votes in committee (you have to be there to vote).
6. Require committee meetings be open to the public (Nancy P promised this old idea, but failed to deliver).
7. Require a 3/5 majority for tax increases.
8. Guarantee honest accounting by implementing zero baseline budgeting. (bottom up from scratch rather than based on last year).

And number 1 after that - a balanced budget amendment (which failed by a single vote in the Senate). Think of where we'd be today had that been allowed to be ratified as a constitutional amendment! No deficit spending! Dem's could have kept Bush's unlawful war spending in check with 1 more measely Senate vote - but they passed on the opportunity. And Obama wouldn't be trying to spend his way out of the recession. And to have such a bloated gov't, we'd have to actually pay for it through our taxes.

But no - libs today focus on the congressional term limits and taking school lunch programs from poor kids, and how the contract was a "failure".

Speaker Gingrich is one of the smarter folks to have been in government in a long time. He has been an authority on US healthcare since before he left Congress. He is the first I can remember noticing that medical mistakes kill more than two full 747's crashing every day.

So keep up being proud that your party is represented by a donkey or an elephant, but this is no time to be tossing aside great, reasoned leaders who have the interests of the whole country at heart. And knows how to get things done.

The reason for the deficit is not the health insurance bill, but the wars and tax cuts --which the majorities of both parties seem to support. It's time to vote for a socialist third party. The capitalist parties are only interested in tepresenting the corporations' interests.


First of all, both parties suck. Both parties support public interest groups more than the people. Both parties are comprised predominately of people who are working for their own financial benefit, just like the rest of us.
Secondly, we all need to learn that what we read in the news is what they want us to know and think, not the reality. Hence the gag order on the healthcare plan/debate.
Most importantly, regarding Abortions, Medical Marijuana, etc. By not supporting these causes, regardless of your own beliefes, you're condoning the government robbing us of our freedoms. We have the right to make the choice regarding these issues as individuals, not as a governed nation. It should not be up to our massive government to control every single aspect of our lives. I support a nationalized healthcare option, but there has to be financial justification and a freedom earned, not taken away, with the passing of a public option. Instead, there's more rules and regulations that will be implemented to further "govern" our lives as "free" citizens in America.
Democrat or Republican, I don't care, just give me options and freedoms. Empower people to make better choices rather than forcing it down their throats.
Also, if you want to know why healthcare's cost is so out of control, you can attribute it to all of the chemicals in medicines that not only effect us, but generations to come as well. As a country, we are so chemically dependent upon things that are completely unnatural to our bodies. That is not to say all medicine is bad, but with these medicines come new issues and side effects, which call for more medication and it has just become a vicious cycle.
Obesity is the largest threat to our health as a country, thus exacerbating health care cost, so perhaps, by trying to regulate the quality of food these fast food companies are selling would lead to a healthier country.
Passing laws/bills/etc isn't the only solution we have as a country. We have the freedom of choice, or we should, and I am tired of every aspect of my life slowly being taken over by a big expensive government who ultimately doesn't give a crap about who I am, how they could improve my life, and how they are paving the way for a better future. How will you ever motivate people to be better, healthier, and more productive if you keep fixing the problems we cause for ourselves?
