House Speaker Nancy Pelosi has let a few hornets out of the nest with talk of the House passing the Senate-passed healthcare bill without actually voting on it -- an option, the speaker maintains, as did the House majority whip today.
The idea is to shield Democrats from a vote on the Senate-passed bill, which cleared the Senate by 60 votes, by calling on a parliamentary procedure known as "deem and pass.'' The House, in casting a vote on its own new reconciliation bill that "fixes'' the differences between the Senate-passed bill and one that cleared the House by 220-215 last year, would "deem'' the Senate bill as having passed. (The Senate, in turn, needs only 51 votes for the reconciliation.))
"The plan that Speaker Pelosi has hatched for getting this bill through is to try to pull the wool over the eyes of the public," Senate Minority Leader McConnell (R-Ky.) complained today on the Senate floor.
"There's been a year and a half nearly of debate over this and still more questions than answers,'' Rep. Eric Cantor (R-Va.) said on the House floor. "That's why we are hearing reports that the majority will try and ram this through without a direct vote on the Senate bill, Madam Speaker, We should take an up-or-down vote on the Senate bill.''
It remains to be seen whether this maneuver will be employed -- depending in part on the Congressional Budget Office's estimate of the cost of the package and the language of the final bill. "When we have the substance, then we will decide on the process," Pelosi (D-Calif.) said. "But that would be one option; there are others."
The tactic is known as a "self-executing rule" or a "deem and pass.'' As the Washington Post explains it, It has been used many times before, but never on something as mammoth as the healthcare bill.
"It's more insider and process-oriented than most people want to know," the speaker said in a roundtable talk with bloggers on Monday. "But I like it," the speaker told the bloggers, "because people don't have to vote on the Senate bill."
"There are two or three different ways to do this,'' House Majority Whip James Clyburn (D-S.C.), said in an appearance on FOX News. "That is one of the ways that's being discussed, and that's been used at least 100 times since I've been congressman, I've only been here 18 years. This is nothing unusual.''
FOX's Jon Scott asked: "But given the controversial nature of this bill, and you just admitted it's controversial, wouldn't it be fair to the American people to let their elected representatives put it to a vote? ''
"Well, that's exactly what we're going to do,'' Clyburn said.
"Not if it's deemed,'' Scott said. "Not if she, not if Speaker Pelosi deems that the bill has passed, there wouldn't be a vote, would there?''
"There's been a vote in the Senate,'' Clyburn said. "It got 60 votes for this. What we will be deeming is that those 60 votes that the people got, we will say on the House side we deem that as having been passed. We got 220 votes for our bill in the House. The only thing we're voting on now are the things we call the fixes, the reconciliation. So if that's the part that we'll be voting on, what we'll be deeming already got 60 votes.''

Stop the trickery with a "deem and pass" without an actual vote. A majority of the American people want a vote on such an important issue as Health Care Reform. We do not want political tricks that Pelosi is considering. If they Democratic Leadership tries this under the table procedure they will pay a big price in November.

It's nice to see Repilicans are finally getting called out for their latest Lie (saying that Democrats passing the health reform bill through reconciliation is the same as the nuclear option). The Repug cretins are more than well aware that they are lying since they constantly threatened to use the nuclear option and change the rules of the Senate when they wanted to get Bush's judicial appointments confirmed.
Budget reconciliation is how the health care system has been formed in the United States already and Republicans used reconciliation to pass the Bush tax cuts, twice. And it's been used to pass things like COBRA and SCHIP.

HHH, government takeover of another part of the economy: student loans. I see you swallowed the line that the students will borrow "directly from the US Treasury." Yeah sure. It will be a scored system, like the current Federal Financial Aid program that metes out Pell grants according to who the government deems is worthy. But since you never attended college, you wouldn't know.
The bureaucrats will decide who gets a loan, what school that they can attend, which schools get more loans. It will give the government total control. It's NOT about saving money. NOTHING the GOVERNMENT has ever done has been about saving money, ever. This is a Trillion Dollar program over 10 years. Can you say: "Too big to fail?"

Has the federal gov't ever run a social program that meets the customers' needs and come in under budget?
Look at Debt Clock. Look at the two largets budget items - Medicare/Medicaid and Social Security. It is these programs, and if ObamaCare passes, that will drive this country faster towards bankruptcy. This is what you are leaving you children (hopefully Trickled On HoHoHo, hasn't reproduced)

And, in all reality, it’s probably worse than even you have portrayed it. We already have a national shortage of trained doctors and medical staff. Even if there weren't a massive defection, the quality of care would suffer, and services would have to be rationed - until, at least, the government decides to pay the real cost of health care in training doctors and nurses, and building hospitals. There aren’t enough to go around right now. Rationing? Heartless life and death decisions? You betcha. And that’ll happen even without government “death panels.” It happens now. I sometimes wonder if insurance bean counters and doctors don’t work harder at making disfavored patients give up and die than they do treating them. What they are doing now is hardly medicine. Spread that a little thinner instead of spending a whole pile more money on medical personnel and infrastructure, and a miserable time is guaranteed for all. And just imagine: the Democrats want to force everyone into that hole.

But that message won’t go anywhere. We, as a nation, are an impulsive and needy bunch. We want stuff but are never willing to pay the price. If deficits became illegal, no one would want wars, government run health care or much of the nanny state; because then we would have to pay for it up front, and that would hurt too much.

The house will have an up and down vote with a GD majority to reconcile the bill. (which the Repub’s also used often). I love the uproar from the Republican hacks because Gingrich and Hastert used "deem and pass" regularly. (over 200 friggin times). Jeez Republicans are infuriating, but it’s hard to fault them because they (i.e. Fox viewers) are, for the most part, ignorant.

The Senate never passed the House bill...
In order for a bill to become law- both houses have to VOTE on and pass the same bill, and the prez needs to sign the ONE bill that comes out of congress.
So I understand your rant... would you really argue in the Supreme Court that the Deem and Pass move by the Speaker is constitutional because "the republicans did it"..?

And we know we need reform but this bill is not reform and thinking (something else liberals find hard) American knows it. While a lot of Americans know about Democrats is they are in the pocket of the lawyer and healthcare lobbyist. And that is a matter of public record.
These numbers are for just this year;
Pelosi received $422,300 from the lobbyist for healthcare and lawyers.
Hoyer received $524,067 from the lobbyist for healthcare and lawyers.
Clyburn received $311,521 from the lobbyist for healthcare and lawyers.
Reid received $3,580,489 from the lobbyist for healthcare and lawyers.
Durbin received $2,911,775 from the lobbyist for healthcare and lawyers.
Murray received $1,071,331 from the lobbyist for healthcare and lawyers.
For a Grand Total $8,821,483 and that is since the first of the year.
And those are just the leaders for the Liberals on both sides of Congress.
