Delivering a hard-fought victory in President Barack Obama's year-long pursuit of a national healthcare overhaul, a divided House tonight narrowly approved legislation which both supporters and opponents call historic in its sweep.

The House's 219-212 vote tonight on a Senate-passed bill will deliver to the president's desk an initiative for which he has fought on Capitol Hill and campaigned across the country: A healthcare bill that he finally can sign.

Thirty-four members of the president's party joined all the House's Republicans in voting against the healthcare bill.

The House then approved, by a vote of 220-211, a package designed to reconcile differences between the Senate-and-House-approved bill and another which the House already had approved in November.

Together, the two measures would present the president with a long-sought triumph for the signature domestic agenda of his presidency, a bid to offer health insurance to an estimated 32 million Americans who are uninsured and improve the coverage of those with insurance.

"This is what change looks like,'' Obama said in a buoyant, televised address from the East Room of the White House near midnight. "We proved that we are still a people capable of doing big things,. We proved that this government -- a government of the people and by the people -- still works for the people.''

The second measure still must go to the Senate, where leaders hope to approve it by a simple majority vote under a process of "budget reconciliation.'' Any changes made in the Senate, however, would return that to the House before the president signs it.

"I know this bill is complicated, but it's also very simple,'' said House Majority Leader Steny Hoyer (D-Md.) during the final debate. "Illness and infirmity are universal, but we are stronger against them together than we are alone.... In that shared strength is our nation's strength.''

"Tonight, we will make history for our country and progress for the American people,'' House Speaker Nancy Pelosi (D-Calif.) said in the leadership's closing argument. Crediting Obama for his "unwavering commitment to healthcare for all Americans,'' the speaker said "this legislation... if I had one word to describe it tonight, it would be opportunity.''

"Today, we should be standing together, reflecting on a year of bipartisanship,'' House Minority Leader John Boehner (R-Ohio) said near the close of debate. "We should be looking with pride on this legislation, and our work. But it is not so. Today we are looking at a healthcare bill that nobody in this body believes is satisfactory.''

As the outcome of the vote appeared certain, Rep. John Kline (R-Minn.) told the House: "Perhaps it's time for Washington to stop talking and start listening... I'm listening to the thousands of citizens who traveled to our nation's capital this weekend to tell us in no uncertain terms, they want us to kill this bill.''

At an estimated cost of $940 billion over 10 years, supported in part by additional taxes on the wealthiest Americans, the legislation is projected to offer coverage to some 32 million uninsured people.

Democratic leaders hail the healthcare measure as "historic,'' legislation on a par with the enactment of Social Security after the Great Depression and Medicare in the 1960s. Underscoring that sense of history, House Rules Chair Louise Slaughter (D-N.Y.) brought to the floor and read from a copy of the typed 1939 letter that President Franklin Delano Roosevelt sent to Congress asking it to make a national healthcare program part of the Social Security Act.

"This is a historic day, and we are happy warriors,'' said Rep. John Larson (D-Conn.) in an appearance on CNN's State of the Union. said. "We will be a part of history, joining Franklin Delano Roosevelt's passage of Social Security, Lyndon Johnson's passage of Medicare and now Barack Obama's passage of healthcare.''

Republicans deride it as "a government takeover of healthcare.''

"Some say we're making history. I say we're breaking history,'' said Rep. Mike Pence (R-Ind.), near the end of the debate.

"Only in Washington, D.C., could you say you're going spend $1 trillion and save the taxpayers money,'' Pence said. "This Congress is poised to ignore the will of the majority of the American people.... This is the people's House, and the people don't want a government takeover of healthcare.''

The bills augurs the creation of "a European nanny-state,'' said Rep. Ted Poe (R-Texas) during an afternoon-long series of debates on the House floor. "The American people don't desire more oppressive, intrusive government in control of their health.''

"This trillion-dollar tragedy is just bad medicine,'' said Rep. Lee Terry, (R-Neb.), during final evening debate.

Although House leaders were confident of winning a close vote heading into the floor vote today, a critical logjam was broken when the White House announced that Obama will issue an executive order after expected passage of the healthcare legislation in the House asserting that it will not interfere with an existing ban on federal funding for abortions.

The move was designed to allow bill-critics concerned about abortion to vote for the healthcare bills, and several said they would.

"While the legislation as written maintains current law,'' White House Communications Director Dan Pfeiffer said in an issued statement, "the executive order provides additional safeguards to ensure that the status quo is upheld and enforced, and that the health care legislation's restrictions against the public funding of abortions cannot be circumvented...

"The president has said from the start that this health insurance reform should not be the forum to upset longstanding precedent'' on abortion, Pfeiffer said. "The health care legislation and this executive order are consistent with this principle.''

The move was a signal to conservative Democrats in the House, led by Rep. Bart Stupak of Michigan, that they could lend their votes to the legislation. With House leaders fighting to corral the votes needed, support from Stupak and other holdouts would cement that final vote.

In a news conference following the White House announcement, Stupak and six of his Democratic colleagues said they would vote for the bill. Making no apologies for holding the bill up until the agreement was reached, Stupak said, ''We've all stood on principle... We've always said we were for health care reform but there was a principal that means more to us than anything - the sanctity of life.''

"An executive order is not law,'' Rep. Dan Lungren (R-Calif.) argued on the House floor, asking abortion opponents not to be swayed.

The House's Democratic leaders have secured a narrow victory over monolithic Republican opposition as well as resistance from some wary Democrats in the approval of the healthcare bill which the Senate passed in December. The Senate passed it on a 60-39 vote cast strictly along party lines in a Christmas Eve session.

This bill would require most individuals to buy health insurance, offer federal subsidies to help pay premiums, impose penalties on employers that don't offer affordable polices and create a new insurance marketplace of exchanges for people with employer-supported coverage.

In addition, insurers would be prevented from denying coverage based on preexisting medical conditions or setting any lifetime cap on the benefits that they pay. Young adults also will be allowed to remain on their parents' plans longer, until they are 27 years old.
A momentous day began with protesters assembling early on the plaza of the Capitol.

Opponents of the bill milled around in front of the House side calling out derisively to House Speaker Pelosi ``Naaancy, Naaancy, come outside,'' shouted one protestor. Another, with an anti-abortion slogan on her sweatshirt, knelt in prayer at the stairs leading to the Capitol dome.

In a closed-door caucus for Democrats, Rep. John Lewis, a Georgia Democrat and veteran of the Civil Rights movement who reportedly faced racial epithets from protesters outside the Capitol on Saturday, reminded his colleagues that they were acting on healthcare on the 45th anniversary of the Selma-to-Montgomery Civil Rights marches. Lewis was beaten in an infamous confrontation with police during the first of those marches.

As the caucus meeting ended, Pelosi joined Lewis in leading a caucus march through the street to the Capitol, almost daring protesters to repeat the previous day's slurs. Surrounded by a phalanx of security officers, Pelosi and Majority Leader Hoyer linked arms with Lewis and led House Democrats through a gauntlet of angry protesters.

On the House floor later, Lewis emotionally implored his colleagues to "answer the call of history... Give healthcare a chance.''

A familiar counterpoint between Democrats and Republicans aligned against the bill had played out all day long.

Rep. Patrick Kennedy (D-R.I.) quoted his father, the late Sen. Edward M. Kennedy of Massachusetts, a career-long champion of healthcare reform until has passing last year.

"The parallel between the struggle for Civil Rights and the fight to make healthcare affordable for all Americans is significant,'' he said. "Healthcare is not only a Civil Right. It's a moral issue.

Democrats are hailing the measure for its deficit relief - with an estimated $138 billion reduction in the annual federal budget deficit over 10 years. Republicans are dismissing the projection of the Congressional Budget Office as phony mathl

"The oldest trick in the book in Washington is you can manipulate a bill to manipulate the results,''' Rep. Paul Ryan (R-Wis.) told the House.

"This bill is a fiscal Frankenstein,'' Ryan said.

Even as the year-long legislative journey came to a climactic House vote, the debate was shrouded in uncertainty - about how and whether the legislation would work and about how the politics will play out in the fall. Republican leaders maintain that Democrats who support the bill will face "a price to pay'' in the midterm congressional elections.

That is fitting for a debate that, at every stage, has been riddled with unpredictable twists and turns.

The progress of the healthcare bill has been buffeted by unexpected events, such as the death of Sen. Kennedy, the patriarch of the drive for universal health care; the loss of the Democrats' 60-vote majority in the Senate when Kennedy was replaced by Republican, Scott Brown; an abrupt and well-publicized boost in health insurance premiums charged by Anthem Blue Cross in California; and the proclaimed death and resurrection of the" public option,'' a government-run alternative for which liberal Democrats had fought, time and again. It is absent from the final bills.

More importantly, consumers face vast uncertainty about the impact of the bill. Democrats and Obama plan to devote the next few months to making sure consumers understand its benefits - immediate (insurance regulation) and in the future (insurance purchasing exchanges); concrete (closing the gap in Medicare prescription drug coverage) and abstract (sense of security).

Democrats believe that one of the most important documents in their arsenal is a list prepared by their leadership of the provisions of the bill that kick in almost immediately, including the guarantee that children will not be denied coverage for preexisting conditions and the provision allowing young adults to remain on their parents' policies.

But some Democrats are still anxious that voters will now blame the president and the Democrats for every damn thing that goes wrong - from long lines at the pharmacy to delays in processing insurance claims - whether they are attributable to the health care bill or not.

Rep.John Larson can gush all he wants on CNN, but the truth is that the Democrats don't have the votes yet because of the abortion issue, which could very well kill this thing in the long run.


How does offering health care INSURANCE to millions of Americans amount to a "government takeover of health care ???"

I can think of some things that cost a lot more than this health care measure:

* Laundering TRILLIONS through Big Oil and Big Defense and calling it "The War in Iraq."
* Giving away tax cuts to the wealthiest Americans over the last 20-30 years, while the lower 80% of Americans end up paying higher taxes.
* The Great Republican Recession that George Worst Ever Bush handed over to the world as he left office.


Historic? Passage of this bill won't be as historic as the November elections will be. A historic number of Democratic incumbents will join the ranks of the unemployed. Then they'll wonder where their priorities were at.


This is the final deal breaker for me and the Democratic party. It is proof positive they are just as much corporate puppets as Republicans. Some are claiming catastrophic policies won't count as mandatory health insurance. So for people like me, who believe modern medicine creates more health problems than it cures, and only wants a high deductible emergency policy tough luck. I will be forced to fork up over $5000 to pay for coverage I don't want. Why don't I just mail it to the scum insurance companies? Who take obscene profits every year then play obesity for the rising costs of health care. Dems, don't EVER count on my support again!!!


Republicans failed to connect in a real way regarding this issue. And that's unfortunate.

There are many of us WITH healthcare insurance that wanted to know why the Repubicans didn't address the health care crisis during the 6 years they had control of all three branches of government. This crisis, after all, has been LOOMING for years.

Yes, we know there were terrorists to worry about, but GW had that covered. What were the Republicans in the House and the Senate doing during all of this time?

Secondly, there is the issue that we all face - with or without HCR. Will we have enough medical staff to meet the needs of the newly insured?

This second is a question that a scant few raised during the past year. That was an incredibly missed opportunity. Why? Why wasn't this CAUSE NUMBER 1, instead of "death panels" and silly issues like that?

The fact that the Republicans failed to address these two issue - with which to begin - is the reason we are now in the place we are. Had they been honest brokers, something different might be on the table.


Almost 90% of Americans have health insurance, so we have to increase our debt tens of billions, increase taxes, and pay for abortions with our tax dollars to help 10%? I worked hard to earn the health insurance I get from my employer. Socialized healthcare doesn't work. Ask people in England or any other country with it. We will see longer waits, procedures being denied because they are too expensive, and good doctors leaving the professions. The majority of the American public does NOT want this bill, but the Dems don't care. The economy should be Obama's only focus right now, but instead he needs to shove this monstrosity down our throats. Go ahead and pass this, Dems, and see how many of you are left come November. I knew Obama would bring about the downfall of this country well before he was elected.

America really is becoming an "Us Versus Them" nation.

The net effect on today's quasi unconstitutional heist will be felt almost immediately in many current state legislative sessions. A number of states, including Oklahoma, require a separate rider on health insurance policies to cover abortions. Look for others to follow suit. Pro-lifers, I'm sure, would just as soon all of the procedures be held in the District of Columiba.

It's going to be a tough November for many "yea" voting House Dems - stuck to Madam Speaker Nancy Pelosi's broomstick like it had super glue.

With control of the White House and Congress (for now), my Dems still have to worry about their coalitions: lesbians/ homosexuals, organized labor, trial lawyers, the ACLU, environmentalists, the bankers and mortgage companies given sweetheart deals and the fringe lefties make very odd bedfellows (gee sorry, I meant bedpersons). And, don't forget the independent voters who largely elected Barack Obama and the congressional majority and who now according to scientific polls are largely deserting him.

It's sad that Iraqis who recently voted in their first naionwide free election turned out in a greater percentage than Americans in any president election in the U.S. in 40 years.

Like the President has repeatedly said - elections have consequences.




You may have the votes for this bill. What about the votes needed to keep you in office?


HCR: Just because you CAN, doesn't mean you SHOULD. This is going to destroy America as a country. This whole fiasco goes directly against what this country is about. I would like to propose another bill that would make any member of Congress that votes this horrid healthcare bill into law that allows for abortions, to be arrested and held for being an accessory to "Murder". Why is it that certain people will fight for the right to have an abortion, but will not fight for a person who happens to be on death row,

The US needs to strip the current 2nd Amendment and be replaced with universal healthcare as a right for all Americans.


The Democrats and their supporters are showing their true colors today. Apparently there is no room for dissent in their world, and anyone who disagrees with them must automatically be a "teabagger" a "rethuglican" or any number of other epithets. The fact of the matter is that most people who oppose this bill also opposed the GOP's wars and the bailouts. At least most of the bailout money will be repaid (much of it already has been), although the war's a sunk cost. That anger is what put the Democrats in power in the first place. Now the Democrats are turning out to be just as bad, and that was the last straw, which is why we saw the strength of the Tea Party movement and the election results in VA, NJ, and MA.

Those elections are already reaping some benefits. Gov. Christie is making some tough, but necessary budget cuts in NJ, and has the public's support. VA is on the same path, and with Scott Brown, Democrats will need to cooperate at least to some degree on the remaining issues (health insurance was different since the Senate passed their bill before Brown took office).

It seems divided government works best, and that's what we need to fight for this November.

They say we are greedy, or that we are stupid, and that we are teabaggers. They just can't grasp the idea that we are opposed to communist activity by our government. To the Democrats. No company can afford to pay out $10k in medical treatment per visit when collecting $100 to $200 or so a month. What will happen is the insurance companies will pull out and/or become insolvent. The government will run our health care and will realize they can't afford it and will have to a) severely restrict coverage b) raise all our taxes to about 300X our income to afford it. There is no company that can remain solvent when the medical industry charges $7k for a breast mri that costs them less than $1000 to perform/read etc.. Do you realize how many months of premium it would take you to pay for that?? When are you going to address the medical industry is overcharging? if they charged normal, fair rates, (and not the 300-500% markups which are common), then we wouldn't even NEED insurance. Plus remember that Michelle worked for a hospital and they fronted Obama over $1mm so he is covering their behinds. Basically this alone will collapse our economy. We need to vote these oldies out of office immediately. Also, legislation needs to be enacted immediately that congress can make no laws that they don't abide by. They need to be forced into the socialized healthcare they are plugging and PAY FOR IT... period.

We have worked, struggled, given to charity when we could, helped others and our home town, raised two successful kids and now that we are approaching retirement, we face giving more of our hard-earned money to the government to support this flawed bill that 72% of the people in this country do not want. so whats the problem ? the Hyde Amendment has withstood legal challanges and if Obama needed to further re-inforce it, he will.

What is curious to me is that the RNC offered abortion coverage in it's employees healthcare insurance, and only until the RNC was outed for it's hypocricy, was an order issued by Michael Steele to end this practice.

Why do I feel like my country let me down today ? Maybe all the naysayers are wrong, but how can so many be wrong about this bill being bad for the country ? 66% of the people do not want this bill can they all be wrong ? Today is my 50th birthday, and the my elected official let me down, my country which I served let me down. To all of you who fret or despair over the passage of the health care boondoggle, I say this: Take courage. To paraphrase Winston Churchill, this isn't the end, or even the beginning of the end. It is, perhaps, only the end of the beginning.

A number of states have started work on lawsuits challenging this law. I can pretty much guarantee that a number of organizations and private individuals will do likewise. With the enormity of this law, and the novelty of the power exercised as a result of it, I can’t see how this case won’t make it all the way to the Supreme Court. As I said before, the debate hasn't ended. It is just moving from the halls of one branch of government to another.

On a personal note: I plan not to comply with the law. I will pay the penalties, or suffer anything else they throw at me. A good deal of civil disobedience to this law, and all of those like it, is now required of those who love liberty. Just keep it peaceful.


Good start to HCR. Let's all support Grayson's medicare buy-in plan for all. This plan will give all Americans the choice of buying into Medicare at cost.

It will expand consumer choice and help control cost. Most importantly, it'll allow people like me to purchase a plan for my wife that doesn't cost $770 per month (and she's healthy and young!)

The promised executive order that duped Stupak and his gang into voting for the bill is worthless. An executive order is not a law, and it doesn’t trump the health care bill as written. A president can only sign a bill into law or veto it. He doesn’t have the power to partially sign it into law and partially veto it. Once he signs it, it becomes the law as written regardless of his promised executive order.

Congressman Dan Lundgren, the former Attorney General of California, warned of the ineffectiveness of the proposed executive order from the floor of House. It’s nothing short of amazing how House members chose to disbelieve his warning because they wanted to believe the President. The tragedy is that Obama knows the truth, and Stupak should have known it.

The federal government seems to do a more than adequate job with building and maintaining interstate highways, controlling air traffic, making me strip naked to prove I'm not going to blow up the airplane I'm going to ride on, providing school hot lunches and breakfasts, delivering my mail (especially the bills), keeping our food safe to eat and our water safe to drink, and providing medical care to the elderly, the poor and military veterans. As predicted , the first stages of the Health Care Bill was passed. Why, you ask ? It is because people wish to be seen for their in put of a view and not unite. What is lost is respect with in a concept of { Freedom Of Choice } to be a part of this system or not, with in this Health Care Force Pay Matrix.
What is offered by FASC Concepts is the Freedom Of Choice, because we feel it is unconstitutional to force pay into the failures of Health Care Insurance Companies and then Tax that money. To be able to see the amount taxed in one year as a whole at 50% is around $8.2 Trillion to $8.8 Trillion, please remember according to Government Officials this is to be a spread tax, 3 to 10 years.. There is over 10 thousand companies I have not even got to yet. So lets take this $ 8 trillion 682 billion Dollars , reach into your mind and say ,1 to 3 to 10 years Tax against the Health Care System, then take this 10% tax against the almost $4 Trillion Dollars, your factor must be a multiplication. Then you will see this Tax factor as net value of that system. But of course Government Officials will not show the a net value of a system or that one company, this wold make it to easy for the People to follow the Tax Dollar.
Remember this tax dollar does not include the split petition of the tax forum of increases in other areas, in the name of Health Care Reform. This tax forum I, or we can have very little effect against.
As for theses hidden taxes, they are not hidden. They are built into a split petition. They are meant not to be seen, only revealed as the Progressive Capital Tax Forum works the system in order to not over burden the money system. What is lost is trust because Government Officials by considering the public slow witted and as for this Bill, I want to read the Law that is to represent the Bill. This is because one word has a directive and a code and a sentence can lead to a different truth in concept.
So now it begins, the Civil Rights Law Suits and Constitutional Suits. We are not talking just a few law suits we are talking thousands will be filed because of the Freedom Of Choice is taken away and a Tax against money that is not Government Officials Rights to Tax, the Health Care Money for Coverage.

Really? Well, if shortsightedness in managing health care costs makes one eligible for inclusion with backwater third world countries, then the U.S. is already there. Medicare is already in the ditch owing to its poor design and mismanagement. Even the states are having a great deal of trouble meeting their own health care budgets due to years of budgetary flubs. What I would like to know is: Why you believe this massive spending program (and don’t believe the $940 billion dollar price tag) is going to be administered in a manner any different from the way the feds have mishandled Medicare and Social Security? You have a lot of explaining to do given the federal governments history of mismanagement.

What the article doesn’t explain is the fancy footwork done in the Senate bill to shift large amounts of the cost to the States. That is one of the main reasons many states are gearing up their own challenges to the bill. They can’t afford their own spending even without the new mandates. Did I hear someone say shortsighted?

There is a unity lost between Governing Parties that is needed to help the people feel secure. The moral building block for Health Care.
To see the true Health Care Tax forum you must stop thinking in 3-D,This multi tax forum is against a $100 Trillion Dollar system.. ...
To force pay into another system of failures within Health Care Insurance Groups.
This economy will not balance with this concept of a tax forum against the Health Care System. The issue of how to force pay into this system of Health Care may have worked but I am still troubled over the progressive tax forum within this Bill. It covers so many items and Countries that it only forces the system to adjust itself. In some areas, increases against the people and the troubled economy, and in other areas, less effects will be felt.
But this is my big problem, Government Officials seek help and they are to proud to ask us, “the true working force of Government.” It is understandable they have failed the People and within the United States Of America all we ask is to see us as who we are and not try to bring us into this world of the intellectual. I guess our Prime Directive is that of Star Trek, so it must be understood that for millions of people we are just as happy as can be making $13.00 per hour and we have no interest in this world of politics, and how to be a Enstine. Government Officials must understand that there is a level of people within different parts of this Country, that seek to be only that they find to make them happy.
As for this economy well, it is said that the U.S.A. Arms Division has created enough arsenal to destroy every last creature in the world 2 times over,built with tax dollars. This would be funny if not for the irony of it. And now as time has passed Government Officials keep failing. Before 9/11 all the way to today.
As it is in a world of a system, when employees continue to fail, one or two things happen, one; you get fired, two; if you see into a person a good, then it is political correct to implement a penalty or roll back in pay. But this implement of penalty is more favored in the course of action in the Federal Employment World. So how to fix the economy and unite it with the Health Care issue. It would be in the Countries best interest to implement a 10% per cent penalty against every State, County and Government Official within this Matrix of failures. Hey what is that old saying, what is good for the Goose is good for the Gander. I am serous about this, it is past due to show that our Government Officials they have failed, their system failure reaches into this world of warnings that they brush aside as if the information is not worthy noting. From Pearl Harbor to 9/11/2001 to 3/07/2010 of our tax system and Health Care Reform. This 10% per cent penalty should go into the Health Care Forum.
The big problem that Government Officials have is that they have no street credit. President Obama still has some but if he does not take his family and step away from these dueling Parties, that fight over this Health Care Dollar, and stand with Us he will lose all credit from the streets to the county.
President Obama, I would say to you, you have one last chance to regain the hopes and dreams of the American People. To reach out in a concept that states, if there is 250 million people in trouble because of these failures, I would give all my money to them and then I would say to all that I gave money to, “I have no money left, would you all please give me $1.00 back and then I would have $250. million dollars to start all over again.”

Oh my God!!

It's Happening!!!

I called my doctors office the morning after Health Care reform and I got a recorded message saying that due to the government takeover of health care he was no longer seeing private patients and was being forcibly moved to a huge government medical building downtown. I called My insurance company the person on the phone whispered that private health insurance had been eliminated and from now on I would have to call a government health exchange for insurance…if there was any left.
Frantic, I called the Pharmacy at our local supermarket . The clerk who answered the phone said that the pharmacy had being forced to close in an morning raid by the DEA and that all the pharmacists and drugs had been taken to that big government health care building .
I called my local Catholic hospital. A nun answered . Weeping hysterically she said that they had been shut down, all the doctor and nurses had been forced onto buses and taken to the big government health care building. They were all being forced to become federal employees, And all the old patients in the hospital.....they had been wheeled out on gurneys and left in the street under the hot sun and shivering cold night to die. My God, Sarah was right!!

Just one day after Health care reform,

Armageddon!!
Freedom is coming to an end.
Life as we know it is finished.
The Communists have taken over!!

Oh God!!!
