President Barack Obama, framing this weekend's expected House vote on healthcare as "historic,'' called today on Congress to rise above politics and do something for the good of millions of Americans.
The president, who has taken his campaign for healthcare legislation to Ohio, Missouri and Pennsylvania in recent weeks, made his final public pitch for the plan today at a college campus arena in nearby Fairfax, Va., before an expected House vote on Sunday.
"A few miles from here, Congress is in the final stages of a fateful debate about the future of health insurance in America,'' Obama told his audience today. "It's a debate that's raged not just for the past year, but for the past century...
"It's a debate that's not only about the cost of health care... It's a debate about the character of our country - about whether we can still meet the challenges of our time, whether we still have the guts and the courage to give every citizen, not just some, the chance to reach their dreams,'' the president said in shirtsleeves at a boisterous, campaign-styled rally at the Patriot Center, an arena at George Mason University in Fairfax, Va. - Obama had campaigned there in his bid for the White House.
"We didn't have a lot of money,'' Obama said of his appearance just weeks into the start of his campaign. "We didn't have a lot of staff. Nobody could pronounce my name. Our poll numbers were quite low.''
Obama's job-approval ratings have slid to a new term-low of 46 percent in both the Gallup Poll and a Pew Research Center survey this week as a contentious debate over healthcare has consumed Capitol Hill. Republican leaders maintain that Democrats will face "a price to pay'' in the November midterm congressional elections if this bill passed.
House Republican Leader John Boehner vowed again today to do everything possible to keep the bill from becoming law.
"Now, listen, I know the president's doing the hard sell on this bill, telling Democrat members that his presidency is on the line,'' Boehner (R-Ohio) told reporters today.
"But this vote isn't about saving a presidency or saving a politician,'' he said. "This is about doing the right thing for the American people. And so Americans are jamming the phone lines here on Capitol Hill. They are screaming at the top of their lungs that they stop, just stop. Republicans are listening, and we're standing with them.''
The president, likening news coverage of the healthcare debate to Sports Center - "rock 'em, sock 'em robots'' - mimicked the chatter of the cable television news media with flapping fingers. "What they like to talk about is the politics of the vote. What does it mean in November.... What's it going to mean for Obama?'' the president said. "Will his presidency be crippled, or will he be 'the comeback kid....'
"I don't know how this plays politically,'' he said. "Nobody really does.... I don't know whether my poll numbers go down or they go up... I do know that this bill, this legislation, is going to be enormously important for America's future.''
The president has attempted to frame the debate as "a vote for reform,'' with opponents poised to vote against reform.
"The time for reform is now,'' he said today. "We have waited long enough. In just a few days, a century-long struggle will culminate in a historic vote.''
He compared the healthcare legislation offering insurance to an estimated 32 million Americans who are now uninsured to the creation of Social Security after the Great Depression and the passage of Medicare for senior citizens in the 1960s.
The president has postponed a planned trip to Indonesia and Australia until June to stay and, as White House spokesman Robert Gibbs explained it this week, "see this battle through.''
"The most important domestic priority here in the U.S. is going to be voted on this weekend or early next week and I have to be there,'' the president said in an interview that aired today on RCTI, the largest commercial television network in Indonesia.
The Congressional Budget Office has estimated the cost of the proposed healthcare plan at $940 billion over 10 years, with a projection that expected savings in federal programs will offer some deficit relief as well over the coming decade - meeting the president's demand that any legislation on healthcare must be "deficit-neutral.''
"A lot of members who have real concern about the deficit now see this as the biggest opportunity for deficit reduction,'' House Majority Whip James Clyburn (D-S.C.) said today, suggesting that the leadership's drive for a winning vote now has "big mo'.''
Yet House leaders, who have acknowledged this week that they lack the votes needed for passage, will be working into the weekend to secure the 216 votes needed for the bill - with action expected Sunday.
House Speaker Nancy Pelosi said today that she is "very excited about the momentum that is developing around the bill...
"It's liberating legislation,'' said Pelosi (D-Calif.), pointing to requirements that no one can be denied insurance coverage. "Right now, we're just getting votes to pass a bill.''
"This is a patients' bill of rights on steroids,'' Obama said, pointing to provisions that start the first year of the legislation banning insurers from dropping policyholders who become ill and preventing insurers from rejecting people with pre-existing conditions.
Rep. John Boccieri (D-Ohio), in announcing today that he plans to vote for the bill, cited the $138 billion in deficit reduction that the CBO has projected after the first 10 years of the legislation's enactment and another $1 trillion-plus in deficit reduction in the second 10 years. He was among the Democrats who voted against a House bill last fall.
Leaders also are considering a parliamentary move enabling the House to "deem'' the Senate healthcare bill as having passed and then vote on a package of changes that reconcile differences between the Senate bill approved before Christmas and a House healthcare bill approved by a vote of 220-215 in November.
House leaders maintain that the CBO's projection of deficit reduction has eased the way for passage of a final package that merges House and Senate proposals. Yet opponents maintain that the government never lives within its own bounds.
"Here's the point: this proposal is paid for,'' Obama told his audience at George Mason - "unlike some of these previous schemes in Washington. We're not taking out the credit card, young people, and charging it to you. We're making sure this is paid for.''
With Republican leaders vowing to prevent the healthcare bill from becoming law, Rep. Dan Lungren, (R-Calif.) complained today on the House floor that the "deem and pass'' tactic that will be considered this weekend is "extraordinary.... such an extraordinary stretch that it will be rendered unconstitutional.''
"We may very well be being prepared to embark on an unconstitutional journey,'' Lungren said. "Let us not pass something for the American people that will be called into question in court challenge after court challenger after court challenge.''
In media interviews this week, the president has said that he is less concerned about the "process'' of the bill's passage than he is in winning legislation that will offer insurance to millions of Americans.

Offering health care is one thing. Shoving it down their throats is another. In my opinion, anyone who votes to pass this bill needs to be voted out of office the next time they run. Also, trying to get away with parliamentary procedure to railroad the bill in is wrong. It needs to have the voted approval or disapproval of both the House and the Senate. It is not right to circumvent the process that has been in place and worked for over 200 years! Also, how many other things besides healthcare, itself, are going to be affected by the passing of this bill? May God Bless America!

Gee, I'm soooo excited. We get to pay for healthcare that nobody gets to use for FIVE years, not even the 30 MILLION soon to be legalized, illegal aliens. If all goes according to plan in FIVE years the government will say: "Gee we just can't afford this healthcare bill, but thanks for the extra taxes."
But of course you liberals will say that the government always keeps its promises, right...like enforcing the immigration laws that we were promised the last time the government gave amnesty to illegals, punishing employers that hire undocumented workers, enforcing the borders. It would be worse than a strategic blunder; it would be a crime - a moral crime against the American people and a direct abrogation of the Constitution and our very democracy. From Politico: Democrats are planning to introduce legislation later this spring that would permanently repeal annual Medicare cuts to doctors, but are warning lawmakers not to talk about it for fear that it will complicate their push to pass comprehensive health reform. The plans undercut the party's message that reform lowers the deficit, according to a memo obtained by POLITICO.

If this healthcare reform is so great, then why on Page 114, Line 22, does it exempt President Obama, Michelle Obama, Congress, Senators, and their families? It just makes me sick when I hear Pelosi and others say they are so excited about it because no one can be denied health coverage! How many of these people would buy health coverage if you gave them the name of a company who would accept them and a ten thousand dollar check to buy it with? They would find something else to spend it on regardless of how bad their family needed it! What's next? !!! People need to figure out how to do some things for themselves, and learn how to make the right choices. You can give a person a fish, but if you teach them how to fish, they will be able to survive for a lifetime! We are all equal in God's eyes. There are many people and agencies out there to help people if they become down and out without dragging the entire country down to a level where everyone has their hand out. The vote on this healthcare bill needs to be a big NO. We do not want student loans discontinued, and we don't want death counseling, or am I wrong about these items being a part of this bill? We don't want this healthcare bill.

Once employers spend less money on health care, they will use the money saved to pay workers higher wages, or so the economic theory goes. The workers will then owe income tax on those higher wages, providing revenue to help pay for health reform.”
I guess the geniuses didn’t consider that the corporation might not pass on that savings to the employees. The geniuses also didn’t consider that the money that used to go to the insurance company was passed on to doctors and nurses – who by the way are in higher tax brackets than the average American. Therefore, the gov’t will lose money on this.

The promise of covering those pre-existing conditions right off the bat - well, they say yes, if you're a child. If you're an adult with a pre-existing condition you have to wait 4 years till the plan kicks in. I don't recall the President clearly explaining that in the last 50 something speeches - must have slipped his mind. Then again the President has promised so many things it's hard to keep track, isn't it?

It goes toward a shareholder's new yacht, or third condo. Single payer is best. Single payer only pays for medical treatment. It does not pay for insurance stockholders' personal stock pay outs. Obama and the private insurance companies are thieves. They want the Congressional legal seal of approval to screw us. This was Hillary Clinton's HCR--not Obama's. He ran on no mandate. I want my vote back. He is a fraud. He lied to get our votes. He should resign. No HCR bill under Obama's reign should be legal, since he is not legal based on campaign lies about the BS Clintonian mandate with no public option.

That must have been some plane ride for Rep. Dennis of Ohio the other day. Did he get to sit on the AF 1 captains lap and were an AF 1 hat? I thought Dennis wanted a PO or 'no' on the vote. Didn't Obama give Burris a plane trip--then Burris changed his 'no' to a 'yes' earlier on this matter? What manner of amusement does AF 1 offer? Pre-existing is still too far down the road. This was done for the benefit of the insurance companies. It hurts Americans. Obama hates us. It is not HCR. It is the legalization of insurance companies cannibalizing on Americans. Sweet. No. Screw that totally.

with rising costs, it's been only a matter of time before employers stop offering healthcare insurance anyway.
