It's "a new season'' in America, President Barack Obama said at the healthcare bill signing today -- and those are buds in the foreground in the Rose Garden photo above. Question is whether there's any turning of the tide in the president's approval ratings -- the Gallup track today shows an opening. (Photo by Jewel Samad / AFP / Getty Images.)
by Mark Silva and updated at 4:40 pm
It would seem unlikely that an event as historic -- by both sides' accounts -- as the signature of a healthcare bill delivering insurance to millons of Americans and improving it for those already insured, and, yes, taxing the wealthiest Americans for all of this, would pass unnoticed in the opinion polls that measure the temperature of a presidency.
The immediate effect of the past few days' events in Washington has been a gradual increase in President Barack Obama's job approval in the daily trackng surveys of the Gallup Poll. It stood at 51 percent today, a report of the last three days' surveys.
Just last week, the March 14-17 measures had put Obama's approval at 46 percent in the Gallup Poll, a term low. His diapproval rating also rose to 48 percent at the end of that four day series of tracking surveys -- two points higher than his approval rating then.
The president's disapproval is down to 43 percent in the latest results reported today -- a good eight points shy of his approval rating, and also a movement of five points since last week.
This isn't the only number that's moving.
In a poll that Gallup conducted on Monday, the day after the healthcare bill passed the House, people were asked if, "all in all,'' they thought the healthcare bill's passage was "a good thing'' or "a bad thing.'' Forty-nine percent said good, 40 percent bad.
The partisan disparity on this question was almost as dramatic as the divide in Congress, where no Republicans voted for the bill. Among Democrats surveyed, 79 percent called the bill a good thing, with just 14 percent of Democrats agreeing -- but among those middle of the road independents, 46 percent said it was a good thing.
The poll run for USA Today also gauged "Americans' emotional responses to the bill's passage'' -- more positive than negative -- with 50 perccent enthusiastic or pleased about it, compared with 42 percent who were angry or disappointed.
"Whether these groups' views on the issue harden or soften in the coming months could be crucial to how healthcare reform factors into this year's midterm elections,'' Gallup's Lydia Saad writes. "Given that initial public reaction to Sunday's vote is more positive than recent public opinion about passing a healthcare reform bill, it appears some softening has already occurred.''
As for Obama's approval rating, the only thing of significance that has transpired between last week and this week -- other than Obama blowing his NCAA mens' basketball bracket predictions for the Final Four -- was the House's passage of the healthcare legislation on Sunday.
Obama signed that healthcare bill into law today.
It will be worth watching what happens over the next seveal days -- whether that significant shift in public opnion was a blip on the radar of tracking polls or whether there is any uphill benefit in the signing of a bill which the public is largely wary about.
We heard one of the pundits over the weekend suggest that people may not know all about the healthcare bill, but people like winners.

Comments
The minute Pres Obama signs the bill, the Democrats can say that health insurance cannot be denied for a pre-existing condition, and that they had to fight every single Republican for this right. That message is simple, it hits people where they live, and it addresses a universal concern.
The commercials cutting from a kid with diabetes to John Boehner yelling "Hell No You Can’t" are probably already being made. They will be the Willie Horton ads of the 2010 election.

HHH, you are a total Loon.
Laws could have been passed to shore up the healthcare industry without creating a gigantic entitlement adding to the record rate the of debt your Dems are creating. The only bumps here are on the top of both yours & Obama's heads. This is not about helping poor souls without insurance, it's about taking from the rich & giving to the poor. It's Robin Obama & his merry band of soon to be voted out misfits. Why don't you go get a room with Don Fitz so you tell each other how smart you are for about 12 hours.
The tax increases are going to assure a job shortage for a long long time. And since jobs are the #1 priority of Obama (as stated in the last state of the union speech) we can now call his initiative a complete failure going back to the second stimulus. People like
John Boehner are going to be running this country soon enough. Hope you enjoy going back to where you were 8 years ago when the time comes.

Are the tBags nuts? Yes. Are there principled objections to this law from the right? Yes.
This post is for the more thoughtful members of the right-wing...
The higher taxes you are going to have to pay are YOUR FAULT... Why do I say this? You backed a flippin chimp for president for 8 years... The wing-nuts think "W" is great, you thought he could be controlled...
I hear alot of right-wingers say this country is center-right at heart... maybe true... For this reason, only for the unmitigated disaster of the Bush presidency did Obama get elected...
If you are a republican, fine, be that way ;-) BUT next time try picking a candidate who isn't a pharqqin moron...
So go ahead, pick Sarah "I'm proud to be stupid" Palin, or some other pituitary retard... Let's see how far you get...
You know, honestly I understand being against taxes -- personally I don't mind paying if I'm getting something in return for them -- but YOU hate them, I get it...
BUT really, you get so myopic, your like a race horse with blinders on "I hate taxes, I hate taxes, I hate taxes, I hate taxes..." right off the cliff...

[[We heard one of the pundits over the weekend suggest that people may not know all about the healthcare bill, but people like winners.]]
People, however, do not like to become losers -- and this bill makes us losers. Not even going to get into specifics -- financially, because of this bill, we will eventually (and sooner rather than later) go down the tubes.

Rewrite the above article to read, "After a weekend where the press worshiped Obama 24/7, publicized his every word, and censored opposing voices, this fawning press coverage was able to bump him up in the polls."

While I find this whole 'everyone loves a winner' thing a bit depressing, in this case, I think it may be a bit more on point. A lot of people were hugely distressed at the seeming inability of Demos in Congress to get some legislation in place.
That frustration -- which this writer will admit to having shared -- was very understandable, even natural -- but I think one thing has been missed here...
Yes, if the GOP had had clear majorities, with their fabled, lockstep party discipline, they would have made the opposition eat the issue.
But it was just that "laser like focus" on power and its manipulation that has helped drive responsible, thinking moderates and even conservatives out of the GOP, a party that claims lofty ideals -- ideals totally in contrast to their terrible record of profligacy and incompetence in governance.

Wingnut Clown,
Americans Love A Winner
So much for the American people being against health care reform.
----------------
"Americans by 9 percentage points have a favorable view of the health care overhaul that President Obama signed into law Tuesday, a USA TODAY/Gallup Poll finds, a notable turnaround from surveys before the vote that showed a plurality against it.
.
By 49%-40% those surveyed say it was "a good thing" rather than a bad one that Congress passed the bill. Half describe their reaction in positive terms, as "enthusiastic" or "pleased," while about four in 10 describe it in negative ways, as "disappointed" or "angry."
.
The largest single group, 48%, calls the bill "a good first step" that should be followed by more action on health care. An additional 4% also have a favorable view, saying the bill makes the most important changes needed in the nation's health care system."
.
http://www.usatoday.com/news/washington/2010-03-23-health-poll-favorable_N.htm
-----------------
These numbers will only go up in the coming months.
Despite their current bloviating: Republicans will be desperately trying to change the subject away from health care reform by November.
Posted by: HHH | March 23, 2010 4:58 PM
A non-political associate commented to me today:
" not one republican voted in support of healthcare reform..not one, and in November, my family will be voting them out of office.."
Message to the r-cons and idiot sheeple t-baggers:
you played your hand and lost.
you fought against something good for struggling Americans.
The GOP will never ever live this down. Gooybye GOP. You are the enemies of American families and working people and guess what?
They vote.

then why didn't the r-cons do exactly that very thing when they ruled for 8 years?
lets see...mmmm..both houses of congress and the presidency and still not a whisper or rumor of healthcare reform. Nothing, and why?
because the insurance cartel controls the GOP and nothing was more glaringly obvious than that. The lies and spin and it's still going on. Activist courts ? As long as it's *their* activist court, thats perfectly OK.
Posted by: writerofwrongs | March 23, 2010 5:31 PM
This is just the beginning of the truth that republicans just didn't understand. The previous low ratings had absolutely nothing to do with what was IN the bill. It had more to do with the slow process of getting something DONE!!!

Shouting, Hooting, and Howling
. . . Now he says he was misquoted out of context and “In the heat and emotion of the debate, I exclaimed the phrase ‘it’s a baby killer’ in reference to the agreement reached by the Democratic leadership:” http://bit.ly/9WfMer
Either the two word or the four word term serves as a fitting expletive for both Stupak and the Obamacare bill even if the president has pledged to issue a toothless executive order prohibiting the use of federal funds for aborting babies. . .
Few would call Ann Coulter a studied practitioner of the decorous arts or of wimpiness but to say she peddles venomous hatred and violence is way over the top.
Nevertheless, that’s precisely what some are saying in Canada where Coulter was invited to speak at the University of Western Ontario. Two conservative student members of the Campus Coalition for Democracy extended the invitation which was immediately met with loud protests. . .
When one dumb scheme fails, why not institute a dumber initiative? What’s next? An ordinance prohibiting babies from crying, birds from singing, car engines from making noise?
The Piscatawayan town fathers and mothers must be liberals. How else to explain such stupid ordinances? . . .

THIS JUST IN!
BREAKING NEWS!
Another poll proves what everyone already knew - the people who make up todays Republican party are batcrap crazy.
Republicans were outraged at a January Daily Kos poll suggesting that Republicans were batcrap insane. But it wasn't so much the results which they challenged, but the veracity of the pollster. Rather than argue that Republicans weren't birthers (they are), they tried to discredit the organization commissioning the poll.
Well, another non-partisan pollster, Harris, has reported similar results:
* 67 percent of Republicans (and 40 percent of Americans overall) believe that Obama is a socialist.
* 57 percent of Republicans (32 percent overall) believe that Obama is a Muslim
* 45 percent of Republicans (25 percent overall) agree with the Birthers in their belief that Obama was "not born in the United States and so is not eligible to be president"
* 38 percent of Republicans (20 percent overall) say that Obama is "doing many of the things that Hitler did"
* Scariest of all, 24 percent of Republicans (14 percent overall) say that Obama "may be the Antichrist."
The Republican base is full of all-out lunatics, motivated and fueled by Rush Limbaugh, Glenn Beck, Sarah Palin, and the rest of the neo-Birchers of the conservative movement. As long as they hold sway with the Republican Party, compromise will be impossible. They won't allow it.

They should bump him right out of office. Healthcare as it has passed and signed into law is a travesty, They keep saying that 31 million people now have health insurance. Its good that people have insurance however at what price!. We have over 300 million people in the United States that I say is about 1% of the population. Which leads me to say a complete overhaul of the insurance system was bogus. Its really a government take over.

FINANCIAL REFORM!!!
They will now have to defend the banks, Goldman, Moody's, TARP, all of it, and right in front of the kids! (the T-Baggers)
Of course the Baggers support the banks, too. It's gonna be all 'socialism' again. More Nazi this, Mao that.
They are completely intellectually bankrupt. You know you are in trouble when your best mind is a gas gangrene pus bag named Glenn Beck.

Except that a new Bloomberg poll shows 50% disapproving and only 39% approving:

This follows a CNN poll on Monday that showed 59% disapproving:
http://i2.cdn.turner.com/cnn/2010/images/03/22/...
Wonder how come you forgot to report those?
The public isn't buying it. Make sure you come armed with information because the Pro-Obama propaganda voices like the author of this article are going to be trying to spin this loser scam bill into a win for Obama.
Don't let them: this bill forces you to buy expensive corporate healthcare from predatory lenders. If you don't, the IRS will come after you. Healthcare premiums are going to rise. And it adds trillions to the debt.
It's a bad bill and the Obamacrats know it. They just want you to forget it. Don't forget it!
Posted by: DefiantOne | March 23, 2010 10:23 PM
Of course, Mark neglects to note that other polls show Obimbo's popularity continuing to plummet. His negatives outweigh his positives in polls from Rasmussen, CBS and other polling outfits.
The fact remains, most Americans are against this health care sham and more and more Americans are against this Demoncrat president and his cohorts leading both houses of Congress: 8 percent approval for Harry "Illegal Land Deals" Reid and 12 percent for Nancy "Loony Tunes" Pelosi.

Posted by: martin | March 23, 2010 11:12 PM
60% of Americans will be on Obama's entitlement program. The other 40% will support the 60%. As far as polls are concerned, there are many polls and the Gallup is only one of many. Demand for Obama memorabilia went "Belly up" quite awhile ago.And his fat momma has lost quite a few poll points, too. Something must be wrong because lots of Americans are not in love with Obama..

The Dawning of the Age of Obamius!
. . . All that because President Barack Hussein Obama signed the historic, monumental, long overdue health care package on Tuesday, 36 hours after it made it to his desk. That’s the same desk that he said would signal 5 full days for the public to peruse any bill.
Wait ’til the Obamacare chickens and taxes come home to roost!
Our classy Vice President Joseph Beauregard Biden was so excited that he couldn’t contain himself after the signing and told Obama, as if Obama didn’t know, “This is a big f***ing deal!”
Hear Biden drop the “F bomb,” expletive undeleted, in the White House and see him chuckle at his own witticism here: http://bit.ly/bssMcf . . .

HHH & Smoker of Bongs
this bill is going to cost everyone. The estimates of less than a trillion dollars is full of crap. It's obvious that number was manipulated in order to get some of the last votes needed to pass this garbage. It's more like going to be over 2 trillion at least. Then where is the money going to come from? Obama and his buddies are going to end up doing the same thing Canada does, a imposing VAT Tax that will be added to everything you buy. In other words a national sales tax. It's either going to be that or bankrupcy.
You want to talk about polls HHH, try these:
Nancy Pelosi 11% approval
Harry Reid 8% approval.

CM,
Whose is going to have to defend TARP? Do you mean the current President and Vice-President that voted for it? Do you mean the current Secretary of Treasury that led the design of it? As for the Wall Street firms, are you talking about the major donors to BO's campaign?
Always Will Be and Still Writing Wrongs,
I work some BO supporters that just run and hide when his name is mentioned. They know this is train wreck and the budget problems that are coming down the road. It's called Buyer's Remorse.
How 's it coming trying to gfigure out how to fund a democratic unfunded liability of $107 Trillion?
Posted by: Terry | March 24, 2010 9:22 PM
T,
BHO et al simply gave GWB and Paulson what they asked for. Everybody agreed something had to be done. Note the Dems did not obstruct. That will be their position, plus re-regulation under the Dodd bill. Simple and true.
That is not the TBagger position, at least yet.
Now, the result of all that is the need to re-regulate and break up the too big fail to institutions so it doesn't happen AGAIN, and quite soon.
The Republicas will not go along with that, thus tipping their hand to the Tbaggers. Repubs love the banks and Wall St.
Also, the Tbaggers will come apart on financial reform, because their position on, well, everything is incoherent. If mild HCR is Maoist, what will bank and WS regulation be to them?
It's all about to turn into one huge dirty perverted clown train wreck for the Republicans.

CM,
So BO just went along for the ride? Didn't show any leadership during a presidential campaign - just capitulated to Bush?
If that's the case, then why did he make the primary author of TARP - Geithner - his Treasury Secretary? If that is the case, why did he renominate Paulson for another 4 year term as Fed chairman?
Politically, I would let the dems increase regulations again. I would pull a BO and vote "present". As the economy tanks due to the cost of capital increasing, the dems can take full credit for it.
Posted by: Terry | March 26, 2010 9:04 AM
Yeah, he got a 15 minute bump.
But only 8 days later Obama's overall job approval rating has fallen to an all-time low of 44 percent, down five points from late March.
