The Obama administration, offering evidence that its much-maligned efforts to spur economic recovery have begun to take hold, said Tuesday night that the $787-billion stimulus program saved or created 1.5 million to 2 million jobs last year.
These latest figures from the White House Council of Economic Advisors are certain to be challenged by Republicans, but the employment and economic effects of the stimulus cited in the report are generally in line with estimates from some leading private economists as well as the nonpartisan Congressional Budget Office.
"This is truly a stunning effect" of the Recovery Act, Christina Romer, chairwoman of the council, said in a conference call with reporters.
She expressed confidence that the package of tax cuts and government spending -- the largest of its kind in U.S. history -- ultimately would fulfill President Obama's promise of boosting employment by 3.5 million jobs by the end of this year. As of the end of last year, about a third of the $787 billion had been spent, although about half of the total has been committed.
The council's report, mandated by Congress as part of the stimulus act and released late Tuesday, came as Obama mounted a full-court press to defend his record on jobs. That's a major vulnerability for the White House and Democrats in Congress as they head into midterm elections in November with double-digit unemployment predicted for all or much of the coming year.
Even with the stimulus, the U.S. economy lost more than 4 million jobs last year, including 85,000 in December, according to the Labor Department. And the unemployment rate last month was 10% -- a figure that is widely expected to inch higher in the months ahead.
In its first quarterly report on the stimulus, issued in September, the White House estimated that the Recovery Act had raised employment levels by more than 1 million jobs as of the third quarter. The new report incorporates data from stimulus recipients who said they saved or created 640,000 full-time-equivalent jobs as of the third quarter.
The White House's estimate of stimulus-induced jobs for 2009 is based on economic modeling and projections and as such is likely to be met with considerable skepticism from Republicans and other critics who have not only questioned the methodology but also documented cases in which stimulus money went to dubious projects.

Romer acknowledged that it was hard to make employment-creation claims when the economy had shed about 8 million jobs in the last two years. But she noted that job losses had declined dramatically since the first quarter of last year, when they were approaching nearly 700,000 a month on average -- far more than the approximately 69,000 a month lost during the fourth quarter.
Without the stimulus, Romer said, the economy would be as many as 2 million more jobs in the hole today.
In the same vein, she said, without the benefits of the stimulus, the economy would have shrunk instead of growing 2.2% in the third quarter.
The report estimates that the Recovery Act added 1.5 to 3 percentage points to gross domestic product growth in the fourth quarter, which is in line with estimates from professional forecasting firms such as Moody's Economy.com and IHS Global Insight. Many economists expect fourth-quarter GDP to show growth of 4% to 5% at an annualized rate.
Even so, employers have been reluctant to create jobs. And economists widely expect GDP growth to slow this year, prompting calls for additional government stimulus. Although the Obama administration has been reluctant to propose another large-scale spending plan amid sharp criticisms from deficit hawks, it is considering various ideas aimed at stimulating job growth, such as tax credits for hiring and help for small businesses and for certain potentially big employment producers such as so-called clean energy.
The report shows that the stimulus has been slow to create clean-energy jobs, which include wind- and solar-power generation, energy-efficiency retrofitting and high-speed-rail construction. Obama has made clean-energy job creation a centerpiece of his vision for job growth.
Though the Recovery Act includes $90 billion for clean-energy programs, only $5 billion has been spent -- with nearly half of that in the form of tax breaks for renewable-electricity generation and other areas.
Barely 5% of the $20 billion earmarked for efficiency and the $26 billion tagged for renewable-energy projects has been spent.
The Council of Economic Advisors report blames the green-job lag on the time-consuming process necessary to identify and evaluate potential recipients. The report said "most of the clean-energy investments occur through grants and contracts that require that proposals be reviewed before funds are expended."
In total, the $5-billion clean-energy spending so far has created or saved about 50,000 jobs directly, a roughly $100,000-per-job expense.
The White House estimates that the clean-energy spending will end up bankrolling 720,000 "job-years" by 2012, which is the equivalent of 720,000 jobs lasting one year each.

Mr. Obama's policies have expanded these agency budgets by another 57% over just two years." Obama has also increased federal welfare spending by one-third over the first two years, with total government welfare spending now slated at $10.3 trillion over 10 years.
From the early 1950s, after federal spending settled down following World War II, until last year under President Obama's neo-socialist revolution, federal spending was stable during those 50 plus years at around 20% of GDP. Today, after one year, the federal government is 40% larger at about 28% of GDP, a national tragedy in terms of lost economic freedom. But federal projections show that by 2040 federal spending will soar to close to 40% of GDP, due primarily to the exploding entitlement programs Social Security, Medicare and Medicaid. Dumping Obama's national health care program on top will just make the situation much worse.
Add in state and local government spending, and total government spending will be well over 50% of GDP. Counting the Obama spending increases and the negative effects on the economy from all this Overwhelming Government, total government spending will grow to over 60% of GDP.
If anything even close to this happens, America will be over. We will be socialist Sweden instead, which even Sweden is leaving behind now. Traditional American prosperity will be gone. Forget about the American Dream. We, as a nation, would no longer be worthy of that. Under the new system where we give most of what we earn to government bureaucrats and they tell us what we can have and how to live, the whole notion of economic freedom and prosperity will have been eradicated.

This $1 trillion in so-called stimulus funds has does nothing but put us further in debt and will extend this recession for years. 1 in 5 Americans are unemployed (counting those who are receivng unemplloyment and those who are discouraged and have stopped looking for work, who are excluded from government unemployment rate). 2010 will be even worse.

It took us 8 dismal years of Bush&Cheney economics, if such a creature exists, so President Obama and Vice-President Biden can not reverse the previous administrations' disastrous record in 1 year. So far, though, so good. We have a very long way to go, but if Americans can come together, we can help those unemployed, that much faster !! Come on, Republican-Libertarians, put down, " No, you can't America " and go forth with " Yes, we can, America" ! If this Administration was serious about creating jobs for Americans, it would suspend the H1B Visa program immediately and cancel all the existing visas.
That single stroke-of-the-pen move would free up tens of thousands of high-paying, high-tech white collar jobs for U.S. citizens.
It would also tick off a lot of fat-cat Silicon Valley political contributors, so don't hold your breath.

That means, if stimulus money purchased a GM vehicle, then they count all GM employees as "saved" jobs.

These "jobs created" statistics have about as much credibility as the industrial productivity statistics once touted by the Soviet Union.
But even if it's true that "$787-billion stimulus program saved or created 1.5 million to 2 million jobs last year," that's $787-billion/2 million jobs = $393,500. per job.
And, the few jobs that have actually been created appear to be mostly government jobs-- which someday will have to be paid for with taxes on the privaate sector.

Really? Well the stimulus recipients DID NOT create those jobs by loaning money to small businesses, so what does this even mean? The banks saved their own jobs. AND their CEOs managed to stay out of jail! So now they get to reward themselves with nice bonuses.
This report has all the signs of an administration grasping for SOMETHING...ANYTHING.
I'm a Democrat, but I'm also a small business owner and it is pretty plain that these two things are at odds now.

Earlier this week, the white house changed the way that jobs saved is counted. If a road project goes through, everyone who worked on that job - whether they would have been laid off or not - is a "job saved.
The "real" unemployment rate, as reported by the Trib today is 17%. I don't think the WH has anything to be proud of here.

Doesn't matter what they say. They have no credibility left. The only thing we know for sure is this administration will say anything, fewer people are working today, and their policies are making things worse. Expect 2010 to have a deficit larger than 2009, a proposed budget for 2011 (due Feb 1) to show $trillion deficits for as far as the eye can see, higher unemployment, higher interest rates, higher taxes (state, federal, local, UN).
Finally people are figuring out that Obama did not inherit the financial mess from Bush- he inherited the mess from from Congress 2006-2008. And the current Congress just keeps making it worse. Throw them all out!

I am an Executive Recruiter and 2009 was the job market I have seen in my 24 years in the recruitment business. I would like to know where all those jobs that the the Obama White House claims were created are? A lot of my client companies have position openings that they are not filling because of the possibility of new Federal Mandates and Taxes from the Health Reform Bill. It seems that Obama and the Democratic Leadership put their priorities in Health Care Reform and paid little attention to the job market.

Only problem is that since chrysler got Federal dollars , they have cut more workers, and sold fewer cars . the workers left at that company have less and less to do every month. Chrysler's long term plans focus on making its new models in Mexico , not the United States. Any jobs saved at Chrysler were only temporary, not permanent. This example is typical of the non thinking of the Obama administration- focus on the short run and ignore the long run.

What most of you fail to understand is that the jobs lost in the past year were mainly managerial and professional jobs because the banking industry collapsed. The jobs created were more blue collar or municipal (teachers/cops). What amazes me is most of you think a job can be created by a drop of the hat !!! Even if Obama gave generous tax breaks to businesses, they wouldn't hire the way you expect them to. This is a greed game. They would hire maybe when demand increases but businesses are enjoying making existing working make up the difference and paying out less. And for anyone to expect a sudden turn around is obscene. Typical American attitude. Want it fast don't care about quality.

The number of jobs in the economy was rising during the Bush administration. The recession he inherited from Clinton, and made worse by 9/11 was reversed.
The Dems hounded Bush for his "jobless recovery", yet jobs continued to grow until the Dems took over congress in 2006.
Coincidence? I think not.
Obama needs to CREATE 8 million jobs to get back to where the economy was when the Dems took over - that's a creation rate of 3x what the historic creation rate is. Better get working!

I read that something like 700 manufacturing firms in Illinois have closed.
700 is a huge number. It takes years, if not decades, for people to build businesses and Obama's policies are responsible for many of these closings because of his anti-business policies. The companies ran out of savings and just went poof.
We need to get rid of these Democrats/Liberals. They have no clue about how the world really works and the pain they cause is tangible.
I guess when Obama talks about "hope", what he means is that we are to hope that things don't get too bad.

Is this 1.5 M jobs number the revised way or the old way the Obama admin. is counting the jobs? It would be best to actually LIST the jobs and sectors where jobs have actually been created. And, where is the new national infrastructure, and the new high speed railroads? We still have unsafe bridges where I live. But, yes Obama, continue to build new bridges in Iraq and Afghanistan. All talk and no walk. All taxpayer theft and no taxpayer benefit. All theft from the middle class for the insurance industry stock market boom. Obama needs to resign for the crime of reality not matching the promise.

The wingnuts have part of an argument. The problem here is whether or not to try a reasonable and rational discussion with crazy wingnuts. It's not so much that the numbers are questionable, as we have no idea on what they are based. Another point is that there ARE jobs available. I see them in the newspaper and several different job sites every day. Or do the wingnuts believe the ads are lying. A big problem is people that cannot get the type of jobs they held previously and refuse to get trained for something else. Tech, medical, and education jobs are plentiful right now. The auto industry is not good right now. As a matter of fact, those looking for the unskilled or low-skilled jobs paying $30.00/hour are probably out of luck. Go back to community college or a technical school and get trained for the jobs that exist. This was true long before Obama became President. But the right wingnuts are not looking for common sense. They only want to insult. One wingnut here blamed Obama for not doing enough to keep a company from going to China. Wait a minute- isn't it a conservative mantra that the government should not be doing this? What a bunch of blowhards!

The Chicago Sun-Times: Factory-job losses among worst in 98 yrs. [Yet the Chgo PMI showed unfathomable strength for years.] A publisher of industrial directories said Monday that losses in factory employment in the Chicago area are among the steepest it has seen in 98 years of compiling data.
Manufacturers' News Inc. said Chicago has lost 8 percent of its industrial jobs since late 2008, bringing the total number of jobs to 114,092. Over the same period, it said, industrial employment fell 6 percent in northeast Illinois, to 593,370 jobs.
Statewide, 51,925 jobs and 709 companies have been lost since late 2008, the publisher said. It reported Illinois now has 854,081 industrial workers at 20,079 employers. Twenty years ago, its database had 1.1 million industrial jobs in Illinois.

NEW YORK - (Business Wire) More U.S. prime jumbo borrowers are falling and staying behind on their monthly mortgage payments, with states such as California and Florida driving the elevated underperformance, according to Fitch Ratings in the latest edition of its U.S. RMBS delinquency updates through Performance Metrics.
Overall, prime RMBS 60+ days delinquencies rose to 9.2% for December 2009, up almost three times compared to the same period last year (3.2% in December 2008). The 2006/2007 vintages combined rose to 12.7% from 4.3%.
The five states with the highest volume of prime jumbo loans outstanding (California, New York, Florida, Virginia, and New Jersey) comprise approximately two-thirds of the loans in question. Prime jumbo RMBS 60+ days delinquencies for these states at December 2009 compared to December 2008, and their approximate share of the $388 billion market, are as follows:
--California: 10.8%, up from 3.5% (44% share)
--New York: 5.8%, up from 1.8% (7% share)
--Florida: 16%, up from 7.3% (6% share)
--Virginia: 5.4%, up from 2.3% (5% share)
--New Jersey: 7.1%, up from 2.3% (4% share)
Prime jumbo borrowers that were current on their mortgage the previous month but missed a payment the following month (roll rates) averaged about 1% a month for the last 12 months, reaching a seasonal high of 1.3% in December 2009. 'While some of these borrowers caught up, many either remained a payment late or became more delinquent in the succeeding months,' said Managing Director Vincent Barberio.
Despite some improvement in home prices and a slowdown in employment loss, roll rates have not improved primarily due to the number of prime jumbo borrowers who owe more on their mortgages than their home is worth. 700 is a huge number. It takes years, if not decades, for people to build businesses and Obama's policies are responsible for many of these closings because of his anti-business policies. The companies ran out of savings and just went poof.

Let's recap MS. Romer's plan - something dosen't add up. The attached graph is from Romer's projections.
The light blue line shows what their projection was if no Stimulus was passed - unemployment would peak just over 9% in early 2010.
The dark blue line shows what they projected unemployment to be if the Stimulus was passed - peaking at 8% and now would be about 7.7%.
The Stimulus was passed and unemployment is 10%, about 2.3% higher than they projected, but yet she claimed the Stimulus created or saved 2 million jobs.
It looks like the Stimulus has added a full percentage point to unemployment, but yet it created or saved 2 million jobs.
