West Virginia Secretary of State Natalie Tennant announced today that a special election to fill the Senate seat held by Robert Byrd will not be held until 2012, settling some initial confusion about when a permanent replacement would take office.
Because the state filing period for the November 2010 election has already passed, Gov. Joe Manchin's (D) appointed replacement will serve until November 6, 2012, Tennant's office explained. On that date, two elections will be held -- one for the unexpired term ending January 3, 2013, and the second for the full six-year term beginning that same day.
It would represent the first special election contest for a Senate seat in West Virginia since 1958, when Jennings Randolph was elected to the seat that had been held by the late Matthew Mansfield Neely. Byrd was elected to his first full term the same day, defeating Republican incumbent William Chapman Revercomb. Revercomb is the last Republican to represent the Mountain State in the U.S. Senate.
Byrd's death has already triggered another Senate election -- that for the post of Senate President Pro Tempore. Hawaii's Daniel Inouye, now the longest-serving member of the upper chamber, was sworn into the ceremonial office this morning, becoming third in line to the presidency after Vice President Joe Biden and House Speaker Nancy Pelosi.
Three hundred individuals have been elected or appointed to the Senate since Inouye first took office in 1963.

Byrd will likely be succeeded in the office of Senate President pro tempore -- officially third in the line of succession to the presidency -- by Sen. Daniel Inouye (D-HI). Technically, the Senate elects the president pro tem, who is then installed in office by resolution. But by tradition the office goes to the longest-serving member of the majority party.
Gov Joe Manchin (D WV) will easily win this seat in 2012. He has an approval rating in 80's right now.

To me, the most fair thing would be to hold a special election shortly after Senator Byrd's death, not 2 years in the future. The Burris incident in Illinois has convinced me that's the best route rather than appointment. Let the voters have the say on who is best qualified to replace Senator Byrd.

Actually, the election could be held in November as per WV law. But because the governor will wait til after July 3 (putting it less than 2.5 years before the next election), the appointed candidate can serve until November 2012. If he appointed the replacement before July 3, that person would only serve until the election this November. More playing politics with the dates and the seat.

Are you kidding me? We have Kirk and Giannoulias. Kirk is clearly dishonest about his military records. And, Giannoulias has had one of the biggest bank failure in Illinois! Burris is better than both of them, combined! I'm going to have to vote with my noise pinched! I don't know how we got here- two terrible candidates!

Why hold your nose and vote for either, they aren't deserving of a vote. Write in Senator Burris' name on the ballot. He is more than capable of being a very good Senator for Illinois. The elected offices he has served in, in the State of Illinois, includes a scandal-free record of service. By accepting Governor Blagojevich's appointment to our Senate, once again, he stepped forward, to serve the people of Illinois. He has proven himself to be a good Illinoian and one I will be very proud to write his name in, as my choice for Senator from Illinois, in this up-coming election.

Politicians still want to keep the vote away from the citizens as long as they can with appointments and not elections. What mass confusion West Virginia voters have in November 2012 voting for the expired term to January 2012 and a new six year term for senator. West Virginia should just look at the Illinois situation with the appointment of Burris (did he buy the seat?) His appointment was a disgrace and the people were cheated again by the politicians. What are the politicians afraid of? Maybe they are scared that the voters will finally see through all their BS and vote them out.

If it's the sure thing that some former Republican posted above than what are they afaid of? The dems and Obama are going to be in the minority soon in the senate. I thought the WV law said if there was a VACANCY more than 2.5 years before the end of the term, not a vacancy filled.

I think the West Virginians would do well to look to Illinois for an example of an exemplary individual appointed, Senator Burris, by a sitting Governor, Governor Blagojevich. That happened in spite of the lynch mob mentality, generated by the entrenched politicians, the Tribune, a U.S Attorney, on the make, and fanatical partisans, Republican-Libertarian-T.Baggers. " did he buy the seat depot jim ", come on, I've witnessed your abilities to sow more insidious innuendoes than that!! What I do know, over the years, particularly during your losing battle in the presidential election, you distort, you imply and, in some cases, you misled, with the manipulation of facts. One glaring example is your insistence that our present economic debacle is not the Cheney&Bush baby! Anyone who has a modicum of honesty and intelligence can not but agree that Bush&Cheney, with a great assist from the Republicans in our Congress, all but pushed our economy over the cliff. To think otherwise, is to be dishonest, which, of course, does mean, " not true " !! As for, our having a debate about it, that would be a waste of time, for both of us.
