With his call today for an "up or down'' vote on healthcare -- which, if the bill is to meet his specifications, will mean a simple 51-vote majority of the Senate -- President Barack Obama has invited a rereading of the promises he made as a candidate.
"You've got to break out of what I call the 50-plus-one pattern of presidential politics, which means you have nasty primaries where everyone's disheartened, then you divide the country 45 percent on one side, 45 percent on the other, 10 percent in middle, all of whom live in Florida and Ohio," Obama once told the editors of The Concord Monitor in New Hampshire, in October of 2007. "Then maybe you eke out a victory of 50 plus one. You can't govern."
A reader also passes along a comment that Obama is said to have made at a Center for American Progress conference in July of 2006, where he spoke of "those big-ticket items'' such as "fixing our health care system.'' He wasn't interested in operating "like Karl Rove,'' he said, and throwing the base "red meat" to "get a fifty plus one victory... If we want to transform the country, though, that requires a sizeable majority.''
The healthcare legislation that Obama is intent on winning, like it or not, is transformative.
The president won a sizeable majority for a healthcare plan in the Senate -- not the one that Obama necessarily wanted, but something fairly close. The vote was 60-39.
That was without the help of any Republicans.
The president also had won a narrow majority for a healthcare plan in the House -- with a bill closer to what he wanted. The vote was 220-215. One Republican voted yes and 39 Democrats voted no. Next time, getting 217 will be considered a victory.
Now, in the post-Massachusetts absence of a super-majority in the Senate that enabled the president's party to roll over a Republican filibuster, the White House stands ready to accept 50-plus-one on a budget reconciliation vote in the Senate to pass the final healthcare fix that aligns the House and Senate. That's if it can still get 50 percent plus one vote in the House. In the home-stretch, 51 percent will be a hardfought prize.
The president was elected with 52 percent of the popular vote. His job approval among Americans surveyed in the daily tracking of the Gallup Poll today stands at 52 percent. It stood at 50 just last week -- up from his all-time low of 47 recorded in late January. Which is to say that Obama is up five points near the climax of a knock-down healthcare debate which the White House softened last week with an outstretching of an open hand to Republicans. Yet his approval still stands at 52, much like the margin of victory that handed him the White House a little over a year ago.
Candidate Obama also said during that primary campaign interview with the Concord Monitor that building consensus and minimizing negativity does not mean being a wimp.
"When I arrived in Chicago, I didn't know a soul," Obama said then. "Twenty years later, I'm one of the most powerful Democrats in the state. I know how to throw an elbow if I have to."
Now, Obama is the most powerful Democrat in the nation, and now, nearly one year after the start of the healthcare debate, an apparently irreconcilable partisan but also philosophical divide -- with three dozen or so House Democrats in the mix --has been defined for all to see. In this landscape, where victory may inevitably be defined by 50-plus-one, the president is starting to throw a couple of elbows.
Republicans are complaining that Obama is "jamming'' the bill through. Democrats are welcoming the move.
Obama said today that he's unsure of the politics in this, but he knows what's right. Obama, all elbows now, may finally get what he wants, if he can only get 50-plus one.

I can't say it's a surprise that congressional Republicans think it would be great to start over with health care, or that they're in favor of "incremental" changes. (I'd love to see them get "incremental" health surgery.)
It's no surprise that Republicans have virtually nothing useful to offer on health care, they know people will like it and they don't want the Dems to get credit for passing it. It's that simple to them, they'd rather that people continue to die for lack of health insurance rather that give the Dems a victory.
To Republicans, their illogical fantasies are akin to a child's night terrors. We know there aren't any monsters under the bed, but your Republican "child" doesn't. So you go through the motions of shooing the monsters away so your "child" can sleep.
We know that tort reform has such small influence on malpractice premiums that it's virtually meaningless. Any rational person who looks at the research knows this. What we have now are a lot of Republicans making what they claim are factual assertions that are nothing more than an intellectual construct to support their emotion-driven conclusion.
We know that selling insurance across state lines doesn't solve the health care crisis, either.
We know that the fastest increases in costly diseases are being driven by environmental pollutants and contaminants, so eating right and exercising doesn't solve the health care crisis, either.
But we're left with a Congress where roughly half of them believe their own BS fairy tale talking points (Republicans). And since the ideological wars are driven by the true believer right wing lunatic fringe Tea Klux Klaner's, we simply don't have the time to convert each of them, one by one, to the realities we face.
Which is simply a long-winded way of saying that Harry Reid needs to finish up healthcare legislation through using reconciliation, right now. No more waiting.
People are dying, every single day. We don't need any more to die while we patiently reassure the Republican "children" that their are no monsters under their beds.
Get. It. Done. NOW.

In the end, most people (aside from the truly appalling right-wing teabaggers) will respect your attempts to do what's right, not what's political. This bill gets us solid ground from which to advance. We get nowhere waiting in the surf for an invitation or the perfect moment. We may not be making all the progress we wanted from this first bill, but to let it go down in defeat would sentence generations of Americans to worse and worse circumstances.
Thanks to President Obama for taking it to the Republicans. Now that they've fully revealed how little they care about American citizens, I think the whole meme about how the Dems are going to suck air in November should be put to rest. If those Dems who are running use the YouTube they don't even have to hire ad writers, the mouth-breathing coming from the Republicans will do all the talking that needs to be done this fall.

If President Obama is such a fan of up-and-down votes (he isn't, but for the moment we'll pretend he is), will his Democrats allow an up-and-down vote on the amendments offered by the bipartisan opposition to ReidPelosiObamaCare?
My guess is, Up-and-down will resemble Paygo, Transparency, No lobbyists. etc.--Obama policy promises Obama will jettison.

To Republicans it's all about denying Dems a win on health care reform, they couldn't give a damn about how many people it would help.
And by the way, I've yet to see even one Republican stooge so far who has any chance what-so-ever of defeating Obama in 2012.

It is known that if you are so idiotic to not know your own history you are just stupid enough to repeat it and it would appear that the Democrats are about to repeat it. In 1854 the Kansas Nebraska act was passed by the controlling political party at that time. The passage of that one act did two things that changed America to this day. It led in no small part to the Civil War. And it destroyed one political party completely and led to the rise of another in less than two presidential election cycles. Amazing how those very people that have sarcastic comments regarding living off unemployment are OBVIOUSLY not trying to find work and raising a family (they sound like young slackers, like Mr. Greg Kendall's comments, who ARE obviously qualified to work, but WON'T work but use freedom of speech to piss REAL people unlike himself, OFF!!) and then the stress this will put on the Moms and Dads of the "American family" that will stress out and fall apart from stress/abuse/etc., that this cut will create domestically... can only pray you find a need, Obama, for what has occurred with our country's jobs falling apart - esp in your old own state Illinois! This is actually great news as obama and his supporters continue to lenghten the rope on which they'll hang themselves.
Funny how these people complain incessantly that "Bush Lied", yet say nothing as obama is caught lying again and again.
Since Illinois is so corrupt, is being the top democrat a good thing? The state is on the verge of bancruptcy because of the democrats! I guess when you have nothing on your resume, something is better than nothing.
His legacy will be dividing the country more than it's been in 100 years. I hope he fails and that the republicans can stop the damage in November and start reversing it in 2012.
